# Reference Question Answer
1 General
The Core Building Standards (CBS) require a life cycle cost analysis (LCCA) of the BASELINE design, which is further described as an ASHRAE 90.1 Appendix G PRM baseline model. Please confirm if the baseline should follow ASHRAE 90.1-2019 Appendix G PRM which would be ASHRAE 90.1- 2004 equivalent in terms of envelope, HVAC, and lighting, etc.; or if the baseline should meet ASHRAE 90.1-2019 Section 11 Energy Cost Budget Baseline.
The baseline model would follow Appendix G PRM requirements. “The LCCA baseline model will be built following ASHRAE 90.1-2019, Appendix G in accordance with PBS Core Building Standards.
This also aligns with Federal Facility Criteria.” No reference to building the model per Chapter 11 is given within the standard, only Appendix G
FFE Responsibilities and Low Energy Portals (LEPs) Scope Delineation
Section II.G.15. “Vendors and Installers by other Contracts" (Page 21/132)
SOW Section II.G.15 (page 21) notes that the government will issue separate contracts for furniture, fixtures, security devices, and specialized inspection equipment (including LEPs and Z- Portals). However, CLIN 0015 of the Price Form (page 15) outlines a base scope requirement for the DB contractor to design, purchase, install, and provide move services for CBP FF&E. Please clarify the exact scope delineation between the DB contractor's FFE procurement responsibilities and the third-party vendor installations. Additionally, please provide the specific salvage, demolition, and integration requirements expected of the DB contractor regarding the existing or incoming Low Energy Portals (LEPs).
a. The CLIN 0014 list the scope of covered products. A list of FF&E is included in this amendment. There will be furniture and equipment that CBP will contract separately (examples are Refrigerator, Freezer) items can be found in the LPOE Funding Responsibility Tool document. The file is located on the Google drive under D. Amendment 0003 File Folder named 4.
LPOE Funding Responsibility Matrix.
3 13.3.4 Traffic Control
Do M-30, M-40, and M-50 bollard requirements apply to this LPOE given it won't see commercial traffic? Design vehicle weight for M rating is 15,000lb which is approximately 3x a typical sedan and 2x a large SUV.
Bollards used for traffic control. CBP LPOE Design Standards 13.3.4 states "Bollards used to protect buildings, booths, and other occupied infrastructure adjacent to roadways must be rated M-40 at a minimum. Bollards used to protect lane infrastructure must be rated M-30 at a minimum."
The design standard does not differentiate between commercial or POV traffic.
#0010 Confirmation of Service Providers
Please provide clarification and documentation regarding the existing fiber, telecommunications, and site infrastructure for this project:
1. Current Carrier Service Providers;
1.a. AT&T: Please confirm if Arturo Sanchez Jr.
(Manager Business Operations, 915-261-5827) is the correct primary contact, and provide GSA approval for access to site AT&T documentation.;
1.b. Spectrum (if applicable): Please provide the account details, primary point of contact, and GSA approval for access to site Spectrum documentation;
2. Existing Technology Service Vendors;
2.a. Please provide contact information, manufacturer, and service providers for the following services: Fire Alarm System, CAVSS, Access Control.
1a. The main service provider is AT&T for telecommunications. 1b. Spectrum at this time no agency is using, 2. Existing technolgy service vendors, this information is varies. 2a. Fire alarm system and CAVSS access control currently being used will replaced, so there is no need to contact them, since this will change. All information regarding fire alarm systems and CAVSS must be desgined per the GSA Core Building Standards and the CBP Design Standards, which has been provided.
RFI #012 Clarification of DB Contractor Scope for Electric Vehicle Supply Equipment (EVSE)
The BOTA Enhanced Feasibility Study identifies "EV parking/charging areas" as a critical design consideration, and the Guiding Principles for Sustainable Federal Buildings outlines a target of installing EV charging stations for a minimum of 2% of the total parking spaces created. However, the GSA CBS Submittal Matrix and GSA Pricing Desk Guide state that GSA provides EVSE on a "funds available basis," and that otherwise, tenant agencies (such as CBP) must fund and request EVSE installations independently via a Reimbursable Work Authorization (RWA).
1) Is the Design-Build Contractor required to furnish and install complete, operational EV charging stations (EVSE) as part of the base contract?
2) If EV charging stations are excluded from the base build scope, is the DB Contractor still required to provide the underground utility infrastructure (conduits, panels, and capacity allocations) to make the parking areas "EV-Ready" for future tenant-funded RWA installations?
3) If EVSE is to be provided, please clarify if the contractor is responsible for providing the necessary Software as a Service (SaaS) cloud-component, network scanning/remediation, and hardwired network connections to the GSA network as required by GSA IT Security policy.
As of March 3, 2025 GSA does not require contractors to include electric vehicle (EV) charging stations. Current policy updates have strictly halted the broad expansion of charging infrastructure across federal properties.
RFI #013 Clarification of Electrical Service Sizing Methodology and Diversity Factors
Chapter 19 of the CBP Land Port of Entry Design Standard (2023) requires that the main electrical service and switchgear be sized for the full design load plus a 50% future growth/expansion factor.
Additionally, the standard mandates compliance with the National Electrical Code (NFPA 70). Please confirm that it is acceptable to calculate building service sizing by applying a 70% demand factor for diversity and noncoincident loads to the NEC 220 calculated demand before adding the LPOE 25%/35% spare capacity.
Chapter 19 requires the main electrical service to be sized for full design load plus a 50% future growth/expansion factor. It is not acceptable to apply a 70% demand factor for diversity and noncoincident loads. Each load connected to the main service would have a demand factor applied to it based on NEC 220. After determining the demand on each load, you would then add 25-35% spare ampacity to the load. These loads would be added together to determine the full design load.
Once you have the full design load, you can apply 50% more capacity to determine the final size of the service.
RFI #014 Intercom Design Intent
The LPOE Funding Responsibility Tool contains the following line item note under CBP-specific Audio/Video Systems: “Intercoms (All-call function via the phone system can be used as intercom) -this item is not a part of the public address system (should be part of the fire alarm system)”. However, Project Specification Sections 28 31 76 and 28 31 64 (Fire Alarm/Emergency Communication System) outline a standalone, dedicated emergency voice evacuation system with a local paging microphone, but provide no technical, wiring, or compatibility criteria for interfacing the FACU with the administrative PBX/VoIP telephone system for general-purpose administrative paging. 1) Is the intent that the Intercom will not be required to have an all-call function and that the fire alarm system will interface with the phone system for this purpose?
The fire alarm system will not interface with the phone system, the emergency voice evacuation system must be a stand alone system. Life safety systems are designed to operate independently to ensure survivability and code compliance during an emergency. The phone system can be used as an interco an all-call function will be required and will not interface with the fire alarm system.
Reference the LPOE Funding Responsibility Tool issued in Addendum 1, Page 3 of 14.
The second lines states “Z Portal infrastructure to support Z Portal Equipment.” The power and infrastructure requirements are not listed in the RFP.
Please provide the power and infrastructure requirements for this.
Power and infrastructure requirements can be found in the Non-Intrusive Inspection Systems Installation Guidance Version 2.0 dated March 6, 2024.
Reference the LPOE Funding Responsibility Tool issued in Addendum 1, The matrix indicates that the Wireless Access Points (WAPS) for CBP is to be furnished by the CBP and installed by the DB/GC whereas those for the GSA are to be furnished and installed by the GSA? There are two other locations that state the CBP WAPS will be furnished and installed by the CBP. Should the “installed” column state by CBP instead of
DB/GC?
All CBP WAPS will be provided by CBP and installed by CBP. The infrastrucure will be provided by DB/GC, which includes conduit, pull box and pull string. The DB/GC will provide design layout that will be coordinated with CBP.
Reference the LPOE Funding Responsibility Tool issued in Addendum 1, Page 5 of 14 second line from the bottom
The matrix indicates that the DB/GC is responsible to install the AV Equipment that is furnished by CBP.
On previous LPOE’s, this is equipment typically furnished and installed by the CBP. The same applies for the items indicated on Page 6 of 14 too.
Please provide a bill of materials if the DB/GC is responsible for installing the AV Equipment.
The DB/GC will provide design layout that will be coordinated with CBP. The infrastrucure will be provided by DB/GC, which includes conduit, pull box and pull string. CBP will provide all AV equipment per 2023 CBP Land Port of Entry Design Standard.
Reference the LPOE Funding Responsibility Tool issued in Addendum 1, Page 6 of 14, Item “Any other LED Signage NOT including the lane signage.”
Please confirm that both the LED Lane signage is by the DB/GC also.
Yes, both the LED Lane signage and other LED signage is by DB/GC refer to CBP standards.
Reference the LPOE Funding Responsibility Tool issued in Addendum 1, Page 13 of 14, Item for the Four Post Vehicle Lift. It states that this is furnished by the CBP and installed by the GC/DB.
Should this read furnished and installed by the
GC/DB?
The four post lift to be provided and installed by
GC/DB.
Reference the "BOTA Program Requirements - Consolidated 26-07-09" page 6 of 12, Secondary Non-Commerical Superbooth. The program square footage indicates 75 sf per booth, however, LPOE02- 01 in the CBP LPOE Standard indicates that these are 48sf each. Should the program read 48 sf in lieu of 75 sf? If not, please advise.
The non-commerical booth will be 48 SF instead of the 75 SF noted in the POR.
Reference the LPOE Funding Responsibility Tool issued in Addendum 1, Page 3 of 14. The second lines states “Z Portal infrastructure to support Z Portal Equipment.” Is there a foundation design for the Z Portal Equipment that can be shared. The foundations for this equipment will likely be significant.
The contractor will block out paving around location of Z-portal to allow Z-Portal contractor to place foundation. Contractor is only responsible for infrastructure that inlcudes conduit, ternmination boxes and pull string.
15 General
RFP and LPOE Design Standard 2023 do not address the question of what, if any, arc flash reduction mechanisms are required for electrical equipment. Please confirm if arc-resistant switchgear is required for the 15 kV switchgear, or if other arc flash mitigation methods are acceptable.
For low voltage equipment, what arc flash mitigation measures are required?
CBP Land Port of Entry Design Standard (2023) does not require arc energy reduction or arc-resistant construction at 15kv. Chapter 19.4 Fault Current and Protective Device Coordination Study, requires an Arc Flash study and states that all electrical equipment shall be Arc Flash labeled per
NFPA 70E.
16 19.7.9 Site Lighting - Perimet
19.7.9 requires illumination of the fence with pole mounted or other light source aimed at the fence, to allow CBP to observe activity just outside the fence.
It also requires light trespass over the fence to be limited. These two requirements appear to be contradictory. Please issue a clarification addressing the following questions:
1) Width of area outside the fence where illumination is required and what lighting intensity is required
2) The requirement to "limit light trespass" is not well defined. Provide criteria for light trespass limits.
CBP LPOE Design Standard 19.7.3 requires a professional lighting designer. The design team must reference the latest version of the IES standard. For perimeter fence lighting requirements use Table 19-2 "Exterior Lighting Requirements."
The CBP Land Port of Entry Design Standard (2023) includes backup power requirements that generally align with NEC 708 Critical Operations Power Systems (COPS) requirements. However, NEC 708 compliance is not explicitly identified as a requirement within this standard. Please confirm that compliance with NEC 708 is NOT required for this project
There is no reference to NEC 708 in the CBP Land Port of Entry Design Standard. Compliance with NEC 708 is not required. Comply with the requirements in the referenced document.
Is the project required to be self-sustaining from a fire protection standpoint (e.g. on-site storage, pumps, other infrastructure independent of municipal supply)?
See answer in question 19. The Fire protection system is to be connected to the City of El Paso water system. The system is not self-sustained.
According to the Enhanced Feasibility Study dated November 15, 2023, the water distribution is provided by the City of El Paso water distribution system. It references a City of El Paso 12-inch line located in Delta Drive to the southeast of the site.
The West Site is served with 2 connections to the City of El Paso Water distribution system. The connections are to the north on the E. Paisano Dr.
(Hwy 62) and to the east along the US Hwy 54 of existing US Fish & Wildlife Building. The as-built plans provided do not include these points of connection. Please provide the connection locations to establish the water line loop layout to serve the new buildings.
See flow test field report conducted on August 5, 2026 and changes to the Statement of Work in VI Owner's Project Requirements (OPR) Section 4 Technical Performance Criteria 2.9 Water, Stormwater, Sewer, Gas, and Electric Utilities and first paragraph of 8.a Site Fire Protection.
20 General Please confirm if the existing sign bridges inbound and outbound to I-110 are to be included in the scope of work for this project.
Sign bridges are owned by TXDOT. Coordination with TXDOT will be required if the signs are required to be relocated.
21 General Can GSA provide the CLIN bid forms in Microsoft Excel format?

Please provide electrical utility billing and consumption information for the past 12 months to help estimate required temporary service since the existing service passes through areas subject to demolition and excavation.
Existing buildings A and B are required to remain occupied.
SOW Acces to Roof Mounted equipment - General
For a single-story building, is it acceptable to provide a Type L Roof Hatch with safety railings for roof access from an interior stair vs. having a stair 'doghouse' extending up 8 ft. above the roof level?
Yes, type L Roof hatch with safety railings for roof access from an interior stair is accpetable as long as it meets the GSA Core Building Standards.
30 General Would GSA considering having us upload directly onto your Google Drive to offset the 25 mb email limitation?
Submit as required in the solicitation. Offerors will be allowed to submit one email for technical and one emial for price. Offeror will be considered nonresponsive if not submitted timely.
31 General
Can GSA confirm whether the drawings specifically required by the CBS Submittal Matrix be submitted as an appendix and thus excluded from the proposal page count?
The CBS Submittal Matrix are various requirements that should incorporated into the overall proposal. The matrix identifies items that GSA requires to validate that the project is moving forward while meeting the requirements of CBS.
Additional submittal requirements may be included in the project contract. This should not be considered a separate document.
32 General
The RFP States that the Design Builder is responsible for providing and paying for all utilities necessary for the project. Does this include primary power and the primary transformer also?
This only for the construction area. In regards to pay for the primary power service and primary transformer, GSA will coordinate with El Paso Electric and pay for all service extensions and transformers.
33 General
The Program and Bid Form both indicated 35 POV Lanes (27 in the base bid and 8 in the option. Are Bus Lanes accounted for in the POV Lane count, or will additional lanes be required? If so, how many?
Bus lanes are already accounted for within the 35-lane total, so no additional lanes are required. Per Feasibility Alternative #4, 2 of the 35 total lanes are designated to accommodate bus traffic.

Amendment 0003 RFIs 33 and 34 responded that CBP is currently reviewing requirements for irrigation. Please provide formal determination regarding CBP's review of the recycled/reclaimed water requirement for the irrigation design baseline.
Reclaimed water is not availble, so this will not be required.
Clarification on Domestic Water Softening System Requirements
Please clarify if the Government has specific requirements for the installation of a central domestic water softening system for the new facility infrastructure. If water softening is required, please provide the target water hardness criteria (e.g., grains per gallon) or the specific building systems/equipment (such as boilerplate feeds or domestic hot water systems) that must be served by treated water. If no baseline data is available, please confirm if the Design-Builder is responsible for conducting localized water hardness testing to determine system implementation.
Water treatment is required for mechanical equipment as outlined in the RFP. A water softening system is not a requirement in the RFP.
Phase 2 Technical Proposal File Size Limit &
Submission Delivery Method
1) Given the high graphic density and resolution required for the 50-page Quality of Design Concept submittal (Factor 1), proposal files may exceed email server capacities. Will GSA consider providing a secure file transfer link—such as a DoD SAFE link or a GSA Google Drive—for offerors to directly upload their Phase 2 Proposal submissions on or before Bid Day? 2) If an alternative secure upload repository is not available, please confirm that offerors are permitted to submit the Technical Proposal split into separate PDF files by Evaluation Factor (specifically submitting Evaluation Factor 1:
Quality of Design Concept as a separate, standalone PDF file) across multiple emails to remain below the 25 MB per-email size restriction.
Submit as required in the solicitation. Offerors will be allowed to submit one email for technical and one email for price. Offeror will be considered nonresponsive if not submitted timely.
Financial Statements Clarification Request
Section II.A and Section II.E of the Phase 2 RFP require Offerors to submit evidence of financial responsibility and performance capacity on GSA Form 527 (Contractor’s Qualifications and Financial Information). Question 1. Clarification Request (CFO Letter in Lieu of Financial Statements): Our firm is privately held and our financial statements are highly confidential and proprietary corporate information. Is it acceptable to complete Section III of the GSA 527 form and submit a letter signed by our CFO regarding our financial capabilities in lieu of financial statements? Question 2. Alternative Submission Method (Password-Protected Separate File): If a signed letter is not acceptable, please confirm that it is acceptable for Offerors to submit financial statements as a standalone password-protected PDF sent directly to the Contracting Officer on Bid Day.
Offerors will be allowed to submit GSA 527 form and financial statements as a standalone password-protected PDF.
Representations and Certifications
Section I.B (List of Solicitation Documents), Item (4):
Explicitly identifies the "Offeror Representations and Certifications Form" as one of the nine official documents that make up the Phase 2 Solicitation package. Please provide this form or clarify what is required to be submitted for the Representations and Certifications.
There is no form to be submitted. Offeror must complete the annual representations and certifications as well as the Entity registration in the System for Award Management (www.SAM.gov).
Program of Requirement
(POR)
The Program of Requirement (POR) under the Non- Commercial Inspection & Headhouse calls for two Secondary Lane Enforcement and Exit Control (SLEEC) Booths. The associated Room Data Sheet mentions controlling commercial traffic. If the Booths are required, will they be expected to be located at the exit of the primary secondary inspection area, or at the exit of the site near the port runner system?
Follow both the POR and CBP Design Standard.
45 RFP II.D Technical Proposal
The CBS Submittal Matrix requires the submission of specific drawings as part of the proposal response. Given the number of buildings and multiple floor levels included in the project, adequately addressing these drawing requirements may require a significant number of sheets. As a result, the required drawings could consume a substantial portion of the overall proposal page limitation, reducing the Offeror's ability to provide complete narrative responses to the remaining CBS Matrix requirements.

Can Autodesk Forma be utilized as the project's primary production and collaboration platform outside of a dedicated secure enclave for the development, coordination, management, and delivery of BIM models, COBie data, project documents, RFIs, submittals, and related project information? The environment would incorporate industry-standard security controls, including role-based access, multifactor authentication, audit logging, encryption, version control, controlled sharing, and project-specific permissions. Any information designated by GSA as CUI, or otherwise requiring a government-approved secure environment would be excluded unless specifically authorized by GSA. Please confirm whether this approach is acceptable and identify any required security controls, approvals, restrictions, or modifications.
Autodesk Forma is not a FedRAMP approved format. The approved format is Autodesk for Government (AFG) which is FedRAMP approved.
GSA has established the processes for collaboration on projects between GSA and contractors.
CBP LPOE Design Standard (2023)
Please confirm the preferred enterprise solution for the access control system and the video management system. Confirm if the software, servers, and storage area network will be provided by CBP for both systems.
This video manangement system and access control system must meet the CBP physical Security Handbook and Centeralized Area Video Survellance System (CAVSS), which are included in the reference material. The preferred entripise solution for the access control system needs to FICAM-compliant and fully compatible with PIV governement smart cards. The access control system equipment and installation will be provided by the contractor. The Centralized Area Video Surveillance System (CAVSS) is the CBP Enterprise Solution for fixed facility surveillance at the LPOEs. CBP does provide an approved device list update, which the list is subject to change monthly. CBP will only provide a CBP secure network after the complete video surviellance system is completed and tested.
