# Reference Question Answer

Disaster Resiliency Template Request: CBS Submittal Matrix, Section 1:

Disaster Resiliency

The CBS Submittal Matrix Pre-Award Concept Section 1 General Information Disaster Resiliency section references a response template for compliance documentation.

Please supply template for submission if this a required for RFP submission.

The template will be provided in the shared drive.

Energy Model Requirements per CBS Submittal Matrix:

CBS Submittal Matrix, Section 1: Energy Usage Model

The CBS Submittal Matrix Pre-Award Concept Section 1 Energy Usage Model states demonstrate compliance with Energy Efficiency Performance Standard in 10 CFR

433.100. Confirm if pre-award concept submission

requires an energy model and which section in the submission this response should be included.

An energy model will not be required for the pre-award concept.

3 RFP, Page 103 of 132

Reference item 6. Art In Architecture. The RFP states that the 0.5% of the estimated construction cost is to be reserved for Art in Architecture commission. Is this the construction cost or total evaluated price? If it is the total evaluated price, this would likely be $2.5 Million. Do the allowances need to be included in the TOTAL EVALUATED PRICE?

The Art in Architecture (AiA) art piece is separate from this contract, which is 0.5% of the estimated cost, so no allowance is need for the actual art piect. The DB contractor will be required to coordinate with the artist. Depending on the art piece or pieces there could be a need for infrastructure that has yet to be determined, so a contract modification will need to be excuted if needed.

Please confirm that only individuals who will require access to GSA controlled facilities and information systems are required to be US citizens

In general, for GSA contracts, individuals who require routine physical access to GSA-controlled facilities and/or logical access to federally controlled information systems typically must satisfy HSPD-12/PIV credentialing and background investigation requirements. That does not necessarily mean they must all be U.S. citizens; eligibility may depend on the contract, role, system, data sensitivity, immigration status, residency history, and any applicable security/export-control/classified-information requirements.

5 AM0004, CLIN Summary The Current Allowances indicate TBD. Will the Allowances be provided by the GSA, or is each proposer responsible for determining these?

The current allowances will be provided by GSA.

6 AM0004, CLIN Summary The UNIT pricing is currently indicated above the TOTAL EVALUATED PRICE. To confirm, any pricing resulting from this will be in addition to it, correct?

See Amendment 0002 for definition

The CBP Design Standard notes NIC rating for walls instead of STC Rating. Can the Government provide STC requirements for each type of room.

The Design standard provides NIC rating for acoustic separation on full construction of rooms performance. The DB Team will be required to develop the STC ratings of various components based on the NIC rating. NIC rating will require field testing to measure the NIC rating performance.

CBP Design Standard 1.2.1 l Definition of the LPOE Design Standard

The CBP Design Standard notes various construction alternates. Can the construction alternates be used.

Based on the CBP Design standards 1.2.1 This Standard is CBP’s policy that establishes minimum requirements that must be met in all LPOE projects. Proposed revisions to these requirements are subject to a waiver request process, per Section 1.2.6, Alternate or Equivalent Means, Exceptions, and Deviations, in this Standard.

Deviations from specific minimum security requirements are considered only when necessitated by operational requirements or conditions and not for budgetary reasons.

CBP Design Standard 17.5 Material

The CBP Design Standard notes "Piping for drainage, waste, and vent systems must be cast iron with heavy-duty no-hub couplings above grade and cast-iron bell and spigot heavy-duty below grade". Can the cast iron piping be substituted with schedule 40 PVC.

A waiver/deviation proposal must be submitted to CBP for approval.

# Reference Question Answer

Does the RFP Options need to be shown separately to include: Kennel Building, 8 additional lanes and canopy for non-commercial inspection, trusted traveler building, and standalone narcotics vault?

Offerors must clearly identify and incorporate all proposed design options within their preaward drawings. Each option must be itemized to allow GSA, at its sole discretion, the ability to select and award specific options as part of the initial contract.

Does the BOTA LPOE accept and process pedestrian traffic crossing the bridge?

Yes. The Bridge of the Americas (BOTA) Land Port of Entry processes pedestrians, who cross via the designed walkways and undergo inspection inside the main Administration Building.

How should the betterments be identified and illustrated for clarification?

Offerors must clearly highlight all proposed betterments within their technical proposals and include a section entitled "Betterments" in their proposal and define how each betterment exceeds the baseline RFP requirements to allow GSA to evaluate and determine acceptance.

Is a POV (Privately Owned Vehicle) "Return to Mexico" lane required in the design?

Yes. All proposed design drawings must incorporate and clearly delineate a dedicated "Return to Mexico" lane for POV traffic.

Is the public transportation bus station located north of the site included in the scope of the overall project?

Yes. The public transportation station to the north is within the project boundaries and is included in the overall scope of work. Offerors must account for this facility in their proposals and design submittals.

Must the construction zone be physically isolated from government personnel during the construction phase?

Yes. For site security and operational integrity, the contractor must completely isolate the construction zone and construction personnel from active government operations and personnel. All site segregation, temporary barriers, and access control measures must comply with the project's security specifications.

Will off-site parking be provided for government workforce and port visitors?

No, The government will not provide additional or temporary off-site parking for the government workforce or port visitors.

With design drawings that need to be high quality so they can be zoomed in on per the Amendment response, I'm nervous that come submission time our file size will be above the 25MB limit. Can we utilize our GACA account google drive to submit to you?
