# Reference Question Answer

DB Statement of Work

(SOW): Section III.A.3

“Functional

Requirements: Planning &

Design” (Pages 23–24)

DB Statement of Work

(SOW): Section III.A.6

“Basis of Design (BOD)”

(Page 25)

Could the Contracting Officer please confirm whether the specific architectural, structural, and site layout concepts detailed in Section III.A.3 (Functional Requirements:

Planning & Design) are mandatory baseline requirements that cannot be deviated from?

Specifically, please confirm that:

The DB team is required to adhere to these described design configurations as mandatory performance baselines.

Any proposed adjustments by the DB team are restricted strictly to enhancing, optimizing, or improving

("betterments") the described Basis of Design solutions rather than altering or proposing alternative foundational layouts/concepts

The baseline requirements must be met, your specific architectural and site layout execution is where your firm provides its unique, competitive concept. The design-build team is permitted to reconfigure the layout and propose adjustments.

If any betterments or optimizations are offered, they must: Meet or exceed the minimum requirements specified in the RFP. Enhance the overall quality and performance of the project. Be clearly identified as a betterment, referencing the exact minimum requirement page and document to be exceeded. Be offered within the design funding limit and included inside the firm-fixed-price proposal.

2 Do we use the Kahua platform to submit RFI’s?

Send all RFI's during the procurement phase to the Contracting Officer as stated in the RFP.

Key Personnel: Please clarify if the required key personnel titled "Project Manager" is intended to be the Construction

PM or the Design PM. Both roles will be a part of the project regardless, but the clarification is needed seeing as the government is also requiring this individual to be present at

Oral Presentations and we want to ensure the appropriate role/person is brought to the Oral Presentations.

Design Project Manager (PM)

Key Personnel: Please clarify if the required key personnel titled "Quality Control Coordinator" is intended to be a construction phase QC Coordinator or a design phase QC

Coordinator. Both roles will be a part of the project regardless, but the clarification is needed seeing as the government is also requiring this individual to be present at

Oral Presentations and we want to ensure the appropriate role/person is brought to the Oral Presentations.

Quality Control Coordinator from construction phase to be part of the Oral Presentations.

Management and Technical Approach: This section requests a written narrative of no more than twenty (20) pages as well as "Proposed Project Schedule in in Gantt chart format for execution of the D/B project from award to project completion".

a. We respectfully request that the Project Schedule be excluded from the 20-page limit as the schedule itself will consume most if not all of the pages in order to be a complete, detailed schedule inclusive of all scheduling requirements, especially for a complex project of this size.

b. If what the government is requesting within this criterion is not a detailed CPM and instead is requesting a very high-level graphic with summary bars, we would appreciate that clarification.

a. 20 Page limit will remain as requirement, which includes Gantt Chart.

b. CPM is not required for this submission.

Provide a proposed project schedule in Gantt chart format for execution of the design-build project from award of the contract to project completion. The proposed schedule should provide sufficient detail to illustrate the proposed flow of design and construction activities for the project with the overall duration clearly shown.

Proposal Format - please confirm that cover pages and divider tabs do not count toward the 100-page limit.

II.D Proposal; Quality of

Design Concept-PDF Pg.

Under "Betterments," the RFP states "For the purpose of this evaluation factor, a 'Betterment' is defined as any element, component, or system which exceeds the minimum performance requirements set forth in the RFP…" Can GSA please provide the Performance Matrix that defines the

"minimum performance requirements" for the BOTA project?

The minimum performance requirements are noted in the various agencies design standards referenced.

II.D Technical Proposal;

Quality of Design Concept

- PDF Pg. 41042

For the design concept submission, please confirm that offerors are to submit all required drawings, naratives, and information listed in the 2025 CBS Submittal Matrix for "Pre-

Award Design Concept" for Design/Build delivery method.

Yes, information listed in the 2025 CBS

Submittal Matrix for "Pre-Award Design

Concept" for DB delivery method must be submitted.

II.D Proposal; Quality of

Design Concept-PDF Pg.

The RFP states that there is a 50-page (8.5"x11") limit for this section. Given the size of this project, it is not feasible to include the amount of drawings and narratives required for the "Pre-Award Design Concept" in the 2025 CBS Submittal

Matrix within this page limit. Would GSA consider excluding all required drawings from the 50-page limit, and allowing for the use of 11"x17" sheets to properly demonstrate our design concept?

50 Page limit to remain and technical submission will remain as noted 8.5 x 11 format. All submissions will be submitted electronically and no hard copies are required, this allows for reviews to zoom in and out as needed to review.

GSA Pricing Desk Guide. Please confirm the submitters will be required to follow the CBS Submittal Matrix and provide the correct file.

See item #7 response.

Section II.B – Proposal

Format

The RFP states that proposals are to be submitted on 8.5" ×

11" pages. Would GSA allow Offerors to include a limited number of 11" × 17" pages for items like site plans, phasing diagrams, or schedules? If so, how would those pages count toward the page limit?

See item #10 response.

Section II.B – Proposal

Format

The RFP requires a minimum 11-point font. Does that requirement apply only to the main narrative, or does it also apply to text within graphics, tables, schedules, diagrams, and figure callouts?

It will apply only to the main narrative.

Section II.B – Proposal

Format

The Phase 2 RFP establishes a 100-page limit for the

Technical Proposal but does not specify whether section divider pages or the table of contents are included in that page count. Could GSA please clarify whether these pages count toward the 100-page limit?

The section divider pages, table of contents and title page will not count towards the 100 page limit.

The Phase II , Table 2 indicates soil vapor exceedances above the EPA Vapor Intrusion Screening Levels (VISL) for

Volatile Organic Compounds(VOC) on the TxDOT Property, north of the land port. Will the GSA have a force account to pay for handling and disposal of known contaminated media?

If found GSA will be responsible to either handle under separate contract or issue a contract modification.

Program of Requirements In reviewing the Space Requirements Program provided with the RFP documents, we noticed a 25% Circulation

Factor is included, but there is not an overall Grossing

Factor noted. Can GSA please provide the Grossing Factor we are to use in determining the Gross Square Feet areas of the buildings.

GSA does not establish a traditional grossing factor through a standalone formula or an individual decision-maker. Instead, the relationship between usable and rentable square footage is determined and tracked mathematically through the Spatial Data

Management (SDM) program. This is per the

GSA pricing desk guide.

III. General Requirements, Is a Performance Matrix required to be submitted as part of the RFP response? If so, will GSA be providing the

Performance Matrix that establishes the baseline requirements for the project?

There is no longer a performance matrix, which was part of the P100, which is no longer being used. The GSA Core Building Standards does not have a Performance matrix, so it will not be required.
