Phase 2 – DESIGN-BUILD FIRMS AND LEAD DESIGNER INTERVIEWS

Initial Oral Presentation: Timing and Scheduling

Within 30 calendar days of the Source Selection Evaluation Board’s completion of the Phase 1 shortlist, the Offerors will be notified of advancement to Phase 2. GSA will contact each Offeror to schedule the Initial Oral Presentation. The Offerors are given sufficient time to prepare for the Initial Oral Presentation but that lead time should not exceed eight (8) weeks from the issuance of the Phase 2 RFP. The Offeror is free to choose the people who will attend the Initial Oral Presentation but are limited to a maximum of eight (8) people. The Initial Oral Presentation will be a virtual meeting, tentatively scheduled for and . Aug 25, 2026 Aug 26, 2026

Each firm participating in Phase 2 must assemble a high-quality integrated team whose expertise in multiple disciplines reflects the criteria of the interview notification.

Firms must also document how their respective teams fulfill GSA’s commitment to the socioeconomic initiatives of the notification—including subcontracting goals for small, women-owned, veteran-owned, and small disadvantaged businesses.

As provided for in accordance with FAR 15.105-1 (GSA Class Deviation RFO-2025-15) each Offeror shall participate in an initial oral presentation to the Government. This will provide the parties with an opportunity for dialogue during the Phase 2 proposal preparation. In regard to the scope and content of the exchanges that will occur between the Government's participants and the Offeror, the primary purpose of the Initial Oral Presentation is to allow the Government to review the preliminary concept with the Offeror for the purpose of facilitating a more complete and accurate submission. The information provided during the Initial Oral Presentation will not be evaluated. This is an opportunity for the offerors to gain better understanding of the requirements and to receive feedback from the Government. There are no maximum or minimum materials that must be prepared for the Initial Oral Presentation. Offerors are free to develop as much, or as little, material as they desire. Each Offeror will have a maximum of ninety (90) minutes in which to provide the presentation and engage in dialogue with the Government.

Offerors may allot this time in any manner they choose and are free to choose the presenters.

The Offeror may not leave any materials with the Government at the conclusion of the Initial Oral Presentation and none of the materials will be incorporated into the Contract.

No oral statements made by the Government can be used to modify, change, or otherwise alter the Phase II RFP and there will be no scoring or evaluation of the "preliminary concept" by the Government.

Technical Submission (incl. Concept Design)

The Evaluation Team will evaluate the technical submission for Phase 2, participate in discussion among themselves and devise a plan that will inform and shape the nature of discussions during the Final Oral Presentations. After the Final Oral Presentations, the Evaluation Team will finalize the evaluation and then participate in a consensus meeting to arrive at a final consensus evaluation of the proposals.

Final Oral Presentations

As permitted in FAR 15.105-1 (GSA Class Deviation RFO-2025-15), each Offeror selected to participate in Phase 2 will have the opportunity to make a Final Oral Presentation. The purpose of this second presentation will be to engage in discussions about the Offeror's proposed Design Concept, as submitted in response to Phase II RFP. Much like the Initial Oral Presentation, the Final Oral Presentation will provide the opportunity for dialogue between the parties. Unlike the Initial Oral Presentation, the Government will consider the information provided during the presentation as an element of the overall evaluation of the Offeror under the “Quality of Design Concept” evaluation factor.

Each Offeror will have a maximum of ninety (90) minutes in which to provide the presentation and engage in dialogue with the Government. Offerors may allot this time in any manner they choose. ALL of the Offeror's key personnel identified in response to Evaluation Factor 2 of Phase 2 RFP MUST attend the Final Oral Presentation in person.

The Offeror may also bring additional people to the presentation but are limited to a maximum of eight (8) people. The Government reserves the right to take into consideration the following during the Final Oral Presentation: (a) the preparedness of the key personnel; (b) the ease of interaction between the key personnel; and (c) the extent to which the key personnel are or are not aligned in terms of the overall vision for the project. The Final Oral Presentation will be an in-person meeting, tentatively scheduled for October 20, 2026 and October 21, 2026 in El Paso, Texas.

The Offeror may not leave any materials with the Government at the conclusion of the Final Oral Presentation and none of the materials will be incorporated into the Contract.

No oral statements made by the Government can be used to modify, change, or otherwise alter Phase 2 RFP.

Indicate the Base Contract Price, or if no such distinction is made, the Contract Price, in Block 17 of the SF 1442, which must be fully executed by the Offeror.

(2) Qualifications, Exclusions and Conditions

If the Offeror communicates in its proposal any qualifications, exclusions, or conditions to the proposed prices not provided for in the Contract Documents, the Contracting Officer may reject the proposal and exclude the Offeror from further discussions.

(3) Additional Proposal Requirements

Subcontracting Plan:

(A) GSA is committed to supporting the Small Business Program. These commitments extend to Historically Underutilized Business Zones (HUBZone), Small Business (SB), Small Disadvantage Business (SDB), Women-Owned Small Business (WOSB), Veteran-Owner Small Business (VOSB), and Service-Disabled Veteran- Owned Small Business (SDVOSB). Large businesses will be required to submit a subcontracting plan. This subcontracting plan only applies to work performed in the United States and its possessions.

(B) GSA has established a national subcontracting goal of at least 25% of the subcontracted effort to small businesses. Of the total subcontracted effort, GSA has established national subcontracting goals of at least 3% to HUBZone firms, 5% to SDB firms, 5% to WOSB firms and 3% to SDVOSB firms.

(C) FAR 52.219-8, Utilization of Small Business Concerns states in part; “The Contractor hereby agrees to carry out this policy in the awarding of subcontracts to the fullest extent consistent with efficient contract performance.” If the Offeror does not intend to subcontract, provide a detailed explanation why subcontracting would not result in efficient contract performance.

(D) Solicitation Submittal Requirements: Identify, in terms of dollar value and percentage of total proposed price, the extent of work you will perform as the prime contractor in your proposed Subcontracting Plan. Identify, in terms of dollar value and percentage of total proposed price, the extent of work you will perform as the prime contractor. State the extent of work, including type and percentages, you plan to subcontract to LB, HUBZone, SB, SDB, WOSB, VOSB, SDVOSB firms, and if applicable, HBCU/MI. Small business Offerors should not submit subcontracting plans.

II.D. Technical Proposal

PHASE 2 EVALUATION CRITERIA

The following criteria represent the factors that will be used by the Evaluation Team in evaluation of offerors.

● To be considered similar in size, a project managed must have exceeded $200,000,000.00 in costs, consisting of design and construction, a construction schedule over two years and be completed in the last ten (10) years.

● To be considered similar in complexity, a project consisting of major modernization of a LPOE, airport, military complex, campus or facility area (a project on one site that has multiple buildings or facilities on it), must include elements of significant design and construction of a facility, LPOE, and/or site.

Construction services include demolition, various construction activities (mechanical, electrical, civil, architectural) and site work.

● Similar in Type: A project consisting of major modernization of an LPOE, airport, military complex, campus or facility area (a project on one site that has multiple buildings or facilities on it), including but not limited to canopies, administration buildings, holding cells, administration offices, visitor and employee parking areas, major utility relocations, and road and paving site work. Additional and higher consideration will be given to projects completed as a result of a design-build construction project with modernization on occupied southern border LPOEs, including but not limited to POV primary inspection lanes with booths, secondary POV inspection area with inspection canopies, LPOE administration buildings with passenger processing, holding cells, admin offices, kennels, visitor and employee parking areas, major utility relocations, IT and security infrastructure and road and paving site work.

● Residential housing, warehouse projects or improvements to office renovation limited to reconfiguration of spaces within a high-rise office structure are not considered similar in type, regardless of size.

● A Base Contract for Indefinite Delivery Indefinite Quantity (IDIQ) will not be considered as similar in size, complexity and type. Only a task order awarded under the IDIQ that meets the criteria for similar size, complexity and type will be evaluated.

● Each project need not contain every element (size, type and complexity), but the combination of projects should demonstrate the ability to perform these services in a satisfactory manner.

● A project is considered similar when, based on the consensus judgment of the evaluating team members, the project has enough characteristics or similarities in common with the subject project that they could be determined comparable.

Scoring must be based on the RFP using the following criteria and percentage weighting:

QUALITY OF DESIGN CONCEPT (45%) - 50-page limit out of overall 100-page limit

The objective of this factor is to evaluate the extent to which the Design Concept displays a satisfactory probability that the Offeror will be able to achieve the minimum performance requirements set forth in the RFP and the innovation, purpose, and vision indicative of a Design Excellence project. Under this factor, the evaluation team will consider the information provided during the Final Oral Presentation as well as the written submission.

The following list identifies characteristics of design that the Government will use to evaluate the probability that the Offeror's Design Concept will achieve the innovation, purpose, and vision indicative of a Design Excellence project. Offerors may provide an additional narrative, not to exceed five (5) pages, to provide additional information to explain how the Design Concept provides Design Quality.

● Functionality - The extent to which the Offeror's Design Concept focuses on simplicity, spatial flexibility and efficiency, organizational adjacencies, and clear paths of travel.

● Performance - The extent to which the Offeror's Design Concept provides due consideration to areas such as energy, water and material efficiency, ease of maintenance, and clearly stated performance goals.

● Quality - The extent to which the Offeror's Design Concept considers the quality of materials and finishes, ceiling heights, and provides for functional design that supports the project's primary purpose but also provides for secondary or tertiary amenities.

● Architectural Design - The extent to which the Offeror's Design Concept reflects current profession’s best practices such as architectural expression, massing orientation, and materiality.

● Betterments - The Offeror shall include a section entitled “Betterments” in its proposal. For purposes of this evaluation factor, a “Betterment” is defined as any element, component, or system which exceeds the minimum…
