About this file
This is a construction plan document prepared for the Escambia County Board of County Commissioners for the Regional Traffic Management Center Facility, a federally funded Local Agency Program (LAP) project located at 6575 North W Street in Pensacola, Florida. The project encompasses the construction of a 19,940 square-foot transportation management center on a 4.23-acre site adjacent to the Escambia County Emergency Operations Center. The scope of work includes site development with selective tree clearing, grading, drainage structures, and utility infrastructure; structural construction with cast-in-place concrete and structural steel; comprehensive building systems including HVAC with two 76.9-ton air-cooled chillers, wet pipe sprinkler systems, plumbing with a 10,000-gallon emergency water storage tank, and electrical systems with emergency backup power; advanced Intelligent Transportation System (ITS) technology featuring a video wall with 60 horizontal and 24 vertical 55-inch LED monitors; telecommunications infrastructure with wireless access points; security systems with 18 cameras and access control; and landscape installation with 88 trees and 740 shrubs across 32 irrigation zones. The non-mandatory pre-bid meeting is scheduled for March 18, 2026 at 2:00 PM via Microsoft Teams, with questions due by March 25, 2026 at 12:00 PM and sealed bids due electronically April 9, 2026 at 10:00 AM through the OpenGov portal, with bid opening occurring immediately thereafter. The contractor must substantially complete work within 450 consecutive calendar days from Notice to Proceed, with an additional 30 days for final completion (480 total days), with extensions available for documented weather delays.
The contract is awarded on an all-or-none total basis to the most responsive and responsible bidder with the lowest bid price. The awarded contractor must furnish Performance and Payment bonds covering 100 percent of contract value and maintain comprehensive insurance including $1,000,000 general liability per occurrence, $1,000,000 pollution liability per occurrence, and $1,000,000 business auto liability, with Escambia County named as additional insured. Liquidated damages are assessed at $7,442.00 per calendar day for delays beyond the completion deadline. The project is subject to Davis-Bacon prevailing wage requirements using the FL20250061 Residential Wage Rate Table, FHWA guidelines, FDOT specifications, and environmental regulations protecting black bears, gopher tortoises, and eastern indigo snakes. All work must comply with Buy America Build America Act (BABA) requirements mandating domestic sourcing of steel, iron, and manufactured products except for materials not exceeding 0.1 percent of contract value or $2,500. The project is federally funded (FPID: 451524-1-58-01, FDOT FAIN: D324-034B), and Escambia County encourages participation from small businesses, minority-owned businesses, women-owned businesses, and disadvantaged business enterprises while maintaining non-discrimination policies.
