This is a geotechnical specifications and standards document prepared by the Escambia County Board of County Commissioners in support of the Regional Traffic Management Center Facility Construction project (FPID: 451524-1-58-01, FDOT FAIN: D324-034B). The project involves construction of a 19,940 square-foot transportation management center on a 4.23-acre site at 6575 North W Street, Pensacola, Florida. The scope encompasses site development with selective tree clearing and grading, utility infrastructure installation, paved parking and roadways, structural construction with cast-in-place concrete and structural steel, complete HVAC systems with two 76.9-ton air-cooled chillers, fire suppression systems including wet pipe sprinklers and clean agent gas systems, plumbing infrastructure including a 10,000-gallon emergency water storage tank, electrical systems with emergency backup power, advanced Intelligent Transportation System (ITS) technology featuring 60 horizontal and 24 vertical 55-inch LED monitors for video walls, telecommunications infrastructure with 32 irrigation zones and wireless access points, security systems with 18 cameras and access control, and landscape installation with 88 trees, 740 shrubs, and irrigation systems. The non-mandatory pre-bid meeting is scheduled for March 18, 2026 at 2:00 PM with on-site walkthroughs available, written questions must be submitted by March 25, 2026 at 12:00 PM, and sealed bids are due electronically April 9, 2026 at 10:00 AM via the OpenGov procurement portal. The contractor must achieve substantial completion within 450 consecutive calendar days from Notice to Proceed, with an additional 30 days permitted for final completion, totaling 480 calendar days with extensions available for documented weather delays.
The project is federally funded through the Local Agency Program (LAP) with a contract value estimated to exceed several million dollars based on scope and complexity. The awarded contractor must furnish Performance and Payment bonds covering 100 percent of contract value and maintain comprehensive insurance including workers' compensation with statutory limits, general liability of $1,000,000 per occurrence and $2,000,000 annual aggregate, business auto liability of $1,000,000 per accident, pollution liability of $1,000,000 per occurrence and $2,000,000 annual aggregate, and builders' risk coverage with Escambia County named as additional insured. Liquidated damages are assessed at $7,442.00 per calendar day for delays beyond the completion deadline. The project is subject to Davis-Bacon prevailing wage requirements using FL20250061 Residential Wage Rate Table, FHWA guidelines, FDOT specifications, and environmental regulations protecting black bears, gopher tortoises, and eastern indigo snakes. All work must comply with Buy America Build America Act (BABA) requirements mandating domestic sourcing of steel, iron, and manufactured products, with limited exceptions for materials not exceeding 0.1 percent of contract value or $2,500. The contract is awarded on an "all-or-none total" basis to the most responsive and responsible bidder with the lowest bid price. Escambia County encourages participation from small businesses, minority-owned businesses, women-owned businesses, and disadvantaged business enterprises.
