About this file

This is a Question & Answer Report prepared by Escambia County Purchasing for Invitation to Bid (ITB) No. PD 24-25.086 regarding the LAP - Regional Traffic Management Center Facility Construction, a federally funded project with FPID: D324-034B. The document addresses 36 bidder questions submitted during the procurement process for a comprehensive facility construction project. The response deadline for bids is September 5, 2025 at 10:30 a.m., with final bid opening scheduled for Friday, February 6, 2026. A pre-bid meeting was held but was not mandatory for prospective bidders. Interested firms may coordinate with the County to arrange site walks and property inspections. The project encompasses multiple technical systems and construction components including HVAC equipment (air-cooled chillers, DDC systems), fire suppression systems (clean agent and pre-action systems), telecommunications infrastructure (Cat-6E cabling, wireless access points, data outlets), audiovisual and control room systems, mobile shelving systems, electrical systems (lighting controls, dimmers, generators), structural components (roof plans, downspouts, water retention systems), and various interior finishes and equipment installations.

The project is subject to Davis-Bacon wage requirements utilizing the FL20250061 Residential Wage Rate Table for this vertical construction project. Contractors are permitted to propose alternate products and materials provided they meet minimum performance requirements, maintain design intent, and comply with BABA (Buy American Build American) requirements. The County emphasized that WGI will not review and approve new products or manufacturers during the bid process; contractors must submit basis-of-design specifications or approved equal alternatives meeting specified performance standards. Generator fuel tank capacity requirements were clarified at 5,300 gallons to support seven days of operation at 75% rated load. The project is federally funded through FDOT with FAIN: D324-034B, and all specifications and contract documents are available through the Escambia County Website. The solicitation encourages participation from small businesses, minority-owned businesses, women-owned businesses, and disadvantaged business enterprises.

Aug 15, 2025 7:48 AM

5. Clean Agent Fire Suppession

Aug 4, 2025 1:06 PM

Question: On Page AF-101 paragraph on the right side reads clean agent UPs room and Server / IT room and shows tank storage for the 2 rooms However, it also shows the data visualization rooms 115.1 and

115.2 will have clean agent but no mention of tank storage and is not mentioned in the right-hand side paragraph. If rooms 115.1 and 115.2 require clean agent where are these tanks located. Also will it be two total systems or will each room have its own system and releasing panel. Will the clean agent suppression panel also monitor the pre-action systems for these rooms?

Aug 4, 2025 1:06 PM

Answered by Robert Hogan: "Disreagard language showing clean agent system for RM 115.1 and 115.2.

Either use two separate clean agent systems or a shared system provided it supports two zones. The clean agent suppression panel shall monitor the pre-action systems for these rooms."

6. Mobile Shelving Details

Aug 4, 2025 1:18 PM

Question: There are no shelving illustrations shown in the plans to show width, depth, height of shelving and weight capacity required per shelf that goes on the mobile shelving. Should shelving be 4 post with height adjustability on 1-1/2" increments? solid or slotted? # File dividers per shelf? Min opening and number of shelves in each section. Closed T's or open t's (these are the connecting shelves in a run) Also please confirm length of carriages. Should floor and ramp between rails be finished or will customer supplied carpet/tile be installed over it to finish system? If the latter, rail, floor and ramp should be installed prior to floor coverings being installed and then carriages and shelving after. If Mobile system is going on first floor slab, rails could be recessed to eliminate cost of floor and ramp. In either scenario, two installation deployments will be required and should be specified to avoid a change order. Would the county be willing to remove the Mobile shelving from the GC scope of work and purchase off Omnia or Sourcewell contract to save money? This would allow the end customers to have more say in the design of the system, such as gapless rails so heals and debri don't get caught in rail channels; full height face panels vs. stanchions; carriage with 3/4" recess to support housings from shifting; the ability to tighten chains from handle hub with Allen wrench vs having to remove face panels and call for a service call. Again, overall this will be a 10-20% saving to the Gov't.

Aug 4, 2025 1:18 PM

Answered by Robert Hogan: "Please refer to revised Specification of Mobile Shelving System (ADDENDUM 2) for updated information. Due to the nature of funding for the project, owner procurred items were limited. Mobile shelving will need to be apart of the construction project. "

Aug 11, 2025 2:54 PM

Answered by Robert Hogan: The physical size of the chiller is limited by the fixed dimensions of the chiller yard, which cannot be expanded. An alternate chiller may be proposed if it fits within the yard— including all required service clearances and airflow space—and meets the performance requirements in the Contract Documents, as well as BABA compliance.

32. Air-Cooled Chiller

Aug 11, 2025 2:55 PM

Question: Drawing AM-605 Air Cooled Chiller Schedule indicates several performance specifications specific to the basis of design. Is the intent of the design to limit the chiller supplier to only the basis of design or will slight variations be allowed so that manufacturers listed in specification section 23 64

23.21 can provide reasonably equal products?

Aug 11, 2025 2:55 PM

Answered by Robert Hogan: The intent is not to restrict the chiller supplier to the basis of design only.

36. AV

Aug 12, 2025 11:26 AM

Question: It doesn't look like the actual AV solution for the control room is included in the construction/bid. I see where the control room will be, the layout and the infrastructure requirements but there is no design of scope for the actual system. Do you know if that will be bid out at a later date?

If so, do you need assistance with the design?
