Plans and Specifications Document for Regional Traffic Management Center Facility Construction

This is a construction plans and specifications document for the Escambia County Board of County Commissioners' Regional Traffic Management Center Facility, a federally funded Local Agency Program (LAP) project (FPID: 451524-1-58-01, FDOT FAIN: D324-034B) to be constructed at 6575 North W Street, Pensacola, Florida. The project encompasses construction of a 19,940 square-foot transportation management center on a 4.23-acre site adjacent to the Escambia County Emergency Operations Center. The scope includes site development with selective tree clearing, grading, drainage structures, retention areas, and utility infrastructure; structural construction with cast-in-place concrete and structural steel; mechanical systems including two 76.9-ton air-cooled chillers and variable air volume terminal boxes; fire suppression systems with wet pipe sprinklers and clean agent gas systems; plumbing infrastructure including a 10,000-gallon emergency water storage tank; electrical systems with emergency backup power and lighting controls; advanced Intelligent Transportation System (ITS) technology featuring a video wall with 60 horizontal and 24 vertical 55-inch LED monitors; telecommunications infrastructure with wireless access points; security systems with 18 cameras and access control; and landscape installation with 88 trees, 740 shrubs, and 32 irrigation zones. The contractor must achieve substantial completion within 450 consecutive calendar days from Notice to Proceed, with 30 additional days permitted for final completion (480 total calendar days), and extensions available for documented weather delays. The non-mandatory pre-bid meeting is scheduled for March 18, 2026 at 2:00 PM via Microsoft Teams, questions must be submitted by March 25, 2026 at 12:00 PM, and sealed bids are due electronically April 9, 2026 at 10:00 AM via the OpenGov procurement portal.

The awarded contractor must furnish Performance and Payment bonds covering 100 percent of contract value and maintain comprehensive insurance including workers' compensation with statutory limits, general liability of $1,000,000 per occurrence and $2,000,000 annual aggregate, business auto liability of $1,000,000 per accident, pollution liability of $1,000,000 per occurrence and $2,000,000 annual aggregate, and builders' risk coverage with Escambia County named as additional insured. The project is subject to liquidated damages of $7,442.00 per calendar day for completion delays, Davis-Bacon prevailing wage requirements using Florida's FL20250061 Residential Wage Rate Table, FHWA and FDOT specifications, and environmental protections for black bears, gopher tortoises, and eastern indigo snakes. All work must comply with Buy America Build America Act (BABA) requirements mandating domestic sourcing of steel, iron, and manufactured products, with limited exceptions for materials not exceeding 0.1 percent of contract value or $2,500. The contract is awarded on an "all-or-none total" basis to the lowest responsive and responsible bidder. Escambia County encourages participation from small businesses, minority-owned businesses, women-owned businesses, and disadvantaged business enterprises (DBE) and does not discriminate based on race, color, religion, national origin, disability, sex, or age. The project is federally funded through the Local Agency Program.
