The electrical scope encompasses comprehensive systems for a 19,940 square-foot transportation management facility located at 6575 North W Street, Pensacola, Florida. The electrical work includes emergency backup power systems, lighting controls, fire alarm systems integration, telecommunications infrastructure with wireless access points, security system electrical components supporting 18 cameras and access control systems, and power distribution for advanced Intelligent Transportation System (ITS) technology including a video wall system comprising 60 horizontal and 24 vertical 55-inch LED monitors. The non-mandatory pre-bid meeting is scheduled for March 18, 2026 at 2:00 PM via Microsoft Teams, written questions must be submitted by March 25, 2026 at 12:00 PM, and sealed bids are due electronically April 9, 2026 at 10:00 AM through the OpenGov procurement portal. The contractor must substantially complete all work within 450 consecutive calendar days from the Notice to Proceed, with an additional 30 days for final completion, totaling 480 calendar days with extensions available for documented weather delays.
The project is subject to Davis-Bacon prevailing wage requirements, Buy America Build America Act (BABA) compliance mandating domestic sourcing of steel, iron, and manufactured products with limited exceptions, FHWA and FDOT specifications, and liquidated damages of $7,442.00 per calendar day for delays beyond the completion deadline. The awarded contractor must furnish Performance and Payment bonds covering 100 percent of contract value and maintain comprehensive insurance including general liability of $1,000,000 per occurrence and $2,000,000 annual aggregate, with Escambia County named as additional insured on all policies. This is a federally funded Local Agency Program (LAP) project, and the contract will be awarded on an "all-or-none total" basis to the most responsive and responsible bidder offering the lowest bid price. Escambia County encourages participation from small businesses, minority-owned businesses, women-owned businesses, and disadvantaged business enterprises (DBE), with procurement subject to non-discrimination policies based on race, color, religion, national origin, disability, sex, or age.
