About this file
This document is an Instruction to Offerors (Part E) issued by the City of Alexandria, Virginia, for a Request for Proposals (RFP No. 2017) to establish a contract for Transportation Stipend Card Management Services. The City seeks a qualified firm to provide a comprehensive, secure, and scalable debit/prepaid card management solution. The solicitation uses the competitive negotiation method of source selection in accordance with the Virginia Public Procurement Act. Key submission requirements include a cover letter, contractor experience and qualifications (limited to 5 pages), a staffing plan with key staff experience (15-page limit), a program approach addressing card management services, reporting capabilities, implementation and project management, and program flexibility (combined 5-page limit), IT and data security compliance documentation, and 3-5 project references. All proposals must be submitted electronically through the City's ERP system in PDF format by the deadline specified in Part A of the Solicitation. Proposals must remain valid for a minimum of 180 calendar days from the solicitation due date. The City reserves the right to reject or disqualify proposals that fail to substantially comply with RFP requirements, contain materially false or misleading information, result from prohibited communications, or are submitted by non-responsible offerors.
Offerors must demonstrate compliance with PCI DSS v4.0, provide a SOC 2 Type II report issued within the last 12 months, or complete the City's CACVAT questionnaire if the preceding documents are unavailable. The City employs a standardized risk-management process aligned with Administrative Regulation 10-03 to evaluate data-security compliance, with an automated security-assessment platform reviewing vendor documentation against internal security standards and scoring controls as Compliant, Acceptable, Not Compliant, or N/A. Solutions scoring as high risk (0-5 points) will be automatically disqualified, while medium-risk solutions (6-10 points) require acceptance by higher levels of leadership and low-risk solutions (11-15 points) proceed to final approval. The City will use reasonable efforts to protect proprietary or confidential information designated by offerors, though no guarantees are made regarding exemption from disclosure under the Virginia Freedom of Information Act. If awarded, vendors must register as active vendors with the City and provide Virginia SWaM certification documentation if applicable. The City will not be liable for any costs incurred by offerors in proposal preparation or participation in discussions, presentations, or negotiations.

The City evaluates data-security compliance using a standardized risk-management process aligned with Administrative Regulation 10-03, including the requirements described in Sections 10-3.1 through 10-3.3. For solutions classified with High inherent risk, the City uses an automated security-assessment platform to review the vendor’s SOC 2 Type II report and other provided security documentation against the City’s internal security standard. The assessment engine analyzes the submitted materials, identifies any unanswered control requirements, and rates each control as Compliant, Acceptable, Not Compliant, or N/A based on weighted scoring. Unanswered items are returned to the vendor for completion. Residual risk (Low, Medium, or High) is determined by the overall score.
The overall score ranges are as follows:
0-5 = high risk *Offerors scoring as high risk will be disqualified 6-10 = medium 11-15 = low As supplemental insight, the City uses an external cybersecurity rating service that evaluates publicly available information, including external-facing system posture and relevant public disclosures, to generate a comparative security grade, which is factored into the residual-risk outcome. Final approval follows the City’s documented risk-acceptance thresholds, requiring acceptance by higher levels of leadership for Medium-risk solutions. As noted above, solutions scored as high-risk are automatically disqualified.
