About this file

This is a "No Response" feedback form issued by the City of Alexandria, Virginia, designed to gather information from vendors who choose not to submit a response to the Transportation Stipend Card Management Services Request for Proposals. The form encourages non-responding vendors to provide feedback by selecting from seven primary reasons for non-submission, including: products or services not offered by the company, unclear or overly restrictive specifications, insufficient time to prepare a response, inability to handle the order due to business constraints, unacceptable general terms and conditions, unsatisfactory experience on previous City contracts, or other reasons. Vendors are instructed to complete and submit the form directly to the Point of Contact listed in Part A of the solicitation rather than through the Euna Procurement platform.

The City of Alexandria uses this feedback mechanism as part of its continuous improvement initiative for procurement processes. The information collected from vendors declining to respond serves to support more effective, fair, and transparent contracting practices that benefit both the City and the vendor community. The solicitation seeks to establish a contract with a qualified firm to provide a comprehensive, secure, and scalable debit/prepaid card management solution for the City of Alexandria.

“NO RESPONSE” Form

Attention: Vendors Who Are Not Submitting a Response to This Solicitation

To support continuous improvement of the City’s procurement processes, Vendors that choose not to submit a response are encouraged to provide feedback by indicating the primary reason(s) by selecting the option(s) below and providing additional details where requested. If needed, additional information can be shared on the reverse side of this page or on separate sheet. Please include the item number (1-7, below) as part of continued explanations

1. [ ] The products or services requested are not offered by my company.

2. [ ] The specifications were unclear and/or appear to be unduly restrictive. (If selected, please describe the concern and, if applicable, provide information regarding the Vendor’s relevant products or services.)

3. [ ] The Solicitation schedule did not provide sufficient time to prepare and submit a response. (If selected, please describe the concern. Feedback regarding response timelines assists the City in establishing reasonable submission deadlines and, when appropriate, evaluating whether an extension is warranted.)

4. [ ] My company is not in a position, for business reasons, to handle the order/Project at this time.

5. [ ] The general terms and conditions for this Contract are not acceptable to my company. (Please explain)

6. [ ] Our experience on previous City Contracts was not satisfactory. (Please explain).

7. [ ] Other. (if selected, please describe.)

The City appreciates the time and effort taken to provide this feedback. Information received from vendors who choose not to respond is an important component of the City’s ongoing efforts to improve its procurement practices. Such input supports more effective, fair, and transparent processes that benefit the City, the vendor community, and the citizens it serves.

*Please note that vendors shall provide the completed "No Response" form to the email address of the Point of Contact listed on Part A of the solicitation and not through the Euna Procurement platform.
