About this file
This is a Joint Venture and Set-Aside Program document for the County of Bergen, New Jersey, outlining the county's commitment to economic inclusion and qualified business participation in procurement opportunities. The County of Bergen Board of County Commissioners established the program under Ordinance No. 18-26 to ensure equal opportunities for all willing and able businesses to compete for contracts related to construction, architecture, engineering, professional services, and goods and services procurement. The program applies to Commercial Grounds Maintenance Equipment procurement, defined as gas, electric, and battery-powered lawn, turf, agriculture, compact construction, and outdoor power equipment. The County seeks to establish twenty-four-month contracts commencing on or about May 7, 2026, through May 6, 2028, with multiple catalog vendors for the Department of Parks and Recreation and registered NJ Cooperative Purchasing Alliance members.
The document establishes four certification categories that qualify businesses for the set-aside program: Qualified Minority Business Enterprise (MBE), Qualified Women's Business Enterprise (WBE), Qualified Veteran Business Enterprise (VBE), and Qualified Small Business Enterprise (SBE). All eligible businesses must be independently owned and operated with their principal place of business in New Jersey, with MBE, WBE, and VBE categories requiring at least fifty-one percent ownership and control by members of the respective groups. Businesses can obtain certifications from the New Jersey Department of Treasury, Port Authority of New York and New Jersey, NJ Transit, the United States Small Business Administration, or the United States Department of Veteran Affairs. Registration occurs through the Bergen County Purchasing portal at www.bergenbids.com, where vendors must upload a New Jersey Business Registration Certificate and certification documentation if applicable. Interested parties should contact Glen Gardner at agardner@co.bergen.nj.us or (201) 336-7112 for certification guidance and additional information.
