About this file

This is a specifications document for the County of Bergen, New Jersey, establishing a commercial grounds maintenance equipment procurement contract for the Department of Parks and Recreation and registered New Jersey Cooperative Purchasing Alliance members. The County seeks to establish twenty-four-month contracts commencing on or about May 7, 2026, through May 6, 2028, with multiple catalog vendors. The procurement covers a comprehensive range of commercial grounds maintenance equipment including gas, electric, and battery-operated lawn mowers, turf equipment, compact construction machinery, and outdoor power equipment from specified manufacturers such as Toro, John Deere, Kubota, Jacobsen/Cushman, Honda, Bobcat, Husqvarna, and numerous others. The County maintains over 9,000 acres of parkland, including six golf courses, a zoo, two horse riding facilities, approximately twenty-one park and recreational areas, and grounds at approximately twenty-five County complexes. The County has determined that multiple contracts best serve its needs since no single vendor can meet the varied requirements in type and quantity across all using agencies.

Pricing shall be structured as a percentage discount from the manufacturers' suggested retail prices (MSRP) listed in catalogs, with any exceptions to stated percentage discounts clearly identified in the pricing sheet submittal. Percentage discounts offered in the bid shall remain fixed for the entire twenty-four-month contract term, though vendors may honor newly published manufacturer catalog prices with increases taking effect no earlier than the middle of the first contract year or beginning of the second contract year, with ten working days' notice required. All pricing must be firm, net exclusive of taxes, and include transportation, delivery, installation, and debris removal on an F.O.B. destination basis with inside delivery. Vendors must be official distributors for specified equipment, and all catalogs and manufacturers' current MSRP listings must be submitted electronically without password protection. The County does not guarantee minimum purchases with any vendor and there are no minimum order requirements or shipping charges. The anticipated annual need is approximately $1,000,000.
