About this file
This document is the Final Submittal Specifications for the Brush Creek Work Center Rebuild project, a construction project for the USDA Forest Service at Plumas National Forest in California. The specifications establish the technical and administrative requirements for all construction work on the project, which includes demolition of existing structures, construction of new buildings (a six-person barracks, engine garage, warehouse and shop building, storage container buildings, seedling cooler buildings, pump house, and trash enclosure), site work including utilities and grading, and comprehensive mechanical, plumbing, electrical, and fire protection systems. The specifications are organized into 43 divisions covering everything from general requirements and existing conditions through earthwork, utilities, and specialized systems.
The specifications establish detailed administrative procedures including requirements for contractor scheduling (with activities limited to 20-day durations), submittal procedures with 15-day review periods, quality assurance and quality control protocols, temporary facilities management, and moisture and indoor air quality controls during construction. Special emphasis is placed on delegated design services for pre-engineered building systems, structural insulated panels, equipment anchorage, and water storage tanks, all requiring professional engineer certification in California. The project requires a preconstruction conference within 15 days of contract award, monthly progress meetings, photographic documentation with digital submission within five days, and comprehensive testing and inspection including special inspections for seismic and wind-force-resisting systems. Environmental controls include dust mitigation, erosion and sedimentation control, stormwater management, and a building flush-out procedure requiring 14,000 cubic feet of outdoor air per square foot of floor area prior to occupancy.
