About this file
This is an RFI (Request for Information) log documenting 261 questions and government responses for the Brush Creek Work Center construction project (Solicitation 127EAW26R0001), a U.S. Forest Service facility reconstruction in Berry Creek, California. The solicitation is a Total Small Business Set-Aside under FAR 19.5 with NAICS code 236220 and a $45 million size standard threshold.
The project involves comprehensive renovation and new construction of multiple buildings including a barracks, engine garage, warehouse, shop facilities, pump house, and associated site infrastructure. Key scope elements include: demolition of existing structures; fire protection sprinkler systems in the barracks; electrical and utility upgrades including PG&E three-phase service installation; water supply systems (spring, domestic, and fire suppression tanks); septic and wastewater systems; site grading, paving, and landscaping; security systems including CCTV and access controls; and equipment installations. The contract is firm-fixed price with a mandatory 650-calendar-day performance period, though extensions may be granted at Forest Service discretion if justified by material lead times. Award is anticipated in Spring 2026 with NTP issuance within 10 days of award. The proposal due date was extended to April 2, 2026 at 1:00 PM Pacific. Past performance projects must be completed within the last five years (amended from three years); proposals are evaluated on relevant past performance, work plan/capability, key personnel qualifications, and schedule. Offerors must possess a California Type B General Contractors license or equivalent. Hazmat abatement costs are the contractor's responsibility based on a provided pre-demolition asbestos and lead-based paint survey. The site will be under contractor control during construction with maintained emergency access routes. Davis-Bacon wage requirements apply to on-site workers.

RFI # RFI Question Government RFI Response Notes
Is the site visit on the 18 th mandatory? Thus if a GC does not attend the site visit they will be unable to submit a bid for this project?
Per previous GAO case law site visits cannot be made mandatory. The site visits is highly encouraged as this is a large-scale project and in no event shall failure to inspect the site constitute grounds for a claim after contract award. Offerors can submit proposals without attending the site visit even though it is highly recommended to attend.
For the past performance criteria and evaluation, will no new ground up construction hurt our score or count against us? Will full renovations be considered relevant experience and count towards past performance or hold any weight when being evaluated, or do the past performance projects need to strictly be new-ground up construction to be considered relevant?
This question cannot truly be answered in full since there is no information regarding past performance submitted at this time.
Past performance is evaluated in accordance with section M.3 of the solicitation. Ground up construction is a pivotal part of this project and should be considered an important aspect of proposal submission.
The Spec calls for the following Manufacturers: Cummins-Onan, Kohler, or Caterpillar. Can we substitute a Blue Star Genset to use in lieu of? I have attached a Data Sheet for a 200kW LP Genset that would be used if allowable.
Blue Star is an acceptable manufacture as long as the product meets all specifications stated in Spec Section 26 32 14 and a maintenenace technition is available within 100 miles.
See submitted spec sheet "NG300- 01_SpecSheet"
Please confirm required sliding gate operator manufacturer/model, voltage, duty class, safety devices, and whether battery backup is required for the 20' sliding gate at the main entrance.
Reference Spec Section 32 31 00 3.2 for gate requirements.
Gate is serviced from a 120V, 20A circuit. Features of main entrance gate shall include: entry and exit loops (locations coordinated with government in field), entrapment protection/photoeyes, integrated timer for allowing gate to be open and closed at certain times, & key pad on applicable pedestal. Gate shall also include a manual disconnet that allows the gate to be opened manually.
A00004 Response: See attached Brush Creek - Electrical Addendum #2_03-20-26.pdf
Reference: Section L.4(A), Factor 1 – Relevant Past Performance.
Section L.4(A) instructs offerors to furnish projects “completed by the firm within the last three (3) years.” Given the specialized nature of this project — including remote site construction, fire facility rebuilding, environmental compliance, and work within a National Forest setting — the pool of directly comparable projects may be limited to a narrow timeframe. Would the Government consider relevant projects completed beyond the three (3) year period, provided they are of similar scope, complexity, and magnitude to the work required under this solicitation? If so, is there a maximum age the Government would find acceptable (e.g., five or seven years)?
Factor 1 – Relevant Past Performance. Section L.4(A) is amended to read “completed by the firm within the last five (5) years.”
Reference: Section L.4(A), Factor 1. Section L.4(A) requires “three (3) projects of similar magnitude” but allows a maximum of five (5) pages at one page per project. May offerors submit up to five projects, or is the requirement limited to three?
Offerors may submit more than three projects so long as the page limit of five pages is not exceeded.
Reference: Section L.4(C), Factor 3; Section H.1. Section L.4(C) requires experience summaries, a letter of intent for assignment, and crew-level staffing details to meet the 650-day performance period. Do these requirements apply only to the Prime Contractor’s key personnel and direct-hire crews per Section H.1, or do they extend to subcontractor personnel and crews as well? If subcontractors are included, this would require formal teaming arrangements prior to award, potentially limiting competition for this remote National Forest project. Would the Government consider addressing subcontractor staffing and capabilities under Factor 2 – Work Plan instead?
The letter of intent for assignment shall include all personnel from prime contractor. Any key subcontractor information can be submitted if a partnership has already been established with the prime contractor.
Reference: Section H.1, Key Personnel. Section H.1 identifies six key personnel roles including Project Superintendent and Project Safety Manager. Please clarify if the Superintendent can dual hat as the Project Safety Manager.
Superintendent may dual hat so long as FAR 52.236-6 Superintendence by the Contractor is adhered to.
Reference: Section L.4(B.8), Factor 2. Section L.4(B.8) states “Where applicable, estimated production rates.” Please clarify what specific production rates the Government expects offerors to provide, and for which scopes of work they are considered applicable.
Offeror to provide any estimated production rates they think are applicable to document their work plan and capability for completing the scope of work.
Reference: Section L.4 – Page Limitations. The page limitations contain conflicting values: Factor 2 states “do not exceed five (10) pages” and Factor 4 states “do not exceed two (3) pages.” Please confirm the correct page limits for each.
Factor 2 = 10 Pages, Factor 4 = 3 pages
Reference: Section L.4 – Page Limitations. Please confirm that a cover letter, table of contents, or dividers will not count against the page limit.
Do not insert excessive pages. See "PAGE LIMITATIONS" on page 19 of solicitation.
Reference: Sheet 0G001; Spec Section 31 23 35. Sheet 0G001 states the site “may contain hazardous material” and requires offerors to include abatement costs, referencing the “Pre-Demolition Asbestos Survey & Lead-Based Paint Inspection Report” by Provost & Pritchard (May 2024). Will the Government provide this report and specifically identify the hazardous materials requiring abatement — or will the Government provide an allowance to be utilized?
Reference provided May 2024 Pre-Demolition Asbestos Survey & Lead-Based Paint Inspection Report” by Provost & Pritchard

Reference: Statement of Work; Sheet 2E101. The Statement of Work requires the Contractor to submit the PG&E permanent power renovation application and pay "any associated fees." Has the Government or its A&E initiated coordination with PG&E for the new service? If so, please provide any PG&E correspondence, engineering handout drawings, or cost estimates to all offerors. Additionally, please clarify whether "associated fees” - including PG&E engineering and construction charges - are intended as a pass-through cost to the Government, or whether the Government will establish an allowance for offerors to carry in their bids, given that PG&E fees cannot be accurately determined until the utility application process is complete.
The Government has had initial conversations with PG&E regarding this project during the design phase. This project is not a new construction, but renovation to update existing PG&E infrastructure. Current PG&E infrastructure is single phase and service is required to be upgraded to a 3P supply.
Contractor will be responsible for submitting the PG&E application and coordinating with the Government and A&E on documents included in the application. These documents include: Site Plan, Government approval letter, building elevations, switch gear submittal, single line diagram and commercial loads sheet. Contractor is also responsible for managing PG&E inspections as required to upgrade service.
This contract is firm-fixed price,. Contractor to include pricing in their bid to reflect due dilegence and risk.
Reference: Spec Section 31 05 00. Section 31 05 00 references the “Geotechnical Investigation Report Brush Creek Work Center Site Replacement” by Kleinfelder (April 2024) for earthwork classification, engineered fill criteria, and foundation design. This report does not appear to be included in the solicitation documents. Will the Government provide this report to all offerors – or will the Government provide an allowance to be carried for this scope of work?
Geotechnical report has been provided
Gov: Provided Offerors April 2024 Geotechnical Report in full titled "2024.04.12_Brush Creek Geotech Rpt_Kleinfelder"
Reference: Section H – Work Limit Items. Work Limit Items states all construction activity shall be performed between May 1st and October 15th, and that work may continue past October 15th if foundations and ground-disturbing work are complete. Please clarify whether non-ground-disturbing activities (e.g., interior framing, mechanical/electrical rough-in, finishes) may be performed year-round once building shells are enclosed.
Section H - Work Limit items is not applicable to this project and will be removed. Contract activities can occur throughout the entire calendar year.
Section H removed from "127EAW26R0001 - Brush Creek Work Center Construction, REVISION 001"
Reference: Statement of Work, Section 6.0. The SOW requires a Forest Service archaeologist on site for all ground-disturbing activities with 24-hour advance notice. Is archaeologist availability guaranteed during the May 1 – October 15 work window? How should offerors account for potential delays if the archaeologist is unavailable on the requested date, or will the Government provide an allowance for coordination and delays to work?
This bullet point in the SOW will be updated to upon award:
Based on Forest Service NEPA evaluation, this site does not require archaeology monitoring, but contractor is required to notify COR at least 24 hours prior to any ground disturbing activities. Forest Service will then notify Government partners and internal Archeologists for the opportunity to monitor.
Contractor is required to notify COR and stop work if possible presence of archeological artifacts is encountered.
Requirement for monitor only revmoved from exisiting SOW
Reference: Spec Section 32 (Landscaping); Sheet 1L100. The landscaping is identified as Design-Build with a performance specification and concept plan provided. Is the Contractor required to engage a licensed landscape architect to develop construction documents from the concept plan, or will the Government accept a design developed by the Contractor to the performance specification without a licensed landscape architect’s stamp?
Contractor is not required to engage a licensed landscape architect, and will accept a design developed by the contractor for review meeting all the performance specifications without a stamp.
Reference: Spec Section 33 30 00, Paragraph 3.7. Section 33 30 00 states a septic permit application has been initiated with Butte County with fees partially paid. Please provide the current permit application status and the estimated remaining fees so offerors can accurately include these costs in their proposals, or will the Government provide an allowance for offerors to carry as part of their bid?
Correct the permitting process has been initiated. The A&E paid a $390 fee for the soil inspection of the site by Butte County that should be deducted from the total construction permit fee required to be paid by the offeror. Offeror is responsible for submitting the final construction permit with Butte County as listed in Spec Section 33 30 00.
Reference: Spec Section 02 41 00; Sheet 0G001, Note 7. Spec Section 02 41 00 states the Government will provide a list of salvage materials before demolition begins. Will this list be provided to offerors prior to bid so that salvage, handling, and storage costs can be accurately estimated, or will the Government provide an allowance for offerors to carry as part of their bid?
Salvaged materials include floor beams from the existing barracks (east most existing building on site) and bricks from chimney on the north east side of the site, reference spec section 02 41 00 2.3A. Materials can be left on site in a location coordinated with Government COR.
Reference: Statement of Work, Section 9.0; Spec Section 01 51 36. The SOW states the existing spring water system is available for Contractor use but “may not be operational” and the Contractor is responsible for making it operational and maintaining it during construction. Please clarify the current condition of the existing spring pumping system and access road to the spring area, so offerors can assess the cost of restoration and maintenance for construction water supply, or will the Government provide an allowance for offerors to carry as part of their bid?
Contract is firm-fixed price, so allowances are not applicable.
Contractor to include pricing in their bid to reflect due dilegence and risk. The electrical wire connecting a junction box half way down the hill to the spring pump box has been compromised and replacment is required. The existing booster pump and spring pump worked 1 year ago, but has not been tested since. The hydrant in front of the booster pump shed is the best place to obtain water from the system when in operation. The spring access road is currently drivable and 4 wheel drive recommended when ground is wet.

Barrack: For furniture and lockers shown on 3A101, the contractor is not required to furnish and install (reference Sheet Note 8). Information is provided for coordination purposes.
The doors schedule for the barracks on sheet 3A601 shows frame types. Detail 1 on that sheet has frame elevations but the two door elevations are not labeled by type. The door schedule says all door frames are type A which I assume is the HM frame but that would be incorrect as it appears by the floor plan and door details that there are pocket doors, which would be the other frame type that is not labeled.
Please clarify door frame types for each door. This will assist door providers in their bids.
Reference Response to RFI#42
The window schedules have a column for window blind type, nothing is filled in. A specification section was provided. Will the GC be providing any window blinds for this project, if so which buildings?
Contractor will not be providing blinds for this project.

We've been receiving several inquiries regarding the Brush Creek Work Center Rebuild (Berry Creek, CA) project and would like to clarify the requirements for the Seeding Coolers, as the electrical and temperature specifications appear to be contradictory.
If the units need to operate both below freezing (-20°F) and up to +70°F, a 3-phase 480V unit would be required. However, the electrical specs indicate 208V single phase — at that power level, these units can function either as freezers or coolers, but not both simultaneously.
Additionally, a dual-zone mini split with heat is mentioned, which adds to the confusion.
Could you confirm the actual temperature range needed and the correct power requirements? We want to make sure we're providing accurate information to the contractors inquiring about this project.
Confirmed the operating temperature of -20F to +70F is correct per the BOD container. At times the container will be needed as a freezer and other times a refrigerator. The BOD cooler comes as a 460V 3P 30A. Supplier provided transformers are required to be provided by the contractor for connection to electrical shown in plans. Electrical connection in design documents have been updated to 3P power. Architectural sheet have been updated to remove the mini split requirement for the cooler.
