The City seeks contractors to provide comprehensive property maintenance and demolition services including removal of garbage, refuse, and discarded materials; demolition and removal of accessory structures such as sheds, garages, and storage buildings with foundation removal; and securing of residential and commercial buildings through boarding of openings with exterior-grade plywood sheathing or conventional wood frame construction. Additional services include fence chaining, door sealing, fence repair and installation, metal opening welding, and graffiti removal. Work assignments will be categorized by fee type from a price schedule to be completed after conditional contract award. Contractor personnel must include a competent supervisor on-site during all shifts and at least one English-fluent employee per assignment for effective communication with City representatives. Working hours are restricted to 8:00 a.m. to 6:00 p.m. except during declared emergencies, with no work permitted on Sundays without express City permission.
Contractors must maintain daily operational logs documenting all work performed, materials removed, hauling operations, and vehicle information, subject to City review at any time. Contractors must respond to City scheduling requests and complaint calls within two business days and assume full responsibility for any property damage resulting from their operations, with notification required within four working hours of any incident. All defective or deficient work must be corrected at the contractor's sole expense, and payment will not be made until work is accepted by the City. Contractors may be required to appear at appeal hearings or court proceedings at their own expense, with such appearances estimated to occur in approximately one of every 75 cases. The document includes detailed technical drawings for proper securing techniques using specified materials, nailing patterns, and finishing requirements with City-approved primers and paints matching the original building color.
