About this file
This is a Scope of Work document issued by Salt Lake City Corporation for clearing and securing real property services. The scope outlines comprehensive responsibilities for contractors performing abatement and property maintenance work across the city's vacant and unsecured structures. Primary services include removal of garbage, refuse, and discarded materials; demolition of accessory buildings such as sheds, garages, and storage structures with complete debris removal and proper disposal at approved landfills; and securing of residential and commercial buildings through boarding of openings with exterior-grade plywood or conventional wood frame construction methods. Additional services may include chaining fences, sealing doors, repairing or installing fencing, welding metal openings, and graffiti removal. Contractors must maintain at least one English-speaking employee on each job site and provide a competent, experienced supervisor present during all shifts, with work hours restricted to 8:00 a.m. through 6:00 p.m. except during emergencies. Contractors must respond to City requests within two business days for scheduling and address any complaints or issues within the same timeframe.
Contractors are required to maintain accurate daily logs documenting all operations, including dates, debris loads, property locations, vehicle license numbers, and driver names, with City review and dispute resolution authority reserved by the City with final written decisions. All boarding and securing work must be completed to specific technical standards outlined in detailed drawings, with all coverings primed and painted to match existing building colors using City-approved materials and application procedures. Contractors assume full responsibility for damage to public or private property resulting from their operations, must notify the City within four working hours of any damage occurrence, and may be required to appear at appeal hearings or court proceedings at their own expense with no reimbursement for time spent. All defective or deficient work must be corrected at the contractor's sole expense, and payment is withheld until work acceptance by the City. No unauthorized work will be reimbursed, and contractors must arrange their own equipment transportation, personnel parking, and storage at approved locations.
