About this file
This is a Questions and Answers document issued by the Franklin County Purchasing Department in response to RFP #2025-04-20 for Fleet Vehicles. The RFP seeks pricing for four categories of vehicles: passenger vehicles, police cruisers, light trucks, and aftermarket accessories. Rather than specifying particular make and model vehicles, the county indicated it will request specific specifications and pricing from the winning bidder based on departmental needs as they arise—for example, Adult Probation may request a full-size SUV, while the Police/Fire/Medical department may need a sedan or small SUV, and Public Facilities Management may require a mid-size pickup truck with specific features. The county explicitly stated it is not seeking vehicle upfitting services. Sealed proposals were due by 3:00 p.m. on February 25, 2026, submitted via mail or in-person delivery to the Franklin County Purchasing Department, with public opening and reading of proposer names to follow. The proposal opening was conducted virtually via Microsoft Teams, with details available on the Franklin County Purchasing Office website.
The RFP document specified that proposals could not be submitted via email or fax. The deadline for submitting questions was February 13, 2026, and no additional questions would be answered beyond the responses provided in this Q&A document. The timestamp recorded by the Franklin County Purchasing Department served as the official record for determining proposal timeliness, with any submissions received after the deadline subject to rejection regardless of circumstances.

Section Question: Answer:
1. I am reviewing the RFP publication on the internet and did not notice a specification list for the four items; passenger vehicles, police cruisers, light trucks and aftermarket accessories. For instance, are you seeking prices on specific models and uplifting?
Please advise if I’ve missed an addendum or if the RFP was purposely generic.
We are not being specific on make or model.
Each vehicle order will be for a specific purpose.
For Example: Adult Probation needs a vehicle, I would request specs and pricing from the winning bidder on a full-size SUV. If EDP needs a vehicle, I would request specs and pricing on a sedan and a small SUV. If PFM needs a pickup truck, I would request specs and pricing for a mid-size pickup truck 2WD, extra cab space, with a spray-in bed liner.
We are looking for all models under their manufacturer. We are not looking for upfitting.
2. RFP Section 2.2.4
