About this file

This document is a Questions and Answers (Q&A) addendum issued by Franklin County, Ohio, through its Purchasing Department for RFP# 2026-62-10 regarding a Technology Upgrade for the Franklin County Emergency Operations Center (EOC). The project encompasses a comprehensive technology upgrade involving the replacement of audio-visual systems across multiple rooms: the EOC, training room, and assessment center. Key deliverables include installation of a 32:9 video wall configuration (maximum width 19 feet) with capability to display a minimum of 32 sources, new PTZ cameras, network infrastructure upgrades, server and mini-PC installations, touch panel controls, mobile cart integration with decoders, and audio system replacements. The sealed proposal submission deadline is July 1, 2026, at 3:00 p.m., with delivery required to the Franklin County Purchasing Department at 373 South High Street, 25th Floor, Columbus, Ohio. Proposals must be delivered in person or via USPS, UPS, or FedEx; faxed and emailed submissions are not acceptable. The public opening of proposals will occur virtually via Microsoft Teams.

Critical project specifications clarified through the Q&A include that electrical work for display installations is the contractor's responsibility, fiber connectivity is required between the server room and in-room racks while CAT6A, CAT7, or CAT8 cables are acceptable for endpoint connections, and each room must operate independently if inter-room connectivity fails. The county confirmed flexibility on video wall technology (direct-view LED is acceptable as an alternative to LCD), no preference regarding cable brand for networking, and that existing furniture in the assessment center and the existing lectern in the EOC shall remain. The contractor will not be responsible for fire alarm system modifications or relocation. No pricing information, set-asides, incumbent vendor details, or contract term and renewal options are specified in this Q&A document.
