The scope is telephonic access to oncology-certified nurse specialists providing confidential cancer navigation to eligible members—benefits-eligible employees, dependents, and immediate family members of the Franklin County Cooperative Health Improvement Program serving approximately 6,500 employees, 2,500 spouses/domestic partners, and 5,300 dependent children across 40+ Franklin County agencies. Core services include connections to oncologists by cancer type, virtual oncology consultations with 24-business-hour response times, referrals to in-network NCI-Designated Cancer Centers, preventive and educational programming (both virtual and in-person), and aggregate utilization and ROI reporting. Call center hours are 8 AM–5 PM Monday–Friday. The estimated contract start date is February 1, 2027, with initial term through December 31, 2031, and potential optional extension periods. The current vendor is CancerBridge. Evaluation occurs in three phases: compliance review, full evaluation (firm background, communications, member experience, reporting/data integration, compliance, implementation, services, pricing, references, and subcontractors), and optional interviews. Vendors must maintain General Liability ($1,000,000 single/aggregate), Umbrella/Excess ($2,000,000), Automobile Liability ($1,000,000), Cyber Insurance ($5,000,000 single/aggregate), and Professional Liability ($1,000,000 each claim/$1,000,000 aggregate). Proposals remain firm for 270 days following opening. The County reserves the right to award one or more contracts and may terminate for convenience with 30-day notice, non-appropriation, certification lapse, or financial instability including bankruptcy.
