About this file
This is a Questions and Answers document issued by the Franklin County Purchasing Department in response to a Request for Proposal (RFP #2025-04-20) for fleet vehicles. The RFP seeks pricing for four vehicle categories: passenger vehicles, police cruisers, light trucks, and aftermarket accessories. The county will not specify particular makes, models, or upfitting requirements in the RFP; instead, specifications and pricing requests will be made on a case-by-case basis depending on the specific operational needs of requesting departments such as Adult Probation, EDP, and PFM. Sealed proposals are due by 3:00 p.m. on February 25, 2026, submitted via mail or in-person delivery to the Franklin County Purchasing Department. Proposals must not be submitted by email or fax. The public opening of sealed proposals will occur virtually via Microsoft Teams, with the county's timestamp serving as the official record for determining timely submission. The question submission deadline was February 13, 2026, and no further questions will be answered.
No pricing terms, set-asides, incumbent information, or funding amounts are specified in this Q&A document. The RFP approach allows for flexible procurement of vehicles across multiple categories based on departmental needs rather than establishing a fixed price list or specific vehicle specifications at the outset.

Section Question: Answer:
1. I am reviewing the RFP publication on the internet and did not notice a specification list for the four items; passenger vehicles, police cruisers, light trucks and aftermarket accessories. For instance, are you seeking prices on specific models and uplifting?
Please advise if I’ve missed an addendum or if the RFP was purposely generic.
We are not being specific on make or model.
Each vehicle order will be for a specific purpose.
For Example: Adult Probation needs a vehicle, I would request specs and pricing from the winning bidder on a full-size SUV. If EDP needs a vehicle, I would request specs and pricing on a sedan and a small SUV. If PFM needs a pickup truck, I would request specs and pricing for a mid-size pickup truck 2WD, extra cab space, with a spray-in bed liner.
We are looking for all models under their manufacturer. We are not looking for upfitting.
2. RFP Section 2.2.4
