CONTINUATION PAGE
Can the VA provide the percentage of its purchases that come from resellers? This is relevant to chargebacks and our pricing.
VA RESPONSE: VA does not track sales by resellers separately from other sales.
It appears one potential bidder calculated a 24.3B WAC for the usage file, but that analysis appears to be based on current WAC. To make an apples-to-apples comparison wouldn’t we need to apply WAC prices that were in effect back in FY18– which 10-15% lower than current WAC—and utilize units from FY18.
VA RESPONSE: Agree that seems reasonable since WAC prices change over time. VA doesn’t track WAC prices.
FAR 16.503(a)(1) requires the agency to provide a requirements estimate based on the “most current information available.” In the RFP the VA has identified Attachment A as representative of its requirements. But the data in Attachment A is very old, being from October 2017-September 2018. The VA clearly has more current information available as it has provided usage data from May 2018-April 2019. Can the VA update Attachment at to match the usage data and provide bidders a couple extra days to absorb the impact of that information?
VA RESPONSE: Attachment A is a copy of an annual report provided by the current PPV 60 days after the FY ends (September 30th). The current PPV has not provided the FY 2019 report. The FY 2018 report is in fact the most current version of that report. At this point in time, we have provided our total annual spend by commodity, by NDC number per facility. The VA cannot predict what mix of products will be purchased from what contractors at what price point in time. Adequate data and time has been provided in order for potential offers to submit a proposal; therefore no additional data or time will be provided.
The VA’s response to Question #1 in Amendment 8 stated that the correct depiction of total spend is the data provided in the original solicitation – which is $6.6B in FY18 (Oct 17 – Sep 18). The VA also stated that this spend number includes the savings realized from the negative distribution fee from the current pharmaceutical prime vendor. Backing out the negative distribution fee would suggest the contract spend in FY18 was approximately $7.3B. Can the VA confirm that this is the correct interpretation?
VA RESPONSE: The $6.6 billion in sales through the PPV includes the contract purchase price less the PPV distribution fee, accounting adjustments, credits, rebates, and returned merchandise. VA does not have this purchase data with all of these various fees backed out, but it is reasonable to assume that the contract spend is higher without all of these fees, etc. backed out of the price.
