About this file
This pre-solicitation notice and related files describe requirements for a Pharmaceutical Prime Vendor 2020 contract to provide just-in-time distribution of Government contracted pharmaceuticals to VA facilities and other agencies. The VA National Acquisition Center will issue solicitation 36W797-19-R-0001 seeking a single vendor to distribute thousands of pharmaceutical items to approximately 750 customers with next-day deliveries over a potential 5-year period. The solicitation requires offerors to propose a distribution fee and demonstrate logistics capabilities including inventory management, paperless ordering and invoicing, barcoding, and consolidated reporting. The notice identifies relevant product categories, provides historical monthly dispensing data by facility, and seeks clarification on volume and pricing breakdowns by location. Offerors must monitor FedBizOpps for full solicitation release by September 12, 2019 and any amendments, with proposal receipt by October 29, 2019 and anticipated award thereafter.

X Responses to questions received regarding this RFP are provided on the following pages.
Background information submitted with Question: Confirmation of Units and Pricing logic Issue: Converted usage dollars utilizing the usage units per “Attachment D – Usage last 12 months” file are resulting in $11.3B annualized usage vs $6.6B provided in “Volume by Location” file Pricing Methodology: Usage Dollars equals “NDC Units” according to “Attachment D – Usage last 12 months” file multiplied by the Contract Price per The Pharmaceutical pricing data (as of 10/01/2019) for all VA National Acquisition Center (NAC) programs. Available contract prices were applied according to the following order:
1st NC;
2nd Big 4;
3rd FSS;
4th DOD;
5th WAC
Example: Below are the top products units and calculated usage dollars for reference. The “Calculated Usage Dollars” file contains all Calculated usage dollars totalizing in $11.3B.
Questions:
1-) Do the Usage Units submitted in the “Attachment D – Usage 12 months” accurately reflect the annualized VA usage?
VA RESPONSE: It accurately represents the volume purchased, but confidential pricing data has been suppressed and the lowest available publicly available price has been inserted in the total spend.
2-) Are the units submitted in the “Attachment D – Usage 12 months” reflected as Salable Units or Extended Units (e.g. per tables, capsules, etc) VA RESPONSE: NDC units = salable units 3-) Is the “Pricing Methodology” listed above applied correctly VA RESPONSE: Yes, with the caveat that VA prices that are considered confidential are not listed in the pricing file available on the NAC site, so those prices may be over-represented as either the FSS or BIG 4 price. See comments above.
4-) Can you review the “Calculated Usage Dollars” file in order to assist reconciling the difference?
VA RESPONSE: See comments above.

Can the CMOP locations provide an estimate of the total number of Purchase Orders they receive daily, per delivery?
This information would support Distribution Operations and Transportation in modeling the CMOP support structure appropriately.
The one shift operations, (Leavenworth, Chelmsford, Murfreesboro, Dallas) Receive between 5-10 purchase orders per day with multiple line items per Order. The two shift operations (Charleston, Great Lakes, Tucson) receive 30-50 purchase orders per day with multiple line items.
The solicitation is revised to: “Orders for less than full cases must be delivered in totes by the.” Removing the one-line item per tote requirement.

| Volume by Location RFP solicitation attachment |
| We are in receipt of the |
proposed volume by revenue for each location (Volume by Location.xlsx). We would like to request the following information:
Amount of Revenue spend by location in the overview “worksheet” for the following product categories:
- Brand Rx
- Generic Rx
- Over-the-Counter
- Specialty Rx For example, the CMOP overview summary indicates an annual spend of $3,199,719,417.26 and being provided a breakdown of this revenue by the above listed categories would ensure the response is modeled appropriately.
This will allow us to estimate the line and unit volume and labor required to service the VA locations by servicing distribution center.
Additionally, this will allow us to estimate effects on storage and throughput.
This information is not readily available at the CMOP sites. A report which shows all items and quantities dispensed by each site monthly is being attached via three excel files with columns A-E, F-H and I-K respectively due to size upload limitations. The file with columns F-H is posted in this amendment. The file with A-E was posted in the prior amendment and I-K will be posted in a future amendment. The contractor can combine sort this excel report as necessary.
