About this file

This file is an Amendment of Solicitation/Modification of Contract (Standard Form 30) and accompanying RFI Response document for a federal construction contract. The solicitation number is 36C78626B0008, issued by the Department of Veterans Affairs, National Cemetery Administration, for the National Shrine Project at Camp Butler National Cemetery in Triangle, Virginia. The amendment extends the bid opening deadline from June 8, 2026 to June 14, 2026 at 1:00 PM CDT and provides written responses to 24 Requests for Information (RFI) submitted by prospective bidders.

The contract involves raising, realigning, resetting, backfilling, and cleaning existing headstones, as well as turf renovation work across multiple cemetery sections. Key clarifications provided include: the contractor is not responsible for furnishing replacement headstones but will install government-provided replacements discovered to be damaged; Exhibit A (scope identification document), Wage Determination (Attachment 11), and other referenced attachments have been published on SAM.gov; the magnitude estimate of $300,000–$500,000 remains valid; work must occur during normal business hours (8:00 AM–4:30 PM, Monday–Friday) with COR presence required; sod specifications require Turf Saver RTF by Barenbrug (Rhizomatous Tall Fescue) from Ideal Turf in Hannah City, Illinois; all renovation sections are irrigated with hose bibs available within 400 feet of headstones; a 90-foot by 50-foot laydown area will be provided without electrical access; and the contract contains a single firm-fixed-price CLIN 0001 with no allowance or contingency line item. All unforeseen conditions will be handled post-award through the Changes clause (FAR 52.243-4).

Shane Hilts NCA Contracting Officer

RFI Response – Solicitation 36C78626B0008

Subject: Responses to RFIs – National Shrine Project, Camp Butler National Cemetery Dear Prospective Bidders:

The Department of Veterans Affairs (VA), National Cemetery Administration (NCA), provides the following written responses (in red) to Requests for Information (RFIs) received regarding Solicitation 36C78626B0008.

1. Scope of pre-existing broken or damaged headstones

The Statement of Work and the Quality Assurance Report (Attachment 3) describe the raise, realign, reset, backfill, and cleaning of existing headstones. The scope language does not address headstones that, upon removal from their sockets, are discovered to be broken, cracked, or otherwise unfit for re-setting. Please clarify in writing:

a. Whether the contractor is required to procure federal-spec granite replacement headstones at no additional cost as part of the base scope of CLIN 0001; b. Whether replacement of pre-existing damaged headstones will be processed as a change order under FAR 52.243-4 at additional cost to the Government; or c. Whether replacement of such headstones is outside the scope of this contract entirely.

a. The contractor is NOT required to procure or furnish federal specification replacement headstones under CLIN 0001. Headstone procurement remains a Government-furnished function.

b. If headstones are found during removal to be cracked, broken, or otherwise unsuitable for re-setting, the contractor shall notify the COR and Contracting Officer. Replacement headstones will be Government-furnished. Additional labor required to install replacement stones, if beyond the base scope, will be handled via change order under FAR 52.243-4.

c. Replacement of pre-existing damaged headstones is not outside the contract; however, the contractor is not responsible for furnishing new stones.

2. Quantity disclosure and Exhibit A

Section J references Exhibit A — Camp Butler National Cemetery Renovation Areas, which presumably identifies the cemetery sections in scope and the count of uprights, flat markers, and turf-renovation square footage to be addressed under this contract. Exhibit A does not appear in the SAM.gov resource links accessible to bidders. Please advise:

a. Whether Exhibit A will be distributed at the May 13, 2026 site visit, or made available electronically to prospective bidders in advance; b. Whether the Government has independent estimates of the count of stones in scope by category (uprights, flat markers, broken/damaged) that have been provided to bidders.

Exhibit A – Camp Butler National Cemetery Renovation Areas has been published to SAM.gov. Government internal planning estimates are not being released; bidders must rely on the site visit, drawings, and specifications.

3. Condition assessment disclosure

The bidders' ability to price this work depends materially on the condition of the stones presently in place. Please confirm whether the National Cemetery Administration has performed a recent condition assessment of the renovation areas in scope and, if so, whether the results of that assessment have been or will be disclosed to bidders. If a condition assessment exists but has not been disclosed, bidders are not pricing with parity of information, which is contrary to the intent of sealed-bidding procedures under FAR Part 14.

NCA has not completed a publishable, itemized condition assessment. Routine cemetery inspections exist, but no additional assessment will be released. Bidders must perform due diligence in accordance with FAR 52.236-3, Site Investigation.

4. Allowance or contingency line item

The price schedule contains a single lump-sum CLIN 0001 ("1.00 JB"). Please clarify whether the Government intends, by amendment, to incorporate an allowance, unit-price line item, or contingency reserve for unforeseen headstone replacement, foundation rework, or other differing-site-condition costs — or whether all such items will be processed exclusively as post-award change orders pursuant to FAR 52.243-4.

The Government does not intend to add an allowance, contingency, or unit-price CLIN. All unforeseen conditions will be handled post-award through the Changes clause (FAR 52.243-4). CLIN 0001 remains firm-fixed-price.

5. Wage Determination (Attachment 11)

Section J references Attachment 11 — Wage Determination, which does not appear in the SAM.gov resource links currently accessible to bidders. Please provide the applicable Sangamon County, Illinois Davis-Bacon wage determination effective for this acquisition so that bidders may accurately compute Davis-Bacon-compliant labor costs.

Attachment 11 – Wage Determination has been posted to SAM.gov.

6. Other missing referenced attachments

Section J also references Attachment 7 (Herbicide Application Data Sheet) and Attachment 10 (Standard Form 1413), neither of which appears to be available in the SAM.gov resource links. Please confirm availability and a path for prospective bidders to obtain them prior to the bid opening date.

Attachments 7 (Herbicide Application Data Sheet) and 10 have been published on SAM.gov.

7. Magnitude estimate and scope alignment

The solicitation lists the magnitude of construction as between $300,000 and $500,000.

Bidders cannot meaningfully validate the consistency of this estimate against the work described until Exhibit A and the condition assessment are made available. To the extent that the published magnitude estimate is found to be inconsistent with the actual scope as defined in Section J, the Government should consider issuing an amendment to align the two prior to bid opening.

The magnitude estimate of $300,000–$500,000 remains valid. Exhibit A and the site visit allows bidders to verify scope. If any inconsistency is identified, the Government will revise via amendment.

8. Request for timely response

Per FAR 14.208(c), I respectfully request that any amendments necessary to resolve these ambiguities be issued with sufficient time before the June 8, 2026 bid opening for all bidders to incorporate the clarifications into their pricing. To the extent the foregoing questions can be addressed in writing prior to the May 13, 2026, site visit, all bidders — and the integrity of the sealed bidding process — would be served.

The VA acknowledges the request for timely amendments under FAR 14.208(c). Answers to RFIs will be published shortly after the RFI due date/time as established in the solicitation to ensure bidders have sufficient time to incorporate updates before the June 8, 2026 bid opening.

9. SOW states work hours are between 8:00am and 4:30pm, M-F. Will extended hours/weekend work be permissable upon request for additional, catch up, new sod watering, etc?

Contract requires COR to be present during contractor performance, this is why all work must be completed during normal business hours. Under extreme circumstances, accommodation may be considered.

10. Does the COR have a required cutoff time for the afternoon to complete all material R&R work for inspection? Will the cemetery be open to changing (now or after award) the stated work hours to accomodate earlier inspection, but also to stage/pull the stones before hours to mitigate disruption to the cemetery and complete more stones/rows per day with earlier starts?

See # 9. Aside from burial schedule requiring a pause in operations during a burial, contractor is free to work normal business hours.

11. SOW states that period of construction shall occur between March and November.

Is this accurate? This effectively eliminates 4 months of possible work days. With sod install being prohibitted in July this limits turf install productivity

As long as the COR is present and available, the contractor may work. The limitations refer to laying sod when the weather doesn’t support germination and growth. At the contractor’s risk, and if the cemetery leadership accepts, the contractor may plan to lay sod weather permitting.

12. Will the committal shelter be close enough to any section during the project that would require shutting down during each service in order to not disturb? If so, how many funerals are there a day on average? Will there always be a constant route to the spoils area that would not disturb any services?

All of the following sections will be within our quiet zone (about 800 feet from shelter):

Sections CremB (CS-B), CremC (CS-C), CremD (CS-D), CremE (CS-E), CremF (CS-F), 4, and A. The path to the spoils area will require driving by the committal shelter and therefore, all work will have to cease during scheduled services. Services typically start at the top of the hour and conclude at the bottom of the hour for 1000, 1100, 1200, 1300, & 1400. We average 3-5 services a day.

13. What species of grass is required for sod install? It mentioned a TPI Regional, but what cultivar/blend does the cemetery expect? Or are the submissions for cultivars to be used as suggestions?

Our sod is Turf saver RTF by Barenbrug. There is a sod farm (Ideal Turf) located in Hannah City, IL. Rhizomatous Tall Fescue.

14. Does the government have the dimensions/able to provide the location and size of the intended contractor laydown area? Will contractor have access to power/electric at laydown?

The lay down area that the contractor needs will be discussed more specifically but general area would be 90 feet by 50 feet.

Contractor will not have access to power/electric at laydown area.

15. Is there currently a headstone support system in place for any of the sections being renovated? (ie Flat Markers- gridmarker etc // Uprights- Concrete collars/helical piles etc?)

The flat stones were installed utilizing a flat track system.

16. Will the cemetery allow temporary materials storage by the sections? (ie, sod delivered laid same day next to a section, to decrease cemetery cross-traffic)

Sod must be delivered near the Maintenance Shop. We prefer to keep semi traffic out of the cemetery as much as possible. The pallets can be transported for same day installment.

17. Is the irrigation currently fully operational/to manufacture performance specs and expected to work as intended upon contractor arrival? Are there connectors/spigots to allow for hook ups for pressure washers? If quick connects etc are unavailable, will the cemetery provide water access for use of a water trailer etc?

The cemetery has hose bib connections near all sections of the proposed sites within 400 feet of the headstones.

18. Can government confirm which sections of renovation areas are irrigated and non irrigated?

All sections of renovation are irrigated.

19. If any current control markers/ current GLM's are out of date or innaccurate, and COR approves a layout dependent on site conditions/aesthetics instead, will the government be updating their drawings, or will there be a requirement for post-section completion drawings?

GLMs are managed at the District Office, any inconsistencies shall be addressed, changes approved, and updates made in consultation with the district engineer.

20. In cases of extreme increment weather, government shutdowns/furlough, acts of god etc- who is responsible for clearing the snow/debris etc in the section to continue work? If these happen, will this be considered in the PoP Limitation?

Generally Camp Butler National Cemetery but will be determined at time of incident in discussions between Cemetery Director, COR, CO and Vendor.

21. What is the protocol for contractor when they find a damaged/chipped stone prior to touching it?

Notify the COR and provide photographic documentation to the district office.

22. Once damaged stone removed, the work will progress- who's responsibility is it to then install that replacement stone, Cemetery or Contractor?

Government provided, contractor installed.

23. Are there any sections being worked on in this contract the government knows cannot withstand mechanized equipment, in general or over a certain tonnage?

The areas can be driven on by a reasonable sized and weighted turf vehicle.

24. Are sections' sod measurements based on curb to curb expected replacement?

Sod measurements are GLM plus 10%. Cemetery/COR shall determine how to use their +10% allocation.
