This document is a Questions and Answers (Q&A) file for the Beverly National Cemetery Project No. 804CM3021, issued by the Department of Veterans Affairs National Cemetery Administration. The Q&A addresses various technical and procedural details for a historic renovation project at the Beverly National Cemetery in Beverly, New Jersey, covering repairs and improvements to the Administration Building and Rostrum.

Key details include confirmation that minimal permits are required, with no significant environmental impact anticipated. The project involves roof sheathing replacement (100 SF), window replacements, electrical work without increasing existing load, and roofing modifications. Contractors are advised to coordinate with cemetery staff for staging areas, conduct necessary utility investigations, and perform soil compaction testing. Site visits are permitted during open hours with prior notification to Washington Crossing National Cemetery. RFI QUESTIONS & ANSWERS

BEVERLY NATIONAL CEMETERY

PROJECT NO. 804CM3021

• Please confirm if any permits are required for this project.

Generally, for a project on Government land permits are not required other than environmental permits, this project will have no environmental impact since it is mainly a historic renovation type project, that being said check with the local building permit office to confirm no-permits are required for federally owned historic renovation project.

• What are the procedures for halting work during burial services, and how much advance notice will be given?

Read SOW, 4.2

• Are there specific working hours or operational constraints, especially regarding visitor access and burial ceremonies?

Read SOW, 4.1

• Are there any as-built drawings available to aid in verifying existing conditions, or should discrepancies be assumed and addressed via additional RFIs?

I have 1957 drawing for the Administration Building, 1938 drawings for the rostrum, and

1997 drawings for the Admin. Renovation projects. The design team was working with these to generate this bid set.

• What is the preferred method for handling unknown or unverified underground utilities?

Should additional geophysical surveys such as New Jersey One Call be conducted?

This is means and methods, not for me to answer, typically call before you dig, common sense.

• Is there a designated staging area for materials?

This can be coordinated with cemetery staff, we will designate a space for staging, the last project used the cul-de-sac and garage building adjacent to the historic lodge.

• If unsuitable material is encountered during excavation, what is the process for remediation?

Not likely to happen unless contractor is fishing for a mod pre-bid!

• The drawings state "assume 100 SF" of roof sheathing replacement. Can we confirm that any additional sheathing replacement beyond this quantity is outside the scope of work?

The construction scope includes 100 SF of sheathing if required.

• Are there any specific constraints on how water should be discharged from the new gutters and downspouts?

All downspouts get elbow and extension to new splash blocks that will direct water away from building, some minor regrading may be required to make this work.

• The drawings indicate replacing some windows while refinishing others. Can the government provide a schedule or confirmation on which windows require full replacement versus refinishing that is more detailed than the one on A601?

All windows are to be replace except those flanking the main entry door, see A-101, look at the drawings.

• The concrete specifications reference ASTM standards for testing concrete , but there is no mention of soil testing requirements for the subbase. Can the government confirm if soil compaction testing is required prior to concrete placement?

Of course, any time to place concrete on soil and sub-base it needs to be compacted and tested for that compaction.

• The specifications require field verification of existing conditions, including routing for electrical conduits. If conflicts arise with existing utilities, does the government have a preferred rerouting plan, or should we propose an alternative?

Means and methods, typically a contractor would locate and mark existing utility lines in the areas of new work by whatever means required. If conflicts between existing to remain and new work to be placed, they will have to be resolved on site during construction by the construction and design team.

• The spec references flashing and sheet metal requirements under Section 07 60 00 .

Can the government confirm whether new flashing is required at all roof transitions, or are existing flashing elements to be reused where possible?

A new roof requires all new roof accessories, this includes all new flashing, drips, pipe boots, etc. Your roofer is going to be up there with a demolition shovel, need I say more. Scope is pretty clear on A-102.

• Are there existing panel schedules available to confirm if the new electrical loads (lighting, HVAC fans, etc.) can be accommodated without modifications to the service panel?

We are not increasing the existing electrical load.

• The documents mention coordinating active rooftop utilities during roofing work. Please confirm that the exhaust vent protruding from the roof is the only roof utility to account for.

Contractors are welcome to visit the site any time to verify field conditions during open hours, all we ask is that you call Washington Crossing National Cemetery and tell then when you plan to visit and what you will be doing at Beverly National Cemetery.

• Are there any nominated/required subcontractors for this project? No.

• Are there any active warranties on the admin building roof? No.
