1.0 INTRODUCTION

On June 12, 2024, Acer Associates, LLC (ACER) conducted a pre-renovation survey for asbestos containing building materials (ACBMs), lead-based paint (LBP), and polychlorinated biphenyls

(PCB’s) in caulk at the Beverly National Cemetery Administration Building, located at 916

Bridgeboro Road, in Beverly, New Jersey.

The objective of the survey was to identify ACBMs, LBP and PCB’s in caulk in preparation for the planned renovations.

This document has been produced for WSP USA. This report, and the supporting data, findings, conclusions, opinions, and the recommendations it contains, represents the result of ACER’s efforts. This report is not intended to be used as an abatement specification and does not specify removal methods or techniques. The results, assessments, conclusions, and recommendations stated in this report are factually representative of the conditions observed at this location on the date of the survey. ACER cannot assume responsibility for any change in conditions that occurred after the survey.

END OF SECTION

2.0 METHODOLOGY

The survey was conducted by Mr. Matthew J. DePalma, a United States Environmental Protection

Agency (USEPA) Asbestos Building inspector and licensed New Jersey Lead Inspector/Risk

Assessor. Copies of Mr. DePalma’s licenses and certifications have been provided in Appendix A.

2.1 Asbestos Containing Building Materials

ACER conducted this survey to locate, quantify, and assess the present condition of asbestos containing building materials (ACBMs). Visual inspection and bulk sample collection were performed utilizing protocols and guidelines contained in the United

States Environmental Protection Agency (EPA) document #560/5-85-024 - Guidance for

Controlling Asbestos Containing Materials in Buildings, the EPA Asbestos Hazard

Emergency Response Act (AHERA) of 1987, and the OSHA 1910.1101 Asbestos General

Industry Standard (August 10, 1994). The municipal complex proposed to be demolished were inspected physically, functional space by functional space, and homogeneous area by homogeneous area to determine the presence or absence of ACBMs.

The survey was characterized by close visual inspection of all accessible areas.

Observations were made for such friable and non-friable items as fireproofing on structural beams or decking, surface coatings, floor coverings and boiler, pipe, duct, tank, or other equipment insulating materials. Suspected ACBMs were identified by visual inspection and bulk sampling in accordance with all applicable regulations and requirements. Materials were inventoried and examined for evidence of deterioration, damage, and/or exposed friable material.

Random bulk material samples were collected of all suspected ACBMs. Twenty- seven

(27) bulk samples were collected of the potential ACBMs. The bulk samples collected were placed in zip-lock bags, labeled with an identifying code, and logged onto survey logs.

Representative samples of each sampling area were then submitted to the laboratory to be analyzed for asbestos content. Every effort, including exploratory demolition in select areas, has been made to identify all locations and types of asbestos-containing insulation and construction materials. Sampling included collection of samples of each suspect material chosen at representative locations as specified by EPA and OSHA standards.

However, due to the inconsistencies of installation contractor methods and other factors, materials of similar type may have varying quantities of asbestos. A Bulk Sample Location

Plan has been provided in Appendix B.

The bulk samples were submitted to EMSL Analytical, Inc. (EMSL) in Cinnaminson, New

Jersey. EMSL analyzed the samples by Polarized Light Microscopy (PLM) with dispersion staining, using the "Test Method - Method for the determination of Asbestos in Bulk

Building Materials," EPA/600/R-93/116, July 1993. This is a standard method of analysis in optical mineralogy, and a definitive method for the determination of asbestos in bulk samples. PLM is the method required by the EPA for the analysis of asbestos bulk samples.

EMSL is a participant in the National Voluntary Laboratory Accreditation Program

(NVLAP) for the analysis of asbestos containing materials via PLM. Copies of the Asbestos

Bulk Sample Survey Logs and Certificates of Analysis have been provided in Appendix C.

Due to the serious shortcomings with the PLM methodology in analyzing non-friable organically bound materials (NOBs), samples of flooring and associated mastics, window glazing and roofing materials were analyzed via Transmission Electron Microscopy (TEM) analysis. In the state of New Jersey, N.J.A.C. 12:120 requires the analysis of all Category

I Non-Friable organically bound materials via TEM when PLM results are 1% or less

(including findings that a sample contains no asbestos). TEM is required for a more definitive analysis of non-friable organically bound materials. Therefore, additional analysis via TEM (TEM/NOB) was performed on thirteen (13) samples to confirm or deny the presence of asbestos.

2.2 Lead Based Paint

A Niton model XLP-703A X-ray fluorescence lead paint analyzer was used for determination of lead content in paint. The calibration of the Niton XLP-703A is done in accordance with Performance Characteristic Sheets (PCS). This XRF instrument is calibrated using a calibration block that is supplied by Niton to determine if the instrument is within calibration. One (1) test point was taken for each testing combination to determine the amount of lead contained in the paint for that substrate. Since the XLP

703A was used in the Standard Mode setting, no substrate corrections were necessary according to the PCS. A copy of the XRF data sheet has been provided in Appendix D.

2.3 Polychlorinated Biphenyl Containing Devices and Materials

One (1) sample of caulk was collected and submitted to EMSL for PCB analysis via EPA

Method SW846-8082A. Copies of the chain of custody form and certificates of analysis have been provided in Appendix E.

3.0 FINDINGS

Sampling of these materials should be completed if the proposed renovations will impact these materials.

3.2 Lead-Based Paint

The following lead painted surfaces were found to be lead-based:

• Wood Window Casings

• Metal Window Casings

• Metal Flag Sign Plate

• Wood Door Casing

• Wood Front Desk Casing

• Wood Shelf

• Metal Railing

The contractor will need to follow all local, state, and federal requirements for disposal of these materials containing detectable levels of metals. In addition, any demolition work that will requiring burning onto these surfaces will need to remove the paint prior to these activities or comply with all the requirements of the Federal Lead in Construction

Standard (OSHA 29 CFR 1926.62), and applicable State and Federal regulations.

3.3 Polychlorinated Biphenyl

Detectable levels of PCBs were found in the caulk sample analyzed. Although the levels detected are not hazardous, disposal restrictions may apply depending on the landfill requirements. The contractor will need to follow all local, state, and federal requirements for disposal of these materials containing detectable levels of PCBs.

EMSL maintains liability limited to cost of analysis. Interpretation and use of test results are the responsibility of the client. This is a summary report; official reports are available on LabConnect or upon request and relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations. The report reflects the samples as received. Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA

600/M4-82-020 "Interim Method") but augmented with procedures outlined in the 1993 ("final") version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government.

Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis.

Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.
