About this file

This document contains the results of a lead-containing paint inspection report for the maintenance building at Alexandria National Cemetery in Pineville, Louisiana. Terracon Consultants conducted limited lead paint sampling at five locations on the building in preparation for planned renovations. Samples were taken from various building components and substrates and analyzed by EMSL Analytical, with results ranging from less than 1% to 4.1% lead by dry weight. The related federal contract opportunity is solicitation number 36C78623B0010 for renovations to the maintenance facility and roads at Alexandria National Cemetery, issued by the Department of Veterans Affairs National Cemetery Administration. Re: Lead-Containing Paint Inspection Report Alexandria National Cemetery - Maintenance Building 209 East Shamrock Street Pineville, LA 71360 Terracon Project No. EH217092

Dear Mr. Muhammad:

Terracon Consultants, Inc. (Terracon) conducted limited lead paint sampling at the subject property located at 209 East Shamrock Street in Pineville, Louisiana on September 20, 2021.

The sampling was conducted in general accordance with Terracon’s Proposal Number

PEH217092 dated May 21, 2021. Terracon understands that this survey was requested due to the planned renovation of the maintenance building.

Project Information

Limited lead paint chip sampling was performed on September 20, 2021, by Mr. Lem Dial, a

Terracon professional under the direction of Jeremiah Garms, an LDEQ Lead Risk Assessor

(AI#: 140570). Our scope of services included the collection of bulk paint chip samples of suspect lead-containing paint prior to the planned renovations of the Alexandria National Cemetery

Maintenance Building. The disturbance of lead-containing paints as it relates to this project is regulated by the Occupational Safety and Health Administration (OSHA) for employee exposure.

Findings

Terracon’s Lead Risk Assessor identified five potential combinations of building component, substrate, and paint color where lead-containing paint could be present. As a result, five paint bulk chips were collected from various building components and were submitted under chain of custody to EMSL Analytical, Inc. of Cinnaminson, New Jersey for total lead analysis by EPA method (SW 846 3050B/7000B - Flame AAS). EMSL Analytical, Inc. is accredited by the

Louisiana Environmental Laboratory Accreditation Program (LELAP; Certification No. 01950). The results of the sample analysis ranged from less than (<)0.0080% to 0.65% lead by weight (wt).

The following table provides a summary of the results. The laboratory analytical report is included as Appendix A and selective photographs are presented in Appendix B.

Table 1 – Summary of Lead Content in Paint

Sample Number Component Substrate Color Lead

Concentration

200 - 01 Interior Wall Concrete Grey <0.032% wt

200 - 02 Exterior Wall / Gutters Wood / Metal White 0.65 % wt

200 – 03 Interior Wall Sheetrock Cream <0.0080% wt

200 – 04 Interior Wall Brick White 0.017 % wt

200 – 05 Wall/Ceiling Plaster Cream <0.0080% wt

The results indicate that lead was detected in the white paint on the exterior wood walls & white gutters of the building and the white paint on the interior brick walls. These areas should be considered for abatement or stabilization. The analytical report is presented as Appendix A.

The Occupational Safety and Health Administration (OSHA) regulates lead in construction work in any concentration because it may be possible to generate significant airborne lead concentrations when performing certain work on materials containing lead.

Recommendations

Any detectable level of lead presents a potential source of exposure with regard to the OSHA

Lead in Construction Standard (29 CFR 1926.62). OSHA defines lead-containing paint as a paint that contains lead, regardless of the concentration.

Therefore, Terracon recommends that maintenance personnel and any potential contractors be made aware of the findings of this limited lead-containing paint survey. Maintenance personnel and contractors should follow the requirements of the OSHA Lead in Construction standard when disturbing lead-containing components. The full OSHA lead standard should be referenced for compliance.

All occupational exposure to lead occurring during construction work, including maintenance activities, painting, alteration and repairs is subject to the OSHA Lead Exposure in Construction standard. Construction work covered by 29 CFR 1926.62 includes any repair or renovation activities or other activities that disturb in-place lead-containing materials, but does not include routine cleaning and repainting where there is insignificant damage, wear, or corrosion of existing lead-containing coatings or substrates. Employers must assure that no employee will be exposed to lead at concentrations greater than 50 micrograms per cubic meter averaged over an eight-hour period without adequate protection.

The landfill selected to receive the waste stream should be contacted to determine specific disposal requirements prior to transportation.
