About this file
This document is a Questions and Answers amendment (Amendment 0001) to Solicitation 36C77626Q0177 for the New Orleans Residential Rehabilitation and Treatment Program (RRTP), issued by the VA. The Q&A clarifies submission requirements and project scope for offerors responding to this interior design, space planning, and project management services solicitation.
Key clarifications include: Key Personnel are not required for daily onsite attendance but must maintain full FTE dedication at the contractor's discretion, with onsite presence tied to design meetings and activation-related activities; Senior Designer qualifications are limited to NCIDQ Certification or CHID certification, with no equivalent architectural licensure alternatives accepted; a complete list of named subcontractors with task descriptions must be submitted at quote time, though installation and logistics subcontractors need not be finalized until prior to award given the 2029 activation phase; and the anticipated Substantial Completion date is April 2029. Technical submissions must address only PWS sections 16.1 (Comprehensive Project Management Services), 16.2 (Comprehensive Interior Design, FF&E and Space Planning Services), and 16.4 (Acquisition Planning Services), limited to five pages plus five additional pages for betterments. The project involves no relocation of existing services, staff, or equipment. Offerors should estimate approximately 5-6 or more design/construction meetings with potential multiple days per week participation. PIV requests are limited by demonstrated need rather than quantity, and large kitchen/canteen equipment is listed as Vendor-Furnished (VV) in the PRCL dated 12 July 2024.

Solicitation Questions & Answers
1. Can the Government confirm that full-time daily onsite attendance is not required for Key Personnel throughout the period of performance, and that onsite presence tied to scheduled meetings, site visits, and milestone-driven activities is acceptable, while still maintaining full FTE dedication to the contract?
Answer: Daily onsite attendance is not required for Key Personnel throughout the period of performance and onsite presence is tied to design meetings and activation related activities as described in the PWS.
However, maintaining full FTE dedication to the contract is at the discretion of the contractor as each offeror shall submit their proposed hours/labor mix to complete the tasks.
2. Can the Government confirm whether the Senior Designer qualification is limited strictly to NCIDQ or CHID certification, or whether equivalent credentials demonstrating healthcare interior design proficiency, such as architectural licensure combined with documented healthcare interior design experience, would be considered acceptable?
Answer: Please reference Key Personnel requirements within the PWS – Section 12. IOTA Senior Designer requirements include National Council for Interior Design Qualification (NCIDQ) Certification or Certified Healthcare Interior Designer (CHID) certification.
3. Does the Government require offerors to identify a named installation and logistics subcontractor at the time of quote submission, or is it acceptable to describe the intended scope and qualifications of that role with a named firm to be secured prior to contract award or within a defined period following award, given that physical installation activities are not anticipated until the activation phase in 2029?
Answer: Please reference RFQ Section E.1(F)(5) – Other Required Submittals – A complete list of all proposed subcontractors, including a description of the tasks each will perform
4. When is the VA/GC’s anticipated Substantial Completion date (or BOD)?
Answer: Anticipated April 2029
5. Ref: Solicitation Section E(F)(2) Technical Submission
a. For the technical and management approach, does the VA only want bidders to describe their approach for PWS sections 16.1, 16.2, and 16.4?
Answer: Yes.
b. For the technical and management approach, the VA does NOT want the bidder to describe their approach to PWS sections 16.3, CONOPS Transition Planning and Project Staffing Planning, 16.5, Acquisition Packages Development, 16.6 Activation Services and Post Occupancy Support, 16.7 Staff Training and Orientation, or 17.1 Warehousing Management? These sections are not included in the instructions Answer: Correct. Offerors shall submit a narrative response to the Performance Work Statement (PWS) that describes the offeror’s approach to executing only the following tasks: 16.1 Comprehensive Project Management Services, 16.2 Comprehensive Interior Design, FF&E and Space Planning Services and 16.4 Acquisition Planning Services.
If the VA does want the bidder to describe their technical and management approach to all of the PWS sections, then we would ask that the page count for the technical submission be increased to 10.
This would be a total of 15 pages with the technical and the 5 pages of betterments.
Answer: Offerors shall submit a narrative response to the Performance Work Statement (PWS) that describes the offeror’s approach to executing only the following tasks: 16.1 Comprehensive Project Management Services, 16.2 Comprehensive Interior Design, FF&E and Space Planning Services and 16.4 Acquisition Planning Services.

Can the government provide a reasonable estimate of number of or types of meetings in which the IOTA contractor may need to participate, so the IOTA can provide an accurate BOE?
