About this file

This is a Questions and Answers document for RFQ 36C77626Q0148, The Villages IOTA (Initial Outfitting Activation and Transitioning) OPC contract, which does not address specific required products or services but rather clarifies Performance Work Statement (PWS) requirements for prospective contractors.

The Q&A addresses ten key clarifications regarding contract execution. Government systems onboarding for contractor staff requires approximately 30 days upon security clearance. The Project Manager and key staff must be on-site for construction meetings, including kick-off, user meetings, and certificate of occupancy receipt; additional travel frequency depends on project schedule and contractor coordination. Staffing requirements during relocation and activation phases are contractor-determined based on PWS needs rather than government-mandated. The warehouse location must be within 25 miles of the awarded site location; the exact facility address is unavailable until lease award. Deliverables historically requiring substantial coordination include user equipment meetings, FF&E procurement, and CONOPS. The optional task referenced in the deliverable schedule (Deliverable 17.4.1) pertains to Optional Task CLIN 0004 with a 14 calendar day due date following award. Design and construction meeting participation quantities cannot be estimated due to construction duration and evolving clarification needs. The government cannot provide specific estimates of meeting frequency for accurate budgeting purposes.

Questions/Answers to Solicitation RFQ 36C77626Q0148

1. What are the expected timelines and onboarding requirements for access to SharePoint and other Government systems required for MEL and project coordination?

PWS Reference: Section 16.2.5: MEL + SharePoint Use ANSWER: Once the contractor staff have been identified, the onboarding process is roughly 30 days if they pass all security requirements.

2. Can the Government clarify expected onsite presence for key personnel, particularly the

Project Manager, throughout different phases of performance?

PWS Reference: Section 15.0: Meetings + Onsite Kickoff + PM Presence ANSWER: The Project Manager and key staff will be expected to be on-site for some construction meetings including construction kick-off (if the timing allows), user meetings, and when the certificate of occupancy or dual occupancy is received.

3. Can the Government provide additional details on anticipated travel frequency and duration, beyond the general requirements outlined in the Place of Performance section?

PWS Reference: Section 11.0: Place of Performance / Travel Requirements ANSWER: Anticipated travel frequency and duration beyond what is cost-reimbursable will depend on the contractor’s discussion, project schedule, and other variables.

4. Which deliverables have historically required the most coordination or rework, particularly between activation and construction stakeholders?

PWS Reference: Section 16.0: Deliverables + Reporting Requirements ANSWER: User equipment meetings, FF&E procurement, and CONOPS.

5. Are there anticipated peak activity periods during relocation and activation phases that require surge staffing beyond baseline key personnel?

PWS Reference: Section 17.2–17.3: Activation + Relocation + Installation Phases ANSWER: There are no “required” staffing requirements. It is up to the contractor to determine anticipated staffing requirements based on the PWS requirements.

6. Please confirm location requirements for the warehouse to be centralized between the two locations. Are there specific distances between the two?

PWS Reference: 17.1 Warehouse Requirements ANSWER: To clarify - The warehouse location must be within 25 miles of the awarded site location.

7. Please clarify. In Section 18.1 of the Deliverable Schedule, item 16.8.1 references "14 calendar days after award of optional task" What Optional Task? What Task is Optional other than Warehouse is Optional?

ANSWER: There is no Deliverable 16.8.1 listed within Section 18.1. However, if referencing Deliverable 17.4.1, the due date references the award of Optional Task (CLIN 0004).

8. Has the Lessor for this project been awarded? If so, can you please provide the address of the new facility?

ANSWER: The site location will not be known until the lease is awarded.

9. In Section 16.1 CPMS, regarding Meeting Facilitation Services, PWS notes "The IOT&A contractor shall participate in design/construction meetings as determined by the COR."

Can the government provide a reasonable estimate of number of and/or types of meetings in which the IOTA contractor may need to participate, so the IOTA can provide an accurate BOE?

ANSWER: The amount of meetings cannot be determined due to the length of the construction completion and the contractors need for clarification and knowledge to meet the project deliverables.

10. In Optional Task 17.0, 17.1 item a. requires a warehouse to be identified within a 25 mile radius of the new and old facility. Can the government please provide the address of the new facility?

ANSWER: The exact site location is unknown until the lease is awarded. The warehouse location must be within 25 miles of the awarded site location.
