TECHNICAL QUESTIONS AND SOLICITATION #: 36C77625R0066
RESPONSES TRACKING SHEET PROJECT TITLE: EHRM Infrastructure Upgrades Construction
# RECEIVED ANSWERED CONTRACTOR QUESTION VA RESPONSE
1 Confirmation of Grounding Bus Bar Installation Responsibility (Section 26-05-26 – Grounding and Bonding for Electrical Systems)
(Drawing No. TG-100 – Item #6 - Typical Flush Outlet Mounting) Keynotes denotes Provide by Electrical Installer. We want to confirm the Electrical contractor will be responsible for the installation and testing of Grounding Bus Bars for all rooms and areas where required.
The General Contractor is responsible for all requirements under the contract documents. How they choose to sub-contract and assign the work is a means and methods question.
2 Confirmation of Outside Fiber Optic cabling type (Section 27-13-23 – Communications Optical Fiber Backbone Cabling)
Section 26-05-226, Part 2 Products, paragraph 2.2 states - Single mode fiber optic backbone cables are specified for inside and outside plant (OSP) use. We want to confirm outdoor armored rated fiber optic cabling is being specified here.
Confirmed, armor rated cables are required due to exposed routes through building crawl spaces. The alternative would require conduit runs through utility and crawls spaces.
3 Fiber Optic Site Plan (00-CG-001 to 00-CS-302)
Along with the provided site drawings, can any up-to-date information be provided on the conditions of the existing campus outside plant (OSP) backbone interbuilding pathways such hazards, flooding issues, structural stability, etc. for access points, manholes, crawlspaces, ducts, underground vaults, and conduits?
All available information is in the Bid Documents
4 Has the VAProgram Manager (PM) for the Murfreesboro VA (EHRM) Infrastructure Upgrade developed a system cutover and transition plan that will address the following:
1. Limitingand coordinating end-users’ and stakeholders’ outages and service interruptions.
2. Transitioning network systems hardware and components by sections, functions,operations, and
3. Having routine detailed pre-transition coordination meetings withend-users and stakeholders educating them on the upgrade and addressing their concerns and questions.
4. Ensuring infrastructure network systemtransitions are conducted outside of normal business operating hours such as weekends and afterhours.
5. Ensuring infrastructure transition prerequisites stepsare completed prior to cutover.
6. Ensuring system rollback plansare developed prior to any system transition.
This plan will be developed by local and National OIT support teams at a later date.
5 Drawings 001-T-11- through 001-T-151 have new data work are outlets (WAO) on them with the amount of cables to each one. Also Drawing # 001-T-405 has a list of all WAO locations with quantity of cables. The 2 items do not show the same quantity of cables to be installed. Which of the drawings takes precedence?

6 We respectfully request that the Government revise or clarify the evaluation language to account only for contractor-initiated cost growth when applying the 7.5% threshold.
Specifically, we propose that the cost growth calculation exclude the value of Government-directed changes, contract modifications initiated by the VA, or documented changes in scope requested by the owner.
The evaluation language will not be updated. An explanation can be added to the narrative portion of the proposal.
7 Background: Specification Section 01 00 00, par. 1.6.D.1 lists requirements for construction of temporary partitions and smoke-tight partitions. Question: Would the VA accept the use of STARC panels for temporary partitions in lieu of FR construction partitions?
No, Starc panels are not allowed at this station.
8 Background: Specification Section 01 00 00, par. 1.7.L calls for removal of abandoned service lines and their hangers.
Scope may be difficult to quantify without full knowledge of existing concealed conditions. Question: If work tasks reveal existing conditions that are not clearly defined during bidding that require additional work, will the VA consider this a differing site condition and issue a contract modification?
Quantity is verifiable based on WAO counts and locations.
Assume route and distance to existing TR’s. Cable removal can be completed by cutting and removing cabling in limited sections therefore “existing conditions” are irrelevant and will not constitute a differing site condition.
9 Background: Civil work scope may require excavation and soil disturbance. Question: Can the VA provide a geotechnical report or soil report for the types of soil that will be encountered as part of the Civil Work on this project?
A geotechnical report is available for the MCR site specifically. Additional related reports will be provided for other projects on campus
10 Background: AutoCAD files would expedite and improve accuracy of shop drawing production. Question: Will the VA be able to provide project construction drawings in AutoCAD format to the contractor upon contract award?
Yes, AutoCAD and Revit files will be available upon award
11 Background: Specification section 01 35 26, par. 1.11.B appears to require safety inspection by a CSP or CSHT.
Question: Please clarify if the contractor is required to provide this person or if it will be provided by the VA.
CSP or CSHT shall be provided by the contractor.
12 Background: Specification Section 01 45 00, par. 3.2.B.10 references Section 01 45 35 for Special Inspections, which is not included. Question: Please provide the 01 45 35 document or clarify the SI requirements for this section.
There are no Special Inspections required; however, standard inspections and three-phase inspections are still part of the scope of work.
13 Background: Specification Section 01 45 00, par. 3.4.B requires a full-time CQC Manager with qualifications.
Question: Please confirm this requirement is part of this contract and that the CQC Manager cannot be assigned other duties.
CQC is required and is a sole responsibility
14 Background: Specification Section 01 91 00, Par. 1.7.B includes commissioning of systems that may not be in project scope. Question: Please revise the list of commissioned systems to only include those that relate to this project.

15 Background: Specification Sections 02 82 13.13 and 02 82
13.19 refer to contractor avoidance of potential ACM and removal if unavoidable. Question: If existing potential ACM cannot be avoided, will the VA require the contractor to test the suspect materials?
The distributed Asbestos and lead paint survey details locations surveyed, and materials discovered. It is the contractor’s responsibility to cross-check this report with demolition requirements and abide by abatement requirements where relevant. Avoidance refers to areas outside of those surveyed and know materials. If avoidance of non-surveyed but suspect materials are identified, the contractor is to comply with Differing Site Conditions clause.
16 Background: Follow-up to RFI 010 regarding ACM abatement responsibility. Question: If test results verify ACM, will the VA consider this a differing site condition and issue a contract modification?

17 Background: Specification Section 02 83 33.13 lists a CIH in multiple places. Question: Please confirm if the contractor is required to obtain the services of a CIH.
Yes, Abatement as outlined in the specifications is the responsibility of the general Contractor and individuals as outlined must perform the role detailed.
18 Background: Specification Section 05 12 00 references 03 51 16 and 03 55 11, which are not included in the contract documents. Question: Please confirm these sections are not required for this project.
Confirmed. No Gypsum concrete roof or floor decks in project.
19 Background: Specification section 07 50 05 includes patching of existing roof systems. Question: Please provide roof type and manufacturer for each roof affected by this work.
Refer to Mechanical plans for new roof top equipment and reference photo for existing conditions. Buildings 1,2 built up roof with mineral cap sheet.
20 Background: Roof patching and protection work may affect warranty compliance. Question: Please provide current/existing roof warranty information for each roof and building as applicable.
Warranty information is not available for all buildings.
Certified Contractors are required and should be able to perform all work within warranty framework
21 Background: Walkway pad installation locations and quantity are not defined. Question: Please provide location and roof type for all required walkway pads.

23 Background: Specification 07 50 05, par. 3.5.F calls for snaking roof drains after construction. Question: Please confirm this applies only to roof drains immediately adjacent to new work and not to all roof drains.

24 Background: Firestopping inspection scope is not clearly defined. Question: Please confirm that the contractor is required to obtain the services of a third-party independent firestopping inspector.
Confirmed. Per 07 84 00 1.5.C, the Contractor is required to hire a third-party independent firestopping inspector.
The firestopping inspector must hold a Firestop Special Inspector certification from the International Firestop Council or similar program. The certification program must meet the requirements of ASTME3038-20.
Inspection procedures shall follow applicable industry standards (e.g., ASTM E2174 for penetrating firestops and ASTM E2393 for fire-resistive joint systems/perimeter containment) and in compliance with the listed system details firestopping systems.
The Contractor shall submit
• the proposed inspector’s qualifications, certifications, and resume detailing experience during the submittal process.
• A firestopping inspection plan prepared by the inspector describing the inspector procedure
• written inspection reports identifying locations inspected, systems verified, any nonconformances, and required corrective actions.
a final compliance report/letter stating that inspected firestopping work conforms to the approved submittals, tested/listed assemblies, and applicable standards.
25 Background: Specification 21 22 00 references 'Existing System Shop Drawings'. Question: Can the VA provide these existing system drawings or clarify if this note should be removed?
The Contractor is required to provide the clean agent system specified in Section 21 22 00. This system is being installed in a new free-standing building. There are no “existing systems” for which to provide shop drawings.
The Contractor is required to provide new shop drawings, system calculations, relief vent sizing calculations, Blower Door Room Air Leakage Test, and all other submittals required by Specification 21 22 00.
26 Background: Specification 22 05 11 refers to 13 05 41, which is not in the documents. Question: Please provide or confirm that spec 13 05 41 is not part of the contract.
Appropriate Seismic bracing is required. See attached section 13 05 41
27 Background: Specification 22 11 00, Par. 3.3.A requires flushing and sterilization of the domestic water system.
Question: Please confirm this applies only to new plumbing work under this contract and not to the entire facility.

Understanding what components they require to comply with the design and specifications. The specification require manufacturer certified installation contractor who are fully trained and certified to install their systems.
34 Background: Division 28 specifications reference specification section 28 08 00 ‘Commissioning of Electronic Safety and Security Systems’. This spec section is not included in the documents. Question: Please provide spec section 28 08 00 for requirements or confirm this spec section does not apply to the work within the contract and therefore is not required to be included in the project documents.

35 Background: Specification Section 28 13 00, par. 1.4.I.5 requires the contractor to provide technical data drawings in AutoCAD in accordance with VA standards. Question:

36 Background: Specification Section 28 31 00, par. 3.3 requires the contractor to perform testing on the Fire Alarm system upon completion of the work. Question: Please confirm that testing is required for only the FA devices that have been newly installed or relocated and that testing of the entire fire alarm system in the facility is NOT part of this contract.
The Contractor is required to provide complete fire alarm testing of the new fire alarm system for the new MCR Building, and connection to the existing system. In remodeled areas, the Contractor is required to provide testing for new or relocated devices.
37 Background: The contractor must match existing FA system compatibility. Question: Please provide the current/existing manufacturer of the Fire Alarm System in the facility.
The manufacturer of the existing fire alarm system is JCI/Simplex system. However, a new fire alarm project was recently awarded and the new manufacturer will be Edwards EST
38 Background: Specification section 31 20 11, par. 3.6 gives instructions for disposing of unsuitable and contaminated soils. Question: Please confirm that encountering unsuitable or contaminated soils is NOT expected.

39 Background: Clarification needed in case unsuitable or contaminated soil is discovered during work. Question: If unsuitable or contaminated soils are discovered, will this be considered a differing site condition and a contract modification will be issued?

41 Background: Telecom contractor qualifications are not listed explicitly. Question: Please confirm the telecom contractor must be a licensed BICSI contractor with a minimum of five

42 Background: VA provided drawings appear to already include existing site survey information. Question: Please clarify site survey drawing requirements for the contractor.

Including final location for new underground utilities. This does not have to be done by a surveyor if accurately noted during construction.
43 Background: Drawing sheet MCR-A-510 calls out “single-ply roof membrane” in multiple locations for the new MCR building. Multiple roofing specs are provided. Question:
Please confirm the new roof membrane type for the new MCR building.
The MCR is to receive single-ply PVC roofing. Additional roof sections are for existing building conditions.
44 Background: Drawing 001-MD-401 note reads “remove ceiling grilles and diffusers and cap off ductwork as far back as possible.” Existing conditions are not clearly shown.
Question: Can the VA provide existing mechanical, electrical, and data/telecom drawings to help bidders determine the extent of work needed to complete this task?
Mechanical Demolition plans clearly show extent of ductwork and removal.
45 Background: Drawing 001-MD-401 note requires rebalancing airflow after device removal. Rebalancing impact is unclear. Question: Is the intent for the VA to require the contractor to rebalance the entire HVAC system for each unit affected by the work?
Yes, where existing systems are modified the remaining affected system must be rebalanced.
46 Background: General Notes on RCPs require extending existing walls to structure. Scope is unclear. Question:

56 Background: Follow-up to RFI 050 for confirmation of contractor testing scope. Question: Will the VA require the contractor to provide hazardous materials testing for existing walls where in-wall heaters are scheduled to be removed?

57 Background: Specification Section 28 05 00, par. 1.18.C mentions that some supporting equipment, materials, and hardware required for complete system operation may not be described in the drawings or specifications. Question: Can the VA please provide a list of these non-listed materials for pricing purposes?
The manufacturers require certified installation contractors who are fully trained and certified to install their systems. Certified installers should be fully aware of the MFG. requirements.
58 Background: Hazardous materials may be encountered in walls where in-wall heater work is scheduled. Question: If testing results reveal existing wall locations where in-wall heater work is scheduled to contain hazardous materials, will the VA consider this a differing site condition and issue a modification to the contractor for the additional abatement?
See response to #55 Above if materials not indicated in the ACM reports provided are discovered and require abatement, it would be a differing site condition
59 Background: Keyed Note 1 on drawing sheet 112-T-401 calls for a new wall-mounted telecommunications rack, but BOD is listed as TBD. Question: Can the VA provide the Basis of Design for this Telecommunications Rack? This information will allow bidders to provide accurate pricing and anticipate potential lead times.

60 Background: Cabling support method in corridors is not clearly defined in the specifications or drawings. Question:
Please confirm if cabling in corridors should be run through conduit, in cable tray, or using “J” hooks.

64 Background: Fiber risers may require additional conduit inside buildings. Question: Will the conduit be required to be installed inside of all buildings to support the riser fibers?
Yes, all vertical fiber risers outside of TR rooms must be in conduits with Maxcell.
65 Background: Specification for inside plant conduit accessories is unclear. Question: Will innerduct or Maxcell be required to be installed in any inside plant conduits being installed for the riser fibers?
Yes, Maxcell is required in all conduits.
66 Background: Armored fiber could eliminate the need for conduit and innerduct. Question: Can armored fiber be utilized instead of conduit and innerduct for the fiber riser cabinets?
All outdoor Duct banks and indoor fiber risers require conduits with Maxcell
Only horizontal indoor fiber runs are permitted without conduit or innerduct when armored Fiber is used.
67 Background: Voice cabling scope is not explicitly addressed for new telecom spaces. Question: Are there any new voice-cabling requirements for new TRs or floor end stations?
No. Provide structured cabling system is as defined on drawings and specifications.
68 Background: It is unclear whether innerduct is required for indoor fiber runs. Question: Are all new indoor fiber cables to be plenum-armored cables with no innerduct?
Maxcell is required in all conduits. Horizontal indoor fiber runs do not require conduit or innerduct
69 Background: It is unclear whether innerduct is required for outdoor fiber runs. Question: Are all new outdoor fiber cables to be armored indoor/outdoor with no innerducts?

70 Background: Some buildings may not have an existing fiber backbone entry. Question: Do any existing areas of the hospital need a new building entry pathway for the new fiber backbone cabling?

71 Background: Network equipment may be needed during cutovers to maintain service. Question: Does the VA have extra network equipment (switch gear, routers, UPSs) to keep the network connected during construction and cutover?
VA provides limited additional switches to make cutovers to new TR’s. contractor required to move switches from decommissioned TR’s in a phased progression.
72 Background: Lack of extra network gear may lead to unplanned service disruptions. Question: If the VA does not have extra network equipment to maintain connectivity, can the system have an 8-hour downtime?
Downtime will be limited to a few minutes per WAO during normal business hours. Downtime outside of normal business hours is acceptable.
VA provides limited additional switches to make cutover to new TR’s. contractor required to move switches from decommissioned TR’s in a phased progression.
73 Background: Head-end fiber runs may require added protection. Question: Is Fiber Optic cabling between head-end equipment required to be 100% in conduit?

The Contractor will make all terminations in the MCR/TRs, TE's and ERs then label and test each one.

Question: Are escorts required for all work in existing TR and MCR?
YES
76 Background: Secure environments may require oversight during sensitive installations. Question: Are escorts required during terminations within new TR and MCR?
Only in active TR’s and Active MCR.

77 Background: General Note 3 on Sheet AE101 calls for extending TR walls to deck, but no information is given as to which walls require this. Question: For bidding purposes, can we assume all existing walls extend to deck, and that any which do not will be addressed with a change order?

78 Background: If TR wall-to-deck assumption is not acceptable, more detail is needed. Question: If the above assumption is not acceptable, please provide the location and wall type details of every wall which does not currently extend to the deck and will need to be extended.

79 Background: AE101 Note 5 calls for sprinkler head replacement in new/expanded TRs, but number of heads is not shown. Question: Can the VA provide a proposed quantity for the existing sprinkler heads to be replaced so that an accurate price can be included in the bid proposal?
The Contractor shall provide all new fire sprinklers in Telecommunication Rooms in accordance with NFPA requirements for Light Hazard Coverage. The Contractor is required to install the quantity of sprinklers necessary to comply with NFPA 13’s Protection Areas and Maximum Spacing of Standard Pendent and Upright Spray Sprinklers for Light Hazard. The contractor shall provide new branch piping as necessary for the floorplan changes.
