QUESTION 1: On Sheet CD101 there are 3 items that are labeled with Construction
Note Marker #20, but the Construction Notes Legend does not define what #20 represents. Can the VA please provide information on what item #20 represents?
ANSWER 1: Construction marker 20 is a typo – should read as 13 – Existing utility to remain, protect in place.
QUESTION 2: Sheets CS101A and CS101B both identify temporary chain link fence around the temporary MRI trailer. Is this fence meant to be present only during the construction work to prepare for the MRI trailer, or is the fence to be left in place for the entire time the temporary MRI trailers are in place?
ANSWER 2: Remove Temporary fencing shown around MRI unit (with –X—X--- line type, note 1 CS101A, note 11 CS101B) from the construction project (to be erected by others when trailer is located). The limits of construction (shown with large dash) must be fenced during construction activities. This temporary construction fence is to be removed after the site is completed.
QUESTION 3: Sheets CS101A and CS101B identify portions of electrical conduit via trench and via boring in various locations. Will boring be allowable where feasible in locations shown as trenched?
ANSWER 3: Bid boring and trenching as shown on the Construction Documents.
QUESTION 4: The plans identify the requirement to generate a SWPPP plan, submit a notice of intent, and obtain a NPDES general permit #2. Typically, these are not required for sites with disturbed area of less than an acre. Can the VA please verify if this is a legitimate requirement on this project?
ANSWER 4: SWPPP tracking documentation and NPDES submittal are not required on this project. Items identified as stormwater protection measures on sheet CG102 are still required to be included in the scope of work.
QUESTION 5: The plans state that any temporary shoring of the existing retaining wall is to be designed and implemented by the contractor. Can the VA provide as-built information for the existing retaining wall showing the existing top of wall, bottom of wall, wall design, top of footing, footing size, etc.?
ANSWER 5: No existing drawings of the retaining wall are available.
QUESTION 6: Sheet S100 shows a new 36” diameter drilled pier where the existing retaining wall will tie into the new retaining wall section depicted in section view
F1/S201. In order to install this pier as shown, more of the existing retaining wall need to be demolished. Can the VA take a look at this conflict and provide direction on how the new wall structure and existing wall structure are to be joined at this intersection?
ANSWER 6: A portion of the existing stone retaining wall will have to be removed to allow for the installation of the pier and the forming of the new concrete wall. After the new pier and wall are constructed, the end of the existing stone retaining wall can be rebuilt to butt into the face of the new concrete wall. See A-101A for design intent.
QUESTION 7: Sheet note #2 on sheet A-100A identifies permeable paving. There does not appear to be any information in the specifications for permeable paving. Can the VA please provide a specification for permeable paving?
ANSWER 7: Change note 2 from Permeable Paving to Concrete paving. Refer to information provided on Civil note 1 / sheet CG101.
QUESTION 8: Sheet note #6 on sheet #A-102 states to Install Davits – coord with struct and OSHA requirements. The plans do not appear to determine the number and layout of davit’s that are desired. Can the VA please provide further information about what is needed for this work?
ANSWER 8: Davits/roof anchors shall be provided at minimal of 12’ on center.
QUESTION 9: Alternate deduct #4 states to delete hallway floor and wall finishes.
Should wall protection, i.e., handrail, in this area be deleted as a part of this alt deduct?
ANSWER 9: Alternate #4 removes renovation of the corridor from the project. That includes all demolition of items in the corridor and all new finishes, lights and other systems. Refer to plan sheets for each discipline where the area is identified and noted.
QUESTION 10: General note I on the AC sheets states that basement level work is to be coordinated with COR @ NFS Management and further specifies that work
(including setup and cleanup) to take place between 19:00 and 04:00 and shall take no longer than 2 weeks. It is assumed that this note applies to the stair work in the MRI area only, not the construction activities associated with construction of the elevator tower. Can the VA please confirm this assumption is correct?
ANSWER 1O: This note pertains to basement level work in occupied areas of the hospital only. The note is not applicable to the construction area separated by ICRA barriers. Refer to Sheet GI302.
QUESTION 11: Sheet note #7 on sheet A-203 calls for “Alum ships ladder for machine room access”, but there isn’t a specification section for aluminum fabrications. The specifications do have section 05 51 00 Metal Stairs, which calls for steel stairs and railings. Can the VA please clarify what is needed for the stairs accessing the machine room and provide a specification section if needed for aluminum fabrications?
ANSWER 11: Basis of Design: Okeeffe’s Premanufactured aluminum ships ladder and platform, or approved equal. Interior Stair M1-205 to be Steel stair and railings.
QUESTION 12: The solicitation outlines the personnel that are required for this project.
It appears that the VA is requiring 3 full-time personnel on site during all construction activities: SSHO, QCM, Superintendent. Can the VA confirm that these individuals must be dedicated to this project and not have duties on other projects?
ANSWER 12: SSHO, QCY systems Manager and Superintendent must be separate individuals and be dedicated to this project. See 00 01 15 1.2 K 1 b.
QUESTION 13: The solicitation refers to FAR 52.229-3 with regard to taxes. In that FAR
It states that the contract price includes “all applicable Federal, State, and local taxes”.
In practice, the applicability of state sales tax varies widely from facility to facility and contract to contract. In the case of this contract are State of Missouri Sales taxes to be included in our offer?
ANSWER 13: FAR Clause 52.229-3 applies to this contract. As such, the offeror is responsible for determining the amount of all taxes and duties it will incur in order to perform the work required under this contract, including any taxes imposed by the State of Missouri or any other government agency. All applicable Federal, State, and local taxes shall be included in your pricing.
QUESTION 14: Section view F2/A-354 calls for salvaged stone from the demolition of the existing retaining wall to be applied to the surface of the new concrete retaining wall.
The section also states to match existing wall width. This detail diagrams the salvaged stone as a veneer, but it appears that the existing retaining wall is a full stone masonry wall. Applying full size stones to the concrete retaining wall will cause a retaining wall to be much thicker than the existing wall. Is it the intent of the design to cut the salvaged stones to veneer thicknesses for re-application?
ANSWER 14: Existing stone to be cut to Veneer size for installation on new concrete wall to match with existing wall size and appearance.
QUESTION 15: What is the actual number count of the patient rooms for the inpatient medicine bed addition?
ANSWER 15: This scope includes 8 patient rooms.
QUESTION 16: Section 1.6 of Specification Section 28 31 00 contains Guaranty Period
Services (GPS) requirements for the fire alarm system for a period of five (5) years from the date of acceptance of the entire installation. Should this be bid as a separate line item?
ANSWER 16: Guaranty Period Services will NOT be needed under this contract.
Please do NOT bid or price this item.
