(1) Tier 1 - SDVOSB concerns. VA will first evaluate the offers, if any, submitted by SDVOSB concerns. If no awardable offers were submitted by SDVOSB concerns, or if none of the offers would result in award at a fair and reasonable price that offers best value to the United States, the VA will withdraw the SDVOSB set-aside, document the basis for not making an award within this tier, and proceed to the set-aside for VOSB concerns.
(2) Tier 2 - VOSB concerns. VA will next evaluate the offers, if any, submitted by VOSB concerns. If no awardable offers were submitted by VOSB concerns, or if none of the offers would result in award at a fair and reasonable price that offers best value to the United States, the VA will withdraw the VOSB set-aside, document the basis for not making an award within this tier, and proceed to the set-aside for other small business concerns.
(3) Tier 3 - small business concerns. VA will next evaluate the offers, if any, submitted by other small business concerns, with Historically Underutilized Business (HUB) Zone small business concerns and 8(a) participants having priority. If no awardable offers were submitted by other small business concerns, or if none of the offers would result in award at a fair and reasonable price that offers best value to the United States, the VA will withdraw the set-aside https://sam.gov/ for other small businesses, document the basis for not making an award as a set-aside, and proceed to the large business tier.
(4) Tier 4 - other than small (large) business concerns. VA will next evaluate the offers, if any, submitted by large business concerns. If no awardable offers were submitted by large business concerns, or if none of the offers would result in award at a fair and reasonable price that offers best value to the United States, the VA will cancel the solicitation, document that cancellation in a memorandum for the record, and conduct additional market research to inform a follow-on acquisition strategy.

2.7 EVALUATION OF OFFERS
Factor Evaluation: The basic objective of the process is to provide the SSA with information to make an informed decision. To achieve this goal, the evaluators identify strengths, weaknesses, significant weaknesses, deficiencies, and clarifications applicable to the proposals.
In addition to the SSA using this information to make the source selection decision, the Contracting Officer uses it to establish a competitive range when discussions are necessary and uses the information to conduct discussions.
All proposals shall be subject to evaluation by a team of Government personnel. Proposals will be evaluated in accordance with the solicitation.
The evaluation will be based on the content of the proposal and any subsequent discussions, if necessary. However, the Government reserves the right to award without discussions based upon the initial evaluation of the proposals.
Proposals will be evaluated based on the factors described herein.
Factor 1, Schedule (Technical): Construction schedules and narrative descriptions documenting: (1) a construction schedule that is realistic, appropriate, and efficient; (2) clear and efficient critical path and logical sequencing; (3) accounts for procurement lead-time, subcontractor/trade coordination, on-site storage and staging, resource and time constraints;
and (4) demonstrates risk mitigation and successful completion within the required period of performance, present lower levels of risk and will be more favorably rated. Schedules which do not demonstrate these attributes present higher levels of risk and will be less favorably rated.
Factor 2, Key Personnel (Technical): ONLY THE PROJECT MANAGER AND CONSTRUCTION SUPERINTENDANT WILL BE EVALUATED. A rating of satisfactory may be achieved when: Each of the key team members has held at least one comparable position, to that proposed, for a similar project and has the appropriate education, training, experience, and certification required to be assigned to this position and for this project. Ratings above satisfactory may be given to those members having experience on multiple similar projects and/or successful performance in comparable positions, and/or some of or all the key team members exceed the minimum requirement set forth above.

Projects which meet the above criteria but are also for construction of new inpatient medical housing and/or which include phasing, are in an active hospital, and/or incorporate Infection Control Risk Assessment (ICRA) and Interim Life Safety(ILS) may be more highly rated. Those offerors not demonstrating these attributes present higher levels of risk and will be less favorably rated.
Factor 4, Price: The total price will be evaluated to determine if it is fair and reasonable based on the Offeror's price provided on the Price Schedule for the two base items (CLINs 0001 and 0002).
Note: If none of the offerors’ pricing (including bid deduct items) are within the available funding limitation or is otherwise determined to be other than fair and reasonable, the VA reserves the right to enter into discussions with those offerors who are determined to be within the competitive range.
Note: If the Offeror communicates in its proposal any qualifications, exceptions, exclusions, or conditions to the proposed prices in the Offerors proposal documents, the Contracting Officer may reject the proposal and exclude the Offeror from further discussions.

As prescribed in Federal Acquisition Regulation (FAR) Part 42.1502(e), the Department of Veterans Affairs (VA) evaluates contractor past performance on all construction contracts that exceed $750,000 and shares those evaluations with other Federal Government contract specialists and procurement officials. The FAR requires that the contractor be provided an opportunity to comment on past performance evaluations prior to each report closing. To fulfill this requirement, VA uses an online database, CPARS, which is maintained by the Naval Seal Logistics Center in Portsmouth, Virginia.
