About this file
This document is a set of Questions and Answers regarding a Department of Veterans Affairs (VA) solicitation for Initial Outfitting, Transition, and Activation (IOT&A) services for the Stockton Community Living Center (CLC) and Engineering and Logistics Building (ELB).
The key details are:
- The VA originally estimated a need for at least 25,000 sq ft of warehouse space at 65% capacity to support equipment labeling, testing, and assembly. However, the VA has revised this estimate to roughly 500 sq ft, and it is the contractor's responsibility to determine the appropriate warehouse size based on the provided equipment list.
- The original timeline stated that the activation is typically 60 days after the beginning of delivery (BOD), but the VA has clarified that this timeline is not accurate and will not be revising the Performance Work Statement (PWS) to remove this scope.
- No further questions or clarifications will be accepted regarding this solicitation.

36C77624Q0127 Veterans Affairs (VA) Northern California Health Care System Stockton Community Living Center & Engineering and Logistics Building Support Solicitation Questions & Answers
1. In the Q&A the answer to how much warehouse space is 25,000 sf (client answered) This would be for 16 months and could easily cost over 1 Million dollars if even available – suggest you modify this answer and put risk on IO Contractor to provide the space needed to support the equipment list. Unless Stockton people are thinking they are going to use this warehouse space to store things not listed etc.
1.17.2 Warehousing and Warehousing Management Services. Provide space for Equipment labeling, testing, assembly…Does the VA have an estimate of how much space is needed for their labeling, testing and assembly?
Question #28 (from questions and answers via Amendment 0003) Original Response - We estimate a need for at least 25,000 sq ft with usage at, at least 65 % capacity.
Revised Response – VA estimates roughly 500 sq. ft. for labeling, testing and assembly. Please refer to PWS 17.2 Warehousing and Warehousing Management Services. It is the contractor’s responsibility to determine warehouse size requirements based off the most current FF&E list (Attachments P1 and P2).
2. Statement: The timeline for activation is typically 60 days. To meet this goal, installation and service relocation should occur as soon as possible after BOD. Therefore, the deliverable schedule for relocation services should remain as NLT than 30 days post BOD.
this statement is not accurate the timeline for activation is not normally 60 days after BOD – please correct this or update the PWS to remove scope -- .
Government will not be revising PWS
Please note. *No further questions or clarifications will be accepted.*
