2. “Any changes must be routed through the COR via CFM” There is a 10-business day requirement in the contract for updates – any IOTA updates that are approved will require time to update drawings, data sheets, OCAMS share point site, PRCL. What is the mandatory response time by CFM RE and CFM CO so that project timelines can be maintained?
Activation Team has no control over the CFM response times. In the event of a delay, on a case-by-case basis we would discuss IOTA update timelines.

71. PWS, 18.1. Deliverable 16.4.1, Room Contents and Acquisition Plan. This deliverable requires considerable research on our part as well as input from the end users. With a due date of 1 month after effective date of the contract and the fact that at this point in the contract UGMs have not been scheduled or held, can we assume that the Plan will be based upon the equipment lists as they exist, prior to any UGMs or any input from users/substantial updates and that current pricing will not be included?
Follow-on question: If this is an incorrect assumption, could the due date be pushed to at least 3 months after the effective date of the contract or negotiated after contract award? (PWS Page 28) Reference updated Attachment P1, named Phase E- Equipment List and Attachment P2 – DVA Livermore Phase A – Equipment List.
There will be no extension nor an opportunity for negation after contract award.
72. PWS, 18.1. Deliverables 17.3.1 and 17.3.2, Relocation Services due date of NLT 1 month post BOD. Typically, the Activation CLIN starts right after BOD (which agrees with how you have it now POP-wise); however, relocation services must wait until the buildings have been outfitted and basically completed, and staff oriented and trained, etc., and then they move in (relocate).
Question: Would you consider this and extend these two due dates to a time closer to the end of activation and just prior to Day 1 (at the end of the Relocation CLIN POPs)? (PWS Page 28) At this time, we will not consider an extension of these due dates.
73. Attachment P1 Phase E-Equipment List. Attachment P1 Phase E-Equipment List contains drawings with equipment embedded on the final page.
Using the provided drawings, we have determined the following quantities for the ELB items, could you validate these quantities and/or provide the quantities?
