About this file
This document is a set of clarifications and answers related to Solicitation 36C77624Q0127, which is for Initial Outfitting, Transition, and Activation (IOT&A) services for the Stockton Community Living Center (CLC) and Engineering and Logistics Building (ELB) for the Department of Veterans Affairs (VA) Northern California Health Care System.
The key details are:
- The anticipated Beneficial Occupancy Date (BOD) for the CLC is 10/31/2025 and the BOD for the ELB is 01/05/2027. The BOD is when the construction company turns over the finished building to the VA, with activation taking about 60 days before the first patient day.
- Relocation services are required to be completed within 30 days after BOD, even though installation and outfitting may not be fully complete at that time. The VA will not extend the 30-day relocation services deadline.
- The solicitation is for the activation of the Stockton CLC and ELB facilities for the VA Northern California Health Care System.

36C77624Q0127 Veterans Affairs (VA) Northern California Health Care System Stockton Community Living Center & Engineering and Logistics Building Support Solicitation Clarifications & Answers
1. Question #85 Please provide anticipated BOD dates for both the CLC and ELB projects VA Response - The anticipated BOD for the CLC is 10/31/2025 and the anticipated BOD for the ELB is 01/05/2027.
Please confirm the above dates in the VA response. These dates appear to conflict with the timeline given within the PWS for first day of clinical services. ELB appears to be completed prior to the CLC.
The beneficial occupancy day (BOD) and first patient day, or patient day one, are not synonymous. BOD is the first day the construction company turns over the finished building to the VA and activation begins. First day of clinical services is the first day the building is ready for patients. The Activation timeline is typically 60 days. Generally, patient day one is 60 days after beneficial occupancy. There is individual reference to both the BOD and Patient day one as those dates differ. The timelines for completion provided are correct. The ELB is projected to be completed well before the CLC.
2. Question #49 - PWS; 18.1 Deliverable Schedule (pg. 26-28); The deliverable schedule indicates that relocations should occur no later than (NLT) 1 month post BOD, however installation and outfitting would not be completed at this time. Will relocations occur closer to First Patient Day?
VA Response: Relocation will occur closer to First Patient Day.?
3. Question #72. PWS, 18.1. Deliverables 17.3.1 and 17.3.2, Relocation Services due date of NLT 1 month post BOD. ... Would you consider this and extend these two due dates to a time closer to the end of activation and just prior to Day 1 (at the end of the Relocation CLIN POPs)? (PWS Page 28) VA Response: At this time, we will not consider an extension of these due dates.
For the purpose of providing the VA an optimal and accurate initial schedule with our proposal, can you please clarify on the deliverable due date for Relocation Services.
The timeline for activation is typically 60 days. To meet this goal, installation and service relocation should occur as soon as possible after BOD. Therefore, the deliverable schedule for relocation services should remain as NLT than 30 days post BOD.
