About this file
This document appears to be a set of Technical Questions and VA Responses related to Solicitation 36C77624B0027 for the EHRM Infrastructure Upgrades Construction project in Miami, Florida.
The key details are:
- The project is a competitive Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, located at the VA Miami health care Bruce W. Carter VA Medical Center.
- The contractor is responsible for providing all necessary tools, equipment, materials, labor, and supervision to complete the EHRM Infrastructure Upgrades construction project.
- The document contains 87 technical questions and VA responses covering topics such as cabling requirements, demolition, conduit reuse, CCTV system specifications, and a Project Labor Agreement.
- The VA provided clarification on the scope of work for the MCR (Main Computer Room), including cabling requirements, and indicated that the single line diagrams on drawings ET601 and ET602 show the required MCR cabling to be installed by the contractor.
- The VA confirmed that demolition of existing drops includes all voice and data drops shown on the existing survey, and that new conduit is required for any existing WAOs (Work Area Outlets) that are not being reused.
- The VA indicated that the contractor, not the government, is responsible for providing the Project Labor Agreement if the project value exceeds $35 million.
- For the CCTV system, the VA stated that Avigilon software licensing and NVR will be made available outside the contract, and the contractor is responsible for providing the cameras and patch cabling.

No. Question Government Response
QA # 67, and 68 pertain to the MCR. With the answers to these questions it seems to be implying the contractor is responsible to install the interbay cabling of the MCR cabinets.
- Can the VA verify if the contractor shall install any interbay pre-terminated OM4/OS2/Copper Cables between cabinets in the MCR?
- If so can the VA provide a cabling diagram which depicts information required to provide a competitive proposal?
Data Center was descoped in SOW. Run 144 pairs of OM4 and (20) 24 strand OS2 strand from MDA B to MDA A.
Due to the final configurations of the MCR can the VA provide a floor plan depicting where all MDA’s and HDA’S will reside at completion.
Drawing 7.ET431.1 is the only drawing in relation to MCR. Scope of Work was limited for MDAs. See answer in response of question 79.
Can the VA provide a single line diagram with all required MCR cabling to be installed by the contractor? Currently it is not clear what that requirement is.
The single line diagrams with all required MCR cabling to be installed by the contractor are found on sheets ET601 and ET602.
Please confirm that demolition of existing drops includes all “Voice” and “Data” drops shown on the existing survey (approximately 16,254 cables) Yes
Reference: Drawing ET002 – General Communication Demo Note D states “EXISTING
CONDUIT AND SURFACE RACEWAY MAY BE REUSED FOR NEW WAO. COORDINATE
LOCATION WITH THE COR.”
Reference: Drawing ET002 Technology General Notes also indicate that New Drops
Require 1 ¼” Conduit Raceways.
Reference: Other notes throughout the Telecom Drawings indicate that 1 ¼” Flex is to be utilized in the wall and 1 ¼” EMT is to be utilized from the flex connection to the corridor cable tray.
Reference: There are a significant number of rooms where there are existing drops in which some have existing conduit, and some do not.
Example – The Existing Survey indicates that RM 1B-138 has 3 existing WAOs, 2 with existing ¾” Conduit and 1 without conduit. The New Data Survey indicates that (2) New
2-Port Wall Plates (WAOs) are to be installed.
Question: When a room contains existing WAOs, some with and some without conduit, and without knowing the location of each, or the owner’s preference of which existing
WAO locations to reuse, should all new WAOs in that room be assumed to require new conduit? This clarification request is applicable to both conduit in the wall and conduit to the corridor.
Yes
84 Please confirm that for all existing WAO that are NOT being reused, cable is to be removed, and any wall or above ceiling raceways are to be abandoned in place. Yes
With the new requirements for PLA’s on projects larger than 35Mil can the VA provide the PLA to be utilized. I have not seen this distributed on any of the VA projects however our legal team says that this should be provided by the government.
No, the VA does not provide the PLA – Project Labor Agreement if the project is over
$35M. The contractor must follow the regulations and provide the PLA after award.
Will the following be acceptable for this project: Avigilon NVR with 60 days of motion recording, and 40 cameras equipped with analytics, specifically for temperature and face recognition? These cameras will be installed in IT critical infrastructure closets to monitor specific equipment components and alert about any overtemperature issues at the control center.
CCTV - There are plans to migrate the video mgmt to Avigilon. Software licensing and
NVR will be made available outside contract. Contractor is responsible for cameras and patch cabling to existing switch locations as part of this contract.
Could you please provide us with the part numbers for the NVR, cameras, and licenses, or do we provide what is recommended from the manufacturer Avigilon?
