QUESTION GOVERNMENT RESPONSE
1. 7/15/2024 Can you please update the drawings to a full size set. The drawings provided are 8 ½ x 11 again.
Yes - See Attachments 22 – 29.
2. 7/15/2024 Can you confirm what changes if any have been made to the drawings from the previous bid? If any changes have been made?
Bidding contractor is to respond to current drawings, specifications, and amendments.
3. 7/15/2024 Please confirm if previous bid RFI’s that were posted on SAM.gov are considered part of the new projects contract documents
Confirmed.
4. 7/15/2024 If previous RFI’s are part of current contract documents can you provide additional clarification on the following:
a. 10 – proof roll 5/5. If additional unsuitable soils are discovered beyond the soils report will these be treated as a unforeseen condition.
b. 11 – NPDES 5/5. Is the total site over 1 acre?
c. 19 – staffing 5/3. Please confirm a single person can triple hat this project.
d. 25 – Commissioning 5/3. Please define enhanced commissioning.
e. 31 – Containment System 5/3. Please confirm this is correct. Furthermore, please explain how if the system design parameters do not meet the project
A. No.
B. Yes C. Only if the person is qualified for all positions.
D. By independent manufacturer’s representative certified in the equipment being commissioned
E. The cost of the re-design is on the contractor if they can not meet the intent. Firm Fixed Price Contract.
F. Provide monument sign per Basis of Design on Sheet CS503 – Site Details requirements the contractor, not the designer, is responsible for this cost? Is this a design build contract or firm fixed price contract?
f. 47 – Monument Sign 5/3. Provide previous manufacturer of monument signs.
5. 7/19/2024 Just to clarify a few of the questions below, during the last bid we carried a 500K contingency in our budget due to the unsuitable soil question response. We can quantify what was provided in the soils report but beyond that it’s really anyone’s guess how much unsuitable soil is present. For everyone to bid apples to apples a response of “anything beyond the soils report” would be an unforeseen condition would be helpful.
No.
6. 7/19/2024 Also, the staffing question is a big issue. This is a complicated project with lots of potential safety issues, deep excavation, swinging trusses, etc. Having a single person run this job would be a disaster for the GC and the VA. We included 3 full time site staff in our original proposal, Super, QC, SSHO to insure quality and safety.
I’m certain others did not and are setting themselves and the VA up for future failure. Since the budgets have been adjusted this maybe something the VA considers changing.
Only if the person is qualified for all positions.

58. 7/24/2024 Detail 4 on drawing LP501. What is the manufacturer's basis of design for 1.5" synthetic turf grass with silica sand backfill? There are no specs in RFP spec book nor listed in spec section 09 06 00 schedule for finishes. Also on same detail, the synthetic turf is covered with 6mm resin-bound aggregate. Is this correct?
Awarded contractor to provide product data for review and approval. Disregard the 6mm resin bound aggregate note on detail 4.
59. 7/24/2024 Drawing SB101 is foundation plan. There is only one
(1) foundation plan shown on the structural drawings. However; there are two
(2) buildings stated in the RFP narrative. (Building 7 & 8). The drawing does not state or note that this drawing SB101 applies to two
(2) buildings. It is possible that subcontractors and/or vendors could miss this important fact;
visually seeing one building on drawings without noting/highlighting there are two
(2) foundation plans and they both use this plan.
This applies to architectural, structural, mechanical, plumbing, fire sprinkler, and electrical drawings. Will you confirm in this bidding cycle with an amendment stating the fact that the designer of record uses one
(1) layout for two (2) buildings?
ALL DRAWINGS APPLY TO BOTH BUILDING
60. 7/24/2024 Notes 1 and 2 on roof truss indicate differences in truss types. "C#" indicates. "T#" refers to drawings SF202 & SF203. SF202 shows truss-type numbers; however, there is no indication of the truss makeup. There are no notes telling what trusses are made of. Just
Type “T” trusses are to be cold form steel.
See “Bidding Addendum Drawings” dated 05/18/2023 for additional information trusses with dimensions. Can you provide an amendment providing the makeup and type of these "T#" numbered trusses?

Can you provide by amendment written confirmation to make up and intent on the wood truss makeup and size? Can the sizes be smaller from the wood trusses manufacturers and still meet design intent?
Wood truss members are to meet the minimum size requirements listed in the elevation details. Additional notes about wood trusses can be found on sheet SI002.1 Structural General Notes provided as part of the “Bidding Addendum Drawings” dated 05/18/2023
62. 7/24/2024 The RFP requires that all trusses must be engineered and stamped by the manufacturers engineer and meeting the design intent on the RFP drawings. However, there dosen't seem to be information relating to roof loading needed to provide truss bids, unless this is the Floor Load Schedule on SI003. Is this table called FLoor Load Schedule showing the roof load requiriments for truss design?
Top chord of trusses are to be designed according to the roof loading criteria in the floor load schedule on sheet SI003
63. 7/24/2024 The roof truss plan does not show the spacing requirements needed for trusses. Ie. OC (On center) spacing between each truss. Can you provide the OC spacing of trusses?
All trusses are to be spaced at 4’-0” max according to the typical dimension listed on
SF102
64. 7/24/2024 Note 5 on SF102 shows a dark dashed line requiring a drafstop. However, either because the drawings are 8.5" x 11" copies of fullsize drawings or the line weight appear all the same for each line, We can not determine where the draftstop lines are on this drawing. There are several line types but not note 5
A revised drawing will be issued with clarification on draft stop locations line type. Can you provide a way for a contractor to see visually the draftstop?
either color or some other notation by amendment?
65. 7/24/2024 Bid Alternate 4 removes the clearstory from the roof profile affecting trusses. The roof truss drawings do not show how this new roof looks with alternate 4. It's difficult for the contractor to determine how this works. There are notes but no visual illustration. T6 & T7 versus T13 apparently have a different orientation.
How many T13 Trusses? Where do they go in the column line layout? The truss plan alternate is not provided to relate to drawing AE107 Alternate 4. In order for the contractor to provide accurate pricing from vendors and subs, will you provide an Alternate 4 Roof truss plan by amendment to answer these questions?
If Bid option 4 is taken, Truss types 6 and 7 are to removed and replaced with Truss T13 in the same orientation. Contractor to follow the column grids provided in the elevations for layout and sizing.
66. 7/24/2024 Roof Truss Plan SF102 does not even show, indicate, or illustrate alternate deduct #3 as shown on drawing AE106. Which trusses are removed? Which trusses are replacements? In order for the contractor to provide accurate pricing from vendors and subs, will you provide an Alternate 3 Roof truss plan by amendment to answer these questions?
Revised drawings will be issued with clarifications
67. 7/24/2024 On roof wind zone map, there are numbers with circles around them on the plan. There are no notes that indicate what these numbers mean. Will the
