1. 7-8-21 7-12-21 The RFP indicates that the VAAR Magnitude of Construction is $10,000,000 - $20,000,000, however, on page 12 of 69 under Factor 2: Specialized Experience it states, “Project(s) shall have a minimum value of $2M and be 75% completed for Design-Bid-Build (D-B-B) or D-B.” Can you please confirm that the VAAR Magnitude of Construction is correct at $10M - $20M.
The VAAR Magnitude citing of $10M - $20M is correct and Factor 2 is correct.
2. 7-13-21 7-13-21 Is this project tax-exempt? If yes, please issue the Tax Exemption number for bidding purposes. If not, what is the percentage of tax?
No, this is not exempt of sales tax. Contractors are required to pay sales and excise tax. Offerors shall include all applicable taxes in accordance with FAR by Reference Clause 52.229-3 “Federal, State and Local Taxes.” Percentage of tax information is the responsibility of the offeror.
3. 7-20-21 Please confirm that projects with specialized experience from the design AE that is part of the DB team is required as part of the Factor 2 documentation.
If the contractor does not possess Design-Build (D-B) experience, provide a minimum of (1) and a maximum of two (2) projects completed by the A-E firm similar in size, complexity, and scope to this project in addition to the one (1) to three (3) projects submitted for the prime contractor.

QUESTION GOVERNMENT RESPONSE
4. 7-20-21 Please confirm if the total number of specialized experience projects is 1 -3 for the GC plus 1-3 for the AE for a possible total of 6 projects? Or is it 1 – 3 for the entire DB team?
If the GC has DB experience, please “Provide a minimum of one (1) and a maximum of three (3) projects completed within the last five (5) years similar in size, complexity, and scope to this project. Projects must demonstrate an offeror’s experience as a prime contractor managing multiple subcontractors to include A-E firms if applicable. The five (5) years applies from the issuance date of the solicitation.”
If the GC does not have DB experience, “provide a minimum of (1) and a maximum of two (2) projects completed by the A-E firm similar in size, complexity, and scope to this project in addition to the one (1) to three (3) projects submitted for the prime contractor.”
The max total of project would be 5, not 6, if the GC does not have DB experience. If the GC has DB experience, there should only be a max of 3 DB projects and NO projects from the AE.
5. 7-20-21 There is reference in the project description that the expectation is that “IT services remain operational”. In projects of this type it is typical that it existing pathway used by the existing cabling is reused by the horizontal cable replacement portion of the project. When this is performed, there is typically a brief outage of several hours while the old cabling is removed in an area and new cabling is placed and brought online. Is this consistent with the expectation of the project or is there the expectation that the project will provide entirely new horizontal cabling pathway?
The expectation of VA is contractor shall coordinate with COR time duration of data/phone outages to limit time and location affects of outages. The assumption is correct that some outage of data/telephone lines will be necessary for replacement of the cabling.

QUESTION GOVERNMENT RESPONSE
6. A considerable portion of the work of the project is associated with replacement of the existing horizontal cabling extending from each TR however there does not seem to be reference to where the existing WAO’s are.
Does the Government have records of where each of the existing station cables to be replaced terminates? What information exists regarding existing pathway to the existing WAOs?
The VA does not have detailed listings of the locations of WAOs. It is responsibility of the contractor to review drawings and current locations to determine full extent of replacement.
Contractor is required under this contract to verify all distances/lengths from TR to WAO to insure they meet VA OIT standards.
7. Has a test fit of the indicated TR’s scheduled for renovation been performed to validate that VA OIT standard racks terminating the indicated number of station cables with maximum jack densities per rack meeting VA OIT standards will fit in each of the spaces?
A test fit has been performed and rooms do not fully comply with required amount of space, due to physical limitations on existing floors. VA accepts sizes indicated on drawings for existing rooms and also accepts sizes for newly created rooms indicated for renovation.
Additionally, VA is adding two TR rooms for expansion, TR B4196 and TR B5196, both located in Building 12. TR B4196 will expand into room B4198 (currently a Housekeeping Aid Closet) to form a single room. TR B5196 will expand into room B5198 (currently a Housekeeping Aid Closet) to form a single room.
