3. Provide answers to technical questions see below:
These questions are from the SOW:
1. Paragraph B1, IV, 1. – Refers to a SOW Attachment 32, which we could not find. Was it labeled as something else? There were two #33’s.
a. See Attached SOW Attachment 32. SOW Attachment 32 is the NCO 15 Form 10-6298 AE Fee Proposal Submission Form that the AE should use to put together their Price Proposal.
2. Paragraph B1, IV, 2. – Refers to “Supplement B” – is that part of Attachment 32?
a. The Supplement B is the SOW. It is not part of Attachment 32. SOW Attachment 32 is the NCO 15 Form 10-6298 AE Fee Proposal Submission Form that the AE should use to put together their Price Proposal.
3. Paragraph B1, IV, 5 – “Correction of A/E’s Errors and Omissions, including required site visits to ascertain remedial action, is included in scope of services at no additional cost to the VA.” Without a full analysis of the 22 attachments for Hazmat information and a further investigation of the buildings, this paragraph will have to be an exception. If you can further clarify what the intent of “…ascertain remedial action…”, then that will be reviewed. Most pollution insurance carriers will not cover an undefined amount of risk. If the intent is to rely on the 22 attachments for Hazmat information, then
a. This statement is in regard to errors in the AE Design Drawings during construction. RFI’s posed by the contractor that require additional information from the AE and/or drawing revisions.
4. Paragraph B2 Industrial Hygiene Services, I, - This implies that hazardous materials are included in this contract. However, lead and asbestos surveys are the only materials identified. Please clarify the following:
4.1 The introductory paragraph includes “heavy metals, etc.” Please specifically define what these include. For example, mercury.

4.2 Paragraph 1.d – Please reword this to: “For asbestos and lead contamination, determine the extent of abatement required to eliminate all tested impacts to this project.”

4.3 paragraphs a, b and c – Please define the number of tests and extent of testing, since an environmental company could spend thousands of dollars to further define the limits of pollution and materials, including lab verification and costs. Also, words such as “any” and “all” have to be quantified or the costs to include to mitigate will be high due to the risks.

a. (2) IH Inspectors. 4 days per IH Inspector. 8 days total to inspect all areas within the project Scope of Work.
b. 250 Asbestos Samples (PLM). Data Closets and adjacent rooms.
c. 250 Lead Paint Chip Samples (FAA). Data Closets and adjacent rooms.
d. 150 Mold Air Samples. Data Closets and adjacent rooms.
e. Proposal to include lab testing.
5. Paragraph B5 Design Review and Completion Schedule – Verify that the notice to proceed for the next phase will be given on the same day as the review meetings (ie 35%, 65%, and 100%). It appears that is the intent with the way the schedule and days add together.
a. See SOW – Rvd - Supplement B – 05042021 – EHRM Infra JB. Line #5 under B5 Design Review and Completion Schedule to state The Notice to Proceed for the next phase will be given on the same day as the review meetings (i.e. 35%, 65%, 95%, and 100%).
SF 330 Questions:
6. Paragraph 5., 1. Professional Qualifications: We understand there is to be Missouri licensed structural engineer. However, what other disciplines do you want to see in this section? You request that each “lead designer in each discipline must be registered.” Please define what those disciplines are, so that all proposing firms are on an equal evaluation basis.
a. Phase 1 Factor 1 has been revised to the following:
Professional qualifications necessary for satisfactory performance of required service. The A-E is expected to provide services in the following disciplines, at a minimum: All supervisory requirements, VPIH, Structural, Architectural, Mechanical, Electrical and Plumbing (Including Fire Protection). The firm and A-E on staff representing the project or signing drawings in each discipline must be licensed to practice in any one of the United States of America, with the exception of the Structural Engineer, who shall be registered/licensed in the state of Missouri. Provide Professional License numbers and/or proof of Licensure. The evaluation shall consider the specific experience and qualifications (i.e., education, training, registration, certifications, overall relevant experience, and longevity with the firm as full time employees) of personnel proposed for assignment to the project, and their record of working together as a team when evaluating professional qualifications. The lead designer in each discipline must be registered but does not have to be registered in the particular state where the project is located.
7. Paragraph 7. Submission Criteria/Requirements: The sixth bullet has a total of 50 pages, including CPARS and PPQs. Your PPQ is four pages, which means if we include six projects that takes almost half of the total page count. Please expand the total pages or exclude the CPARS and PPQs from the page limitation.
a. The PPQ that is included is 4 pages, but on page 4, it specifically states that the 4th page will not count. A PCARS or PPQ is only 3 pages for a maximum of 18 pages of CPARS or PPQs if 6 total projects are listed in Section F. The 50 page limitation is sufficient and will not be changed. However, in addition to the SF-330 submissions, firms must provide a second accompanying document that includes the following information (The accompanying document will not count towards the page limitation of the SF330):
Cage Code; 2) Dun & Bradstreet Number; 3) Tax ID Number; 4) The E-mail address and Phone number of the Primary Point of Contact; 5) A copy of the firms Vet Biz Registry.
