About this file

This document is a Responses to Questions/RFI/Clarifications for Solicitation Number 36C26326B0021, Project Number 568A4-23-207, Replace 1 North HVAC System (HS).

The Q&A clarifications address staffing, site logistics, technical specifications, and project procedures. Key personnel requirements specify that while three separate individuals are not mandatory, at least two are required—specifically, the SSHO must be a separate qualified individual from the superintendent and quality control manager. The VA will handle furniture relocation and there is no on-site material staging location available; all materials must be brought in as needed. The new HVAC system will remain standalone and not integrate with the building management system under this project; integration will occur via a separate project. The Building Automation System graphic display shall be located in the mechanical room per drawing specifications. Fencing for the secure work area must be installed on the exterior near the new condensing unit as shown on Sheet 12-GI102. Temporary power will be provided at the trailer location; coordination with VA electricians is required for specific power requirements. No rooms require escort access, though a construction key will provide mechanical room access with other room access coordinated with the Contracting Officer's Representative (COR). The COR and VA Engineering will provide construction period services as the original designer is no longer in business. Personnel relocation applies only to day work areas; weekend and night work areas will remain occupied. The contractor must provide a ProCore or Submittal Exchange subscription service for the project duration through closeout for submittals, RFIs, and daily logs. Fire sprinkler contractor will determine optimal reconfiguration methods for piping and heads to accommodate new duct installation per NFPA 13 standards. As-built information for the fire suppression system will be provided post-award without guaranteed 100% accuracy.

QUESTION GOVERNMENT RESPONSE

1 General

Does the superintendent, QC and SSHO need to be 3 separate individuals?

Three separate people are not required, but at least two are. Per the SOW 4.2 “The project shall have a dedicated on site superintendent”, and 4.3 “The SSHO has no other duties and must be separate from the superintendent and/or quality control manager.” Spec section 01 35 26 -19, 1.9(C.) states that

“competent persons can have collateral duties, except the SSHO must be a separate qualified individual”

General

Will the VA remove and relocate furniture as needed or will this be the responsibility of the contractor? If so does the contractor need to provide a space for this furniture or is there somewhere in the building it can be taken?

Yes, VA will relocate furniture as needed. This will not require any action by the contractor.

3 General

Is there a location inside the building for staging any material or will everything need to be brought in daily/as needed?

No. there is no location available for staging of material.

4 23 09 23

The specs state there is no current building management system and that this will remain a stand alone system, please confirm and that there are no intentions to integrate this with other systems/ parts of the building

That is correct. The system will be integrated with the building management system under a separate project.

5 23 09 23 Should the graphic display for the BAS be located in the mechanical room?

Yes, per note 8 on Sheet 12-

MP162.

6 12-GI102

Note 5 states “FENCE - CONTRACTOR

BUILDING SECURE WORK AREA”

Which area are we to fence in? Just by the HVAC unit and mech room?

The area to be fenced is on the exterior as shown near the new condensing unit as shown on Sheet 12-GI102.

7 12-GI102

Is there temp power accessible at note 6 – trailer location? Please advise where we can pull power from

– does building 66 have availability to pull from?

Power will be provided, coordinate with VA electricians for power requirements.

General

Are there any rooms that require an escort? Or will the prime contractor be given PIV badge access control to those rooms?

No rooms require an escort, and it is not anticipated that PIV access will be required. A construction key will provide access to the mechanical room, access to other rooms will be coordinated with

COR.

Site walk question

It is our understanding that the designer of record is no longer in business – will the VA be handling Design/construction review? Or is there another party being contracted for this?

The COR and VA Engineering will be providing Construction period

Services for this project.

10 Project General Notes 12-GI102

Note 13 states that “personnel in the phased renovation upgrade area will be temporary relocated during construction” Does this only apply to the areas we are performing “Day work” in? We are assuming the areas labeled for weekend and night work will be occupied for the duration of the project?

Note 13 does apply to areas the contractor will be performing day work in.

Areas labeled for weekend and night will be occupied for the duration of the project.

Submittals

Please advise if there is a construction submittal / document database required to be used by this installation? Or will the VA utilize the contractor’s preferred system for submittal and document review?

The SOW Section 4.6 states that the contractor shall provide the subscription service via ProCore or Submittal Exchange for the duration of the project through close-out. This will be used for submittals, RFI’s, daily logs, etc.

12-FX131

The following verbiage on the fire suppression drawings is extremely vague and gives the contractor no basis to provide a proposal on, are we to assume heads need relocated in every room? The only way for each contractor to provide a comparable number is for there to be a set quantity of heads assumed to be relocated. Please advise.

“RECONFIGURE PIPING AND

SPRINKLER HEADS AS NEEDED TO

This is intended that the fire sprinkler contractor will determine the optimal method of reconfiguring sprinkler piping and heads as needed to accommodate new construction.

ACCOMODATE DUCT INSTALLATION

IN THIS AREA PER NFPA 13, LIGHT

HAZARD OCCUPANCY

REQUIREMENTS.”

13 12-FX131

Can the owner provide any as built information on the fire suppression system?

As-builts will be provided after award. 100% accuracy is not guaranteed.
