ITEMS FOR THE CHILLER CONTRACT THAT NEED TO BE ADDRESSED:
a. VFD’s are called out in tasking, but not noted on equipment schedule. Please update equipment list showing the VFD’s within scope of this contract. Let me see the equipment schedule and I will update this when I receive. (MR)
· Chill Water Pump 9 (CH1),10 (CH2),11(CH3),12 CH4 VFD’s
· Condensing Water pump 1,2,3,4, 5/13 (Condensing water pumps for Cooling tower 4, labeled both as 5 and 13, is the same one)VFD’s
· Cooling Tower Fan 1,2,3,4 VFD’s b.
a. Tighten all terminals in control panels – Please define number of control panels and locations. What is baseline count? Will update this item soon (MR)
· CH-1,2,3 Local control panels located at the chiller itself.
· Chiller Metasys Panel located across from the centrifugal chillers. This is the manual operation panel for the cooling towers
· Cooling Tower 1,2,3,4 Pinger Control Wiring located at the associated cooling tower on the south wall of the chiller plant
· Main control for tower water makeup, located at condensing water pump 2
· Prominent Multiflex water chemistry monitors for Cooling Towers 1,2,3,4, located on the south wall of the chiller plant by the associated cooling tower
· Trane TruSense MG refrigerant monitor
· Metasys control panel located above Trane TruSense MG refrigerant monitor
· Metasys Panel located in the mezzanine in Building 2 next to the condenser water pump for the absorption chiller by the hoist
b. Perform functional performance testing of sensors and devices as needed – Please define sensors, devices and locations. What is baseline count? What is the measure of performance? Will update this item soon (MR) The measure of performance should be defined as verifying all sensors are calibrated and all programming related to the performance and operation of the associated systems are modulating properly, maintaining setpoint within the range assigned, and valve operations are in the proper sequence. The sensor list will be below.
c. Correct / repair / replace panel labeling as needed – Please define which panels and labeling standard are required. Will update this item soon (MR) The existing labeling for the panels as listed above will suffice. We need valve labeling for hard to see areas in the overhead in the chiller plant. We also would need to have the sensors labeled using some industrial labeling standard that would make it visible and be able to withstand industrial environments. Again something similar to the labels on the panels above will suffice for the sensors and valves.
c. Will a list of sensors, types and locations be provided? Yes, except for the internal centrifugal chiller sensors which the main chiller contractor shall maintain. (MR)
d. 4. Please provide a list of VFD’s covered under this contract (make and model). They are not provided on the current equipment list but are listed under the VFD PM monthly service scope. I will provide and the item should be a quarterly check, not a monthly check. (MR) Please see below for a list of VFD’s and model numbers
Reference: SOW Revised – Page 2 Any parts needed for repair and replacing on any item listed above shall meet or exceed current equipment standards. Contractor will pay for any replacement parts, pumps, valves, temperature sensors, pressure sensors, Variable Frequency drives, etc. and the Contracting Officer Representative will ensure all parts are checked for this requirement In regard to the referenced information above - Are we to price this for all parts that could possibly need to be replaced? Or is there a NTE amount or IDIQ amount for parts? Let me talk to the contracting officer about how to handle this. I am thinking a NTE amount for parts with a baseline average value of replacing one set of valves, pumps and sensors for an individual cooling tower and chiller system and associated programming.
· Relating for all 3 sections below (#1-3 from RFQ) – does programming and sequencing already exist to meet the RFQ requirements, or will the provider be required to bring systems to the standard under the contract? This should be part of the PM Contract Pre-Inspection site visit and the provider shall be required to bring the systems to the contract standard
· We assume all SOO’s are current and fully functional, is this correct? Any changes need to be provided by engineer of record or site leads with specific SOO.
· Relating for all 3 sections below (#1-3 RFQ) – Will the past calibration certificates be made available for a baseline? There are no certificates available for a baseline.
· If not provided, then baseline will need to be created for all sensors. Yes, a baseline will need to be created
· This would also require creation of the sensor database. Does the sensor list exist? No, sensor database will need to be created. I can provide a list of sensors, but an official database will need to be created and agreed upon during the PM Contract Pre-Inspection.
· Will a list of sensors, types and locations be provided? See Below for an initial list of sensors, types, and locations. The pre inspection walkthrough should be used as the final verification for the sensors and locations
· Need a list of VFD’s to be covered, make and model. I do not see these on the equipment list but in description states 4 VFD’s CCW and CW. See Below for the list of VFD’s make and model:
1. For the cooling tower portion of the chiller system, the contractor shall troubleshoot, repair, replace, calibrate the following items:
0. Is the stand-alone high/low limit alarm system already in place and functional? We have a system that uses a sensor located on each cooling tower that reports a high level to the control room, but this system will need to be modified
0. Is the make-up water reporting system already in place and reporting as described? No, this system will need to be created.
1. For the chiller portion of the Metasys system, the contractor shall troubleshoot, repair, replace, calibrate the following items:
1. Assumption is all valves and handwheels are currently working both manually and on BMS system. Can this be verified as operational? This will have to be checked as part of the site PM Contract Pre-Inspection by both the contractor and site personnel so that there is dual verification of any items that are not operational.
1. For the Absorption chiller part, this may change due to the current installation of a new absorption chiller, but the following requirements should be part of this current contract:
2. Electronic copy of SOO, functional testing and graphics need to be turned over to JCI before accepting any portion of this scope once the project is complete. Will turn over the SOO to JCI upon receipt of SOO.
