| What product specifications are required for the new artificial turf shown in Attachment 7 (manufacturer, pile height, face weight, infill type, backing, and warranty)? |
Answer : The VA does not specify a required manufacturer. Product cut sheet submittal and physical sample submittals for artificial turf are required. Artificial turf submittals must comply with Specification 013216 (Shop Drawings, Product Data, and Samples). The product must meet all requirements in Part 5 – Artificial Grass Installations of the SOW, including manufacturer‑approved: installation, perimeter attachment, seams, and drainage requirements. Product specification requirements are provided in Part 5 – Artificial Grass Installations of the SOW.

| What are the detailed requirements for the handrail system shown in Attachment 9 (material, finish, post spacing, mounting details, and applicable standards)? |
Answer : The SOW states that the contractor shall furnish and install approximately 75 LF of permanent stainless‑steel handrail, including a continuous concrete handrail curb, matching nearby installations. Acknowledging nearby installation shows embedment, either surface mounting or embedment are acceptable mounting solutions to the VA. | Must the curb ramps be constructed as Type B with detectable warning surfaces per Attachment 4, or is an alternate detail acceptable? |
Answer : The SOW states, “Prior to beginning any construction work, the contractor shall perform a detailed topographic survey of all affected areas and submit layout drawings for review and approval by the COR. These drawings shall illustrate the proposed work, including but not limited to concrete limits and ramp configurations. Drawings shall indicate final grading and slope percentages.”
This requirement establishes that ramp configurations including any proposed alternatives are subject to COR review.
Alternative details are acceptable under specific criteria.
1) The alternative ramp detail meets or exceeds ADA requirements, and Barrier Free Design Standards: https://www.cfm.va.gov/til/etc/dsBarrFree-2025-05.pdf.
2) The alternative ramp detail matches all applicable VA specifications.
