About this file

This document contains Requests for Information (RFIs) for VA Solicitation #36C26125R0068, a project titled "ATS Replacements in Boiler Plant, B3, B25 and T5 at Fresno VA" with Project Number 570-25-501. The RFIs address three key technical questions: (1) the source for temporary Automatic Transfer Switch (ATS) utility main breaker and the feasibility of a temporary power plan, (2) the contractor's responsibilities for system commissioning, and (3) the disposition of removed electrical equipment.

The VA responses indicate that temporary construction will require a generator to support boiler and chiller operations with no allowed downtime, the contractor's commissioning responsibilities are limited to mentions in the Statement of Work, and the electrical equipment being removed is end-of-life and not intended for salvage. The document provides clarification on technical details and project expectations for potential contractors bidding on this VA facility infrastructure replacement project.

VA Responses to Requests for Information (RFI’s)

Solicitation# 36C26125R0068

Project Title: ATS Replacements in Boiler Plant, B3, B25 and T5 at Fresno VA

Project Number: 570-25-501

RFI #1: Section 4.3 pg 9 of 44

The mention of a Temp ATS with Temp main breaker and Temp Emergency breaker. What is the intended source for the Temp Utility Main breaker of Temporary ATS? Also mention of Temp SWBD but is it assumed or practical to see a temp power plan that sources each MCC 1-2 and 1-2A as single point of connection from the Temp service in lieu of the more significant quantity of individual equipment connections for a temp

SWBD?

RFI #1 Response: The temp construction requires generator. This equipment is the boiler and chillers for the facility and downtime is not allowed for this construction. So temp equipment in place for construction must occur.

RFI #2: 2) Specification 01 91 00 Sections 1.7

Define the expectation of this Contractors responsibility for the Commissioning of All Systems noted in Table

1.7 and beyond what is specified in Section 1.10 and the assignment of a Commissioning Manager.

RFI #2 Response: Nothing beyond other than mentions in the SOW.

RFI #3: 3) Specification 02 Demolition, affirm the intent of the solicitation is for this Contractor to salvage from site all removed electrical equipment and materials at this contractor’s expense. And not to owner, the electrical equipment specifically.

RFI #3 Response: The electrical equipment is end of life and not intentions for salvage.
