About this file

This document is a Request for Information (RFI) for the VA Veterans Health Administration's project to replace chillers in Building 65 at the Roseburg facility. The RFI contains 38 detailed questions and responses covering technical specifications, project requirements, and clarifications, including key points such as refrigerant type (transitioning from R-134a to R-513a), chiller replacement approach (phased manner), seismic bracing requirements, and contractor responsibilities for systems integration. The project involves replacing existing chillers with new TRANE brand chillers, with specific considerations for patient care continuity, electrical system compatibility, and building infrastructure modifications.

The RFI addresses multiple technical and administrative aspects, including personnel qualifications (allowing combination of Site Superintendent, SSHO, and Quality Control Manager roles), electrical panel capacity verification, lighting requirements, and integration with the existing Metasys Building Automation System. Additional details include a 20% bid bond requirement, confirmation of the NAICS code (238220), and guidance on handling potential environmental hazards like asbestos or lead-based paint, which will be treated as a Differing Site Condition if encountered during construction.

a. Estimate the actual area of repair to be approximately 4’x4’.

14. “REPAIR/REPLACE EXISTING DECKING DAMAGED BY ROOF LEAKS” per Construction Note 3 on sheet 5 of 8 is unbiddable as a quantity has not been provided.

Please provide a decking repair/replacement allowance for the contractors to provide in their bids to relieve the contractors of unquantified risk.

a. Estimate the actual area of repair to be approximately 4’x4’.

15. Please provide as-builts for the decking so the contractor can obtain existing decking type for bidding purposes.

a. There are no plans available to provide details of the roofing system.

16. “REPAIR/REPLACE/CLEAN/PAINT ANY LOCATIONS INSIDE THE STRUCTURE

THAT WAS DAMAGED DUE TO ROOF LEAKS” per Construction Note 4 on sheet 5 of 8 is unbiddable as a quantity has not been provided. Please provide a painting allowance for the contractors to provide in their bids to relieve the contractors of unquantified risk.

a. Estimate approximately 50 SF.

17. “PAINT ADJACEMENT AREAS OF ROOF REPAIR/REPLACEMENT” per Construction Note 6 on sheet 5 of 8 is unbiddable as a quantity has not been provided.

Please provide a quantity, distance past the repairs requiring paint, or provide an allowance for the contractors to provide in their bids to relieve the contractors of unquantified risk.

a. Estimate the perimeter of the repaired space for painting adjacent surfaces.

18. Please provide a door schedule.

a. Attached are two photos of door frame plates providing their data. None of the doors contained a data plate. When the contractor replaces the existing doors, they still have to meet the current NFPA codes. Door frames are not being replaced, but the door frames need to be sealed weather tight against the building.

19. Please provide a light schedule.

a. See specification 26 51 00 – Interior Lighting for further details.

20. Please provide an exit light schedule

21. Please provide a battery-operated egress light schedule.

22. Please provide ceiling grid and tile schedule and specifications.

a. See specification 09 51 00 – Acoustical Ceilings for further information.

23. Please confirm lightning protection scope is limited to structural lightning protection and grounding only.

a. Contractor shall follow the lightning installation requirements of specification 26

41 00 – Facility Lightning Protection.

24. Please confirm the items requiring seismic bracing as follows per the items shown on Sheet 6 of 8:

• Existing Expansion Tank QTY. 1

• Existing Air Separator QTY. 1

• Existing Electric Heater QTY. 1

• Existing Vent Through Roof Qty. 1

• Chilled Water Supply and Return piping shown on detail 1/6 & 1/7

• Condenser Water Supply and Return piping shown on detail 1/6 & 1/7

25. I just noticed that the NAICS code on the first page is 238220, but on page 21 it states

238223. Does it matter that they are different codes, or should they be the same?

a. 238220 is the approved NACIS code for this project.

26. Please provide clarification on the required model, ratings, breaker size for overcurrent protection for the new chillers

a. B65 Electrical Study Table 3.1 - Protective Device Evaluation – 2015 for additional information attached.

27. What is the desired light fixture type?

a. Light fixture shall meet the requirements of specification section 26 51 00 – Interior Lighting.

28. Since awards are taking much longer than normal in 2025, can the VA publish an abstract of offers after the submission date? The long lead time of RFP's are making it increasingly harder for bonding for small businesses

a. Due to utilizing FAR Part 15 – the abstract only applies to solicitations utilizing FAR Part 14. However, during the Pre-Construction meeting a Partial Notice to Proceed can be issued to cover long lead times.

29. The PROPOSAL EVALUATION AND SUBMISSION REQUIREMENTS reference a separate Site Superintendent, SSHO, and Quality Control Manager. Do all three of these positions need to be separate people if so, does the QCM and SSHO need to be on-site full time?

a. No, they can be the same person as long as qualifications for those positions are met with that person.

b. The Superintendent and SSHO shall be on site during construction operations.

30. The spec calls for refrigerant R-134a, but the specified chillers are currently supplied with R-513a due to code updates. Can you confirm the refrigerant required?

a. The new TRANE Chillers will be factory charged with its required refrigerant per its name Plate. The remaining Existing Chiller #4 will stay R-134a. I believe you can no longer purchase a 134a chiller from the factory.

31. What is the bid bond percentage for this project? The percentage is left blank on page 18 of the solicitation.

FAR Clause 52.228-1 Bid Guarantee (c) - The amount of the bid guarantee shall be 20% percent of the bid price or $3 Million, whichever is less.

32. Can the SSHO, QCM, and superintendent positions be fulfilled by the same individual, provided qualifications are met? If not, can the superintendent double as the SSHO?

a. Yes, they can be the same person as long as qualifications for those positions are met with that person.

33. If roles can be combined, do we still need to provide a separate resume for each role as identified on Technical- Subfactor 2- Key Personnel (page 9 of 86)? Please let us know which resumes need to be provided if roles are to be combined.

a. The roles can be combined. However, if the roles are to be combined by one person, please reflect the role and period of time in which the person held both roles.

34. Since awards are taking much longer than normal in 2025, can the VA publish an abstract of offers after the submission date? The long lead time of RFP's are making it increasingly harder for bonding for small businesses

a. Repeat question #37.

35. The PROPOSAL EVALUATION AND SUBMISSION REQUIREMENTS reference a separate Site Superintendent, SSHO, and Quality Control Manager. Do all three of these positions need to be separate people if so, does the QCM and SSHO need to be on-site full time?

a. Repeat question #38.

36. What is the desired light fixture type?

a. Repeat question #36.

37. Please confirm whether the contractor is responsible for any of the following tasks related to the chiller’s integration with the existing Metasys BAS:

Binding chiller control points into the Metasys front end Creating graphical user interfaces for the chiller Setting up trend logs and alarm configurations for the chiller Programming supervisory controllers or operator workstations related to chiller operation

a. The contractor is responsible for making sure that the new chillers are installed, fully functional and ready for commissioning. This includes all necessary systems integration, programming, pretesting/testing etc.

38. VA Comment:

a. All new lighting that will require to be wired to the Panel XCP will need to be field verified by the contractor for available capacity. Photos showing the insides of panel XCP, Panel A, Bldg. 65 GEN DIST, and Powerlinks Dist. are attached to help with verification.

b. Under specification section 23 64 00 Packaged Water Chillers, the brand name YORK was the bases of design and has been removed from the project. This has been changed to a TRANE brand chiller for the bases of design. Details have been updated in the specifications.
