About this file
This document is a set of Responses to Request for Request (RFR) for the Gillette Small Upgrade Project by the VA, dated 12/30/2025. The project involves interior and exterior work at a clinic constructed around 2009, with a desired 45-calendar day construction period following the Full Notice to Proceed. Key requirements include a Superintendent with OSHA 30-hour certification who must be on-site at all times, Class IV Infection Control Risk Assessment (ICRA) barriers for interior work, and strict safety protocols requiring all workers to have OSHA 10-hour construction safety certifications. The VA's basis of design for furniture is Steelcase, but equivalent VA-approved alternatives are acceptable, and exterior door access controls will be handled separately by the VA after project completion.
Specific contract details include bid guarantee and performance bonds being required for offers exceeding $150,000, no presence of asbestos or lead materials, and a site visit already conducted on 12/19/25 where rough dimensions were provided. The contractor must verify final dimensions after award and before material ordering. The project timeline involves the VA Contracting Officer working with the contractor to determine a feasible start date considering factors like weather, submittals, and material lead times. Contractors are expected to provide all necessary personnel to complete the work correctly, timely, and safely, with the Superintendent potentially fulfilling the Safety Officer role.

Answers to RFR’s 666-26-121 Gillette Small Upgrade Project.
1- Site visit document mentions Bid Guarantee and P&P bonds are required per the solicitation documents, however, the solicitation states they are not required on the SF. Could you please confirm whether they are required or not?
If your offer exceeds the $150k, yes these are required. Please send a hard copy to this address:
6162 Willow Drive, Greenwood Village, CO 80111 attention to Elia L Ruiz Manzo
Contracts exceeding $150,000 require them per FAR 28-102-2.
2- Does the Superintendent need to be directly employed by the Prime Contractor?
No. The Superintendent may be a subcontractor, as long as the Limitations on Subcontracting (e.g., percentages of work performed by subcontractors) are not exceeded.
3- Must the Superintendent be on site at all times while work is commencing?
Yes.
4- Are there any other mandatory on-site roles required in this contract?
Please see the Scope of Work (SOW), drawings, specifications, and solicitation documents and provide all personnel necessary to complete this work correctly, timely, and safely. The Superintendent may fulfill the Safety Officer role on this project. The Superintendent is required to have an OSHA 30-hour construction safety certification, and all other workers on-site are required to have OSHA 10-hour construction safety certifications.
5- When does the VA expect the project to start following the award?
The desired schedule, per the SOW, is 45 calendar days for the construction period from date of Full Notice to Proceed (NTP). The VA COR and Contracting Officer will work with the contractor after award to determine a feasible construction start date given conditions such as weather (for the exterior work), working through submittals/RFIs, and lead times for materials/furnishings.
6- Are there any concerns for Asbestos Containing Material or Lead in the areas being worked in?
No. This clinic was constructed in approximately 2009, and no known Asbestos-containing materials nor lead paint are present.
7- What Class do the ICRA barriers have to be? Hard walls with negative air, or just plastic sheeting?
For all interior work on this project, the Infection Control Risk Assessment (ICRA) is Class IV (four). Hard construction walls and negative air with monitoring will be required. Please see the provided ICRA for this project for all the ICRA measures required. This will be updated with the
12/30/2025 correct dates and contact info after the contract is awarded. There are no anticipated ICRA requirements for the exterior work aside from dust control.
8- Who is the supplier for the furniture and caseworks? Sizes and colors are provided, but no manufacturer is listed.
The VA’s basis of design shown in the drawings is primarily based on Steelcase furnishings. The ‘part numbers’ listed are for Steelcase. However, a VA-approved equivalent brand(s) or product(s) would be acceptable. The alternate brand(s) or product(s) must be submitted for approval by VA and must meet all applicable VA requirements and specifications.
9- Does the VA have someone to take care of the access controls?
Yes. VA will provide the exterior door access controls as a separate effort from this project. This will be completed after this project is done. See ‘General Note’ 12 on drawing Sheet A601 (page 7). The exterior door needs to be fully functional (aside from the key-card access controls) when this project is done.
10- Can we get into the building to get some measurements? Or could the VA revise the plans to provide measurements?
A solicitation site visit was held at the Clinic on Friday, 12/19/25. Rough dimensions are shown in inches in the drawings provided with the solicitation. The contractor shall verify all final dimensions after award and before ordering material and submittals are approved .
End of 12/30/25 RFRs.
