CONTINUATION PAGE

36C25924R0105 Amendment 0003 RFI Responses

1. Do you have any engineering drawings for the freestanding signs?

Reference VA Signage Design Manual 2.5.7 for installation details. Please see attachment PG 18-10 Signage Design Manual.

2. The design for the exterior signs call for routed out aluminum faces with white copy. I assume that we are just backing up the routed-out aluminum faces with white acrylic. Is this assumption correct?

Yes.

3. Do you have a spec for the Electronic Message Unit. It notes that it should have cellular communication controls. However, it doesn't mention anything about the resolution (pixel pitch) of the sign.

Please see attachment PG 18-10 Signage Design Manual, page 589. Please refer to sections 2.5.6 & 2.5.7 for installation details. Pixel pitch 8mm or better.

4. Do they have callouts for the type of brick on the base of signs?

Match campus brick color and style.

5. With the brick sign bases, we often fabricate a steel frame, prime, and paint the frame, clad it with DuraRock and then skin it with brick. Would this be an acceptable method of construction, or would you prefer a CMU base clad with brick?

CMU Base.

6. At the back of the exterior signage drawings, there are stop signs and street name signs. These signs are mounted on decorative poles. Is there a spec for the poles (manufacturer and product number) that you would like us to use, or would you just like us to find something similar?

The attachments are provided as a basis for design, and alternates are acceptable if they meet VA requirements. During pre-fabrication, the contractor shall provide a submittal with the proposed signage. More details on this submittal can be found in [101400 Exterior Signage (readme)] specifications.

7. There were no VA Specifications (incl. Division 1) provided, and the Drawings provided are in the form of Shop Drawings from a vendor (Creative Signage) who apparently prepared a previous estimate for this work. RFP, A.4 Statement of Work, states that the Contractor shall provide stamped drawings for signage requiring footings. Is the VA considering this project a Design-Build and that the full Specifications and Drawings are to be prepared by the Offeror?

The awardee will be expected to follow the VA Signage Design manual and typical installation methods. This is not a design build requirement.

8. If the VA is considering this project a Design-Build and the Contractor is to prepare stamped Drawings and complete Specifications, will the VA add sufficient time for the investigation and preparation of these drawings, including the various VA review phases?

This is not a design build requirement.

9. Will the VA clarify if any Hazardous Materials are expected to be encountered or disturbed during the course of this project? If so, will the VA provide a current HAZMAT Survey for this campus?

Please see [Asbestos Maps/Asbestos Bldg #]

10. Since this is a comprehensive package and every sign is being updated (no matching on this scope), would the VA consider alternates that would offer a better value to the VA that is still updateable and meets all VA guidelines?

Yes.

11. Is there a site plan showing all the existing signs, so we know where these are all to be installed?

Site investigation to determine all existing sign locations, and program new locations are within the scope of this project.

12. It looks like the call out for each sign schedule document does not match the actual drawings and many are missing. Example DW-03 is missing from schedule - DW-08 is ADA Room # on Dwg but Baby Changing on schedule - Can we get the schedule and drawings match? accurate?

Quantities and descriptions are correct on the schedule.

13. Is there any risk of running into Asbestos or Lead in any of the buildings for the removal of old signs and install of the new? If so, please provide Hazardous materials reports.

Please see [Asbestos Maps/Asbestos Bldg #]

14. Will the new signs be installed in the exact same place as the old ones on the interior or will there need to be wall repair done at each location? None of that is shown on the drawings.

Minor wall repair expected at each location.

15. Can the VA confirm that the entire area where interior signs are to be installed will be vacated during construction?

No areas will be vacated during construction.

16. Will we need to use any type of ICRA barrier when removing and installing interior signage? If so in which buildings, which floor, and what areas?

ICRA Requirements will be provided as an amendment to this solicitation. Please see attachment [ICRA for Wayfinding Project] for details.

17. Will the site require Traffic or Pedestrian Control for the Exterior Signage /Earthwork / Groundwork?

Yes.

18. There is a lot of groundwork that is to be done, are there any as builts that we could have that depict any conflicts with underground utilities of any type?

Yes, and excavation permits will be required. Please see [Campus Utilities (Reduced File Size)] for underground utility locations.

19. On the exterior signs where we are removing old signs and replacing with new, do we have to remove entire old sign including footing or can it be cut off at grade and new sign installed in close proximity to the old one?

Old footings to be removed, back filled with native soil, and topped to match existing landscape.

20. Does the VA want to keep or recycle any non-hazardous items of materials removed from demolition? Or will all non-hazardous items and materials be allowed to be sent directly to the landfill?

Recycle to the greatest extent possible.

21. What type of surface are the Skyline letters and logo being installed on? How thick is that wall?

Foam panel with stucco. Sign will require stamped engineering drawings and connect to steel behind the wall. Wall is approximately 12in thick.

22. Will the VA clarify if the Contractor’s Site Superintendent, if duly qualified, may also serve in the roles of SSHO and CQC, or will a separate individual be required for either of these two rolls? If so, how much time per week is each required to be on site during construction?

The Superintendent may share the role of the SSHO. The Superintendent may not serve the role as the QCM. The QCM may share the role of the SSHO. The Superintendent and QCM shall be on site during all periods of construction.

23. Is there a location specified for Construction trailer available and does that location have the temporary power required already set up and ready to go? Or will we have to use a generator to power construction Trailer? If so, where is this location and what is the largest trailer that would fit?

Yes, there is space available for a trailer. Power connection to be provided.

24. Will the VA clarify if the VA or the Contractor will engage the Laboratory Testing for this project?

Contractor.

25. Will the VA confirm that the majority of this project will be performed during normal working hours and what those hours will be?

Yes. Normal working hours are between 6am-5pm.

26. Will x-rays be required before saw cutting or coring interior or exterior?

No.

27. Confirm that the VA will be responsible for moving out all existing FFE furniture and Equipment in all areas prior to construction?

Yes.

28. Where is the anticipated laydown area for the general contractor, and what are the dimensions of this space?

The contractor will be provided a laydown area. Contractor is guaranteed 40’ x 30’ laydown area for mobile office or storage.

29. Will the contractors and workers be allowed to use the restrooms inside of the building? Will the workers be allowed to use the VA cafeteria during breaks?

Yes.

30. Will we be allowed to use mechanical means of excavation, or will we have to use a dig with air / water vac truck?

Mechanical means of excavation will be allowed.

31. Where will be the location of the Primary Site ID monument illuminated sign?

Please refer to 101400 Exterior Signage Specifications in the amendment to this solicitation.

32. Where are the 2 locations of the 20ftx23ft “VA Medical Center” signs?

Please refer to 101400 Exterior Signage Specifications in the amendment to this solicitation.

33. Can we get Architectural Drawings of the buildings that will be requiring interior signage scope of work?

Floor plans are provided as an amendment to the solicitation. Please see [Floor Plans] zip file.

34. For the monument signs that include masonry and concrete at the base, what is directly underground?

Campus utility lines will be included as an amendment to this solicitation.

35. During the site visit we were told that they do not know where the new signs are going and that the new locations will be pointed out post award. How would you like us to bid that as there are many variables that come into play as far as location and types of surface and subsurface that will have to be penetrated for the new signage. Should the install be just a budget?

The awardee shall program sign locations and a location plan. Requirements for this submittal can be found in 101400 Exterior Signage, 101400 Interior Signage specifications. The contractor should budget accordingly when submitting their proposal.

36. It is understood construction barriers need to be set up and removed outside of normal work hours. Can demolition that could cause excessive noise be performed during normal working hours?

Yes.

37. Can demo be performed during normal work hours?

ICRA requirements will be provided as an amendment to the solicitation. Please see [ICRA requirements for Wayfinding Project].

42. Due to circumstances beyond our control, the construction industry continues to experience significant volatility, resulting in material lead time delays and unforeseen costs of materials in nearly all commodities. How is the VA going to accommodate this if this trend continues?

Time delays such as manufacturer lead times, may receive a contract mod to extend the duration of the contract at no cost to the government.

43. Do you want Pricing Schedule in Excel Format as a separate attachment or is the PDF version inserted into the solicit as 2.1 one document acceptable?
