About this file

This document is a Request for Information (RFI) related to a federal contract opportunity for correcting electrical deficiencies at the Rocky Mountain Regional Veterans Affairs Medical Center (RMR VAMC). The RFI provides responses to questions from potential contractors regarding the required work, which includes replacing 9 substation breakers, 5 power quality meters, and 3 power relays, as well as adding surge detection monitoring to 31 switchgear. Replacement components must be compatible drop-in replacements, and all work must be completed within 300 days of the notice to proceed. The RFI also outlines requirements for contractor qualifications, safety plans, scheduling, and submittals. Specific details are provided regarding work scheduling, surge detection, breaker rebuild, and facility access.

Project: 554-24-106 Correct Electrical Deficiencies

RFI’s and Responses

1. Will the prime contractor be required to have a separate SSHO for this project or can the SSHO work on multiple projects?

A: SSHO may work on multiple projects. SSHO may be dual role with Superintendent and CQCM and may be part time. However, all three roles must be present and available every work day throughout the time work is taking place.

2. Is the SSHO required to be onsite full time with no other duties?

A: SSHO, Superintendent and CQCM may be the same person and may be part time. However, all three roles must be present and available every workday throughout the time work is taking place.

3. Does the CQCM have to be on site full time?

A: See above

4. Can the CQCM be the superintendent?

5. Can the Superintendent be the SSHO and CQCM?

6. Is this a design build project?

A: No design is required for this project; it requires drop-in replacements without modification of the existing cabinets for installation of components. As such it requires engineering input from the material supplier that certifies the replacement components are compatible and have all functions available as the equipment items they are replacing. This is engineering certification by a qualified engineer but is not design.

7. Is this a design/bid/build project?

8. Emergency power work can be done any time and normal power work will have to be scheduled after hours. Please confirm that is correct.

A:Confirming Emergency side components may be done at any time and components on normal power must be scheduled after hours (evenings, weekends, holidays).

9. What kind of testing will be required for breakers? PQM’s? Relays? Surge protectors?

A: FOR ALL COMPONENTS Contractor to prepare test plan for review by the Government prior to installation. Contractor to provide test equipment as required to verify functionality, voltage and amperage readings on components are accurate.

Breakers Surge Protectors

Verify smooth rack in and rack out plus demonstrate function by simulated breaker trip.

Functional test required to verify simulated surge is reported to SCADA system and alarms.

Provide as found and as left settings.

Relays Functional test required by simulated surge trip. Verify mechanical and electrical function is handled correctly.

Verify latest software update is installed Verify communication to SCADA system Use load bank, step up power transformers and lead cable to verify correct source voltage and perform factory recommended commissioning process.

Compare parameter readings to the other relay on the substation to verify correct volt and amp readings Provide as found and as left settings.

PQM

CLARIFYING IN ADDITION TO PQM REPLACEMENT, that mechanical work and parts replacement is required for ATS. Required mechanical problems to be repaired are as listed in the defect reports for each PQM.

PQM itself must be wired and programmed to match existing unit being replaced. Wiring and installation may be done by qualified technician and must be verified by function test.

PQM programming and connection to Metasys is required to match existing landed contacts and interface with Metasys. May be performed by qualified technicians provided function and integration is properly captured, shown AND graphics are correct on existing Metasys Building Automation System (BAS). Functional test by VA verifying PQM appears and operates correctly on Metasys is required.

Ensure stable reading of volts and amps, not erratic.

Provide as found and as left settings.

10. For all substations to detect surge trips confirm we need both sides of the switchgear to have a sensor.

A: All SPD are already installed, after medium volt transformer.

11. Can the government confirm an acceptable maintenance window to replace breakers?

Replacement of breakers will cause some interruption to the loads.

A: Replace each individual breaker as quickly as possible and DURING the same outage limited to less than one 8-hour shift maximum. Normal side work MUST be started and completed outside of the normal work day, that is outside of 0600 am to 1700 pm on work days. May be done at any time during weekends and federal holidays, with 2-week advance notice of proposed holiday and after-hours work.

12. Can the government confirm if onsite testing of the new breakers is required or is factory testing sufficient?

A: Factory testing is acceptable. On site functional testing is required – see above. Contractor is to submit its testing plan for review of each function and piece of equipment, in advance of installation, for Government review and comment / revision.

13. Can the government provide the scaled plan view drawings that show the RTU's in relation to the termination location for the BACnet wiring?

A: See attached as built information. Limited as built information is available, and the contractors must use the available as builts with caution. Contractors are still required to field verify all dimensions and are not to rely on scaling from drawings.

14. Can the government provide a list of acceptable integrators for the facility regarding the programming and integration services for the BMS per the requirements?

A: The Government does not maintain a list of approved vendors but relies on the contractor submission of qualified individuals and subcontractors for specialized work. Examples in this case are the GE supplied SCADA system and the JCI supplied Building Automation System.

Specific subcontractors are not required however contractors with demonstrated experience of at least one year in the integration, wiring, graphical interface creation and maintenance, are expected and the certifications and experience of the vendors proposed by the contractor will be reviewed for approval or acceptance to perform the work of this contract.

15. Can the government confirm if the vendor will be responsible for terminating the BACnet terminations in the RTU?

A: YES, SCADA communications with RTU and servers on the GE SCADA system is the responsibility of the Contractor. A testing plan must be provided by the Contractor for review by the Government prior to any installations. Functional testing showing proper operation and correct capture of parameters such as voltage, surge, amperage, etc must be demonstrated on site and to be communicated and graphically displayed correctly, on the SCADA RTUs and servers.

16. Can the government please provide specifications for BACnet cable to be used per the requirements?

A: BACnet cable is Belden-M shielded Cable / wire for switch gear is stranded insulated switchboard cable (SIS) Cable / wire going to RTU is THHN

17. Can the government confirm if multiple or just one sub stations can be completed at one time?

A: Confirming multiple substations can be completed at one time as long as it done not require a shutdown or locking out of multiple sub stations

18. Can the government confirm if staging and storage of equipment and material are available onsite in the electrical rooms or mechanical penthouses? Or would the vendor need to arrange shop delivery at the time of install?

A: Confirming there is limited space for a small amount of material, tools and equipment room inside penthouse electrical rooms and inside Building L electrical rooms. Equipment will not be stored outside of electrical rooms in penthouses or in Building L.

19. Can the government confirm if the vendor or the government will be responsible for the disposable of breakers that are replaced?

A: PLEASE READ THE SOW / SOLICITATION DOCUMENT MORE CAREFULLY. The SOW clearly states that breakers to be replaced are to be rebuilt and returned to the Government (for GE brand cabinet breakers, total quantity of 8 breakers). For Eaton brand breaker (one each) the breaker is to be returned to the Government for use for parts to maintain existing substation components.

20. ABB offers the Emax breaker as the new replacement for the GE Wavepro breakers you want to replace for the SOW base bid. If you go this route, it will require some cubicle modification.

A: Breakers requiring modification of the cubicle are not acceptable. Drop-in replacements are required.

21. Can we offer reconditioned breakers as part of the base bid to replace them?

A: Reconditioned breakers for replacement, as opposed to new breakers, are not acceptable. If new breakers are not available advise the Contracting Officer, Jason Rankin, of this fact and provide documentation.
