Please clarify the lighting fixture schedule.

Comply with EE-007 and electrical RCP floor plans. Provide lighting fixture submittal based on drawings and specifications. AE will review the contractor submitted shop drawings. Refer to Specifications Appendix C - Product Data for additional information.

018
The mechanical drawings call out for Johnson Controls. Are Johnson Controls required? Our interpretation of Public Contract Code section 3400 is that material and equipment cannot be sole sourced, and that the specification should include “or equal to” verbiage. Will “equal to” alternate controls manufacturers be approved as long as they are capable of integrating to the existing BMS?
The operations, maintenance, and training for these systems is brand name specific. A noncompatible system will cause increased maintenance problems as well as an increase in acquisition cost by having to purchase the front- end hardware/software. Conformity with the existing Metasys System will also allow for spare parts inventory to remain manageable and cost effective.

There are no known alternative systems that are fully compatible with these systems based on lessons learned and expert judgment by subject matter experts and experience of the VA Medical Center.

019
Per spec section 01 35 26 – If qualified, can the Superintendent also perform the duties as the SSHO?

Per drawing TY-001, detail C-6 security system riser diagram, provide and install new access control panels as required and locate them in security storage room E-239A. Existing control panels to remain as is.

021
On the second-floor drawing EE-123, there are two (2) S&T closets but no mention of a new access control panel location.

a. Would the government like the new access control panel installed in the S&T Closet Room WC23C, or Room W-232?

New access control panels required. See response to RFI-020.

022
The symbols list for the communication cabling drawings shows a camera. There are not any cameras labeled on the subsequent drawings.

a. Are there any cameras to be installed in this scope of work? If so, can you provide a drawing to show the locations?

No cameras required.

023
The drawings document, pages 208-210 show the outline of the communications cabling. Also, the document jumps from drawing EE-121 to EE-123, and skips EE-122.

a. Are there any other areas on the second floor that will need communication outlets/cabling? If so, are there communication drawings for those other areas?

Section 3.2.C “Additional Requirements for Design Quality Control (DQC) Plan: The following additional requirements apply to the DQC Plan for DB projects only and not DBB projects:”

This is a Design Bid Build project; therefore the Design Quality Control Manager does not apply.
