The Mulehide product is only 40mils and the Burmastic Composite Ply HT is 60mils. The Mulehide product is self-adhering and the spec has the contractors adhering the vapor barrier in the cold applied adhesive.
Contract Document Identification and Order of Precedence Reference: SF 1442 identifies Project No. 671-24-004; the A-E drawings and technical specifications are identified as Project No. 671-21-143 and are dated September 3, 2024.
Q4a. Please confirm that the drawings and specifications identified as Project No. 671-21-143 are the intended contract documents for Solicitation 36C25726B0004 / Project 671-24-004.
A4a. Yes.
Q4b. Please also establish the order of precedence among the SF 1442/solicitation, Statement of Work, specifications, drawings, PCRA, ICRA, and any amendments where requirements conflict.
A4b. Specs supersede. ICRA & PCRA are standalone documents that must be adhered to individually.
Roofing System: SOW/Bid Item Language vs. TPO Specification Reference: Statement of Work Sections 3.0 and 4.0 and Section 01 00 00 refer to new "built-up roof plies" and a "cap sheet." Section 07 54 23 instead specifies an adhered 80-mil fleece-backed TPO roofing system over cover board and insulation.
Q5. Please confirm that the required new roofing system is the adhered 80-mil fleece-backed TPO system specified in Section 07 54 23 and that references to new built-up roof plies and cap sheet are not applicable to the new roof assembly.
A5. Confirmed Insulation R-Value and Cover Board Conflict Reference: Section 07 22 00 states insulation is to match existing with R-8 minimum and specifies 5/8-inch glass-mat water-resistant gypsum roof board. The Basis of Design Re-Roof Schedule states two insulation layers minimum to achieve R-25 and identifies 1/2-inch GP DensDeck Prime cover board.
Q6. Please identify the governing insulation thermal requirement and the governing cover-board thickness/product requirement for bidding. Specifically, confirm whether bidders are to provide R-8 or R-25 minimum insulation and 5/8-inch or 1/2-inch gypsum cover board.
A6. 1" PolyISO is around R6-R6.5, then the cover board is about .67, so if they are referencing R8 to that then that is correct to the spec instead of R25 Roofing Warranty Conflict Reference: Section 07 54 23 requires a 30-year manufacturer's roofing-system warranty, including specified puncture and hail provisions. The Basis of Design Re-Roof Schedule refers to a 20-year manufacturer's warranty and a 2-year contractor workmanship warranty.
Q7. Please confirm the warranty requirements that shall govern the bid, including the required manufacturer warranty term, contractor workmanship warranty term, and whether the puncture and 3-inch hail coverage stated in Section 07 54 23 is required.
A7. The installing roof contractor must be an approved applicator of the Tremco roofing system with documented paperwork. This would be a 30yr Tremco labor and material roof warranty with the spec requirements. The spec requirements with the 80mil TPO FB, Powerply Endure BIO Adhesive, and 5/8" cover board allow for this 30yr warranty.
Add Alternates, Scope Structure, and Bid Pricing Reference: The Statement of Work states that the full project scope includes the A-E base bid and all add-alternates and lists: Penthouse Roof System Replacement; Replace Equipment Curbs; Replace Existing Treated Nailer Blocking; and Replace Existing Metal Fascia.
