Clarity for Request for Information for 36C25726B0004 NRM Replace 2nd floor roof

Solar Panels / Solar Equipment Please clarify the disposition and coordination requirements for the solar panels and associated equipment within the project roof areas. Specifically:

Q1a. What is the intended disposition of solar panels or related components that have not yet been installed?

A1a. The solar panels are Samsung PV-MBA 1BG255, and are to be removed and disposed of.

Q1b. For solar panels/components currently installed within the roof replacement limits, are they to be removed, stored, and reinstalled as part of this contract?

A1b. Remove and dispose Q1c. Please identify which party is responsible for removal, temporary storage/protection, reinstallation, reconnection, testing, and coordination of the solar equipment.

A1c. The Contractor is responsible.

Q1d. If any of this work is by others, please clarify the required coordination and sequencing responsibilities of the roofing contractor.

A1d. No work by others.

Existing Lightning Protection System Section 01 00 00 indicates removal, storage, replacement, and re-certification of the existing lightning protection system, with installation by a Certified/Listed installer in accordance with UL 96A or NFPA 780. Please clarify:

Q2a. The required extent of temporary removal/detachment and reinstallation of the existing lightning protection system.

A2a. The lighting protection system is existing to remain and shall be treated as noted by General notes A, B, G, I on MEP001.

Q2b. The required testing, inspection, certification, and documentation upon reinstallation.

A2b. Refer to Section 26 41 00, Facility Lightning Protection, for required inspection, certification, and documentation requirements.

Q2c. Whether a UL-listed/certified lightning protection contractor is required to perform all detachment and reset work, or only the final installation/certification.

A2c. A certified Lightning Protection Contractor is required to perform any work on the Lighting Protection System.

Q2d. Whether the VA has any designated coordination requirements, approved vendors, or existing system documentation that must be incorporated into the work.

A2d. No.

Vapor Barrier Product / Proposed Equivalent The contract documents indicate a cold-process vapor barrier as part of the new roofing assembly. The bidder proposes Mule-Hide F5 Air & Vapor Barrier, 40 mil, for this application.

Q3a. Please confirm whether Mule-Hide F5 Air & Vapor Barrier (40 mil) is acceptable as specified or as an approved equal. If it is not acceptable, Q3b. Please identify the required product/performance criteria and the required substitution submittal documentation for consideration prior to bid.

A3a./A3b. This Mulehide product would not be compatible and does not meet the performance of the Burmastic Composite Ply HT vapor barrier. The Mulehide product is only 40mils and the Burmastic Composite Ply HT is 60mils. The Mulehide product is self-adhering and the spec has the contractors adhering the vapor barrier in the cold applied adhesive. Follow what is required in the specs and drawings.

Contract Document Identification and Order of Precedence Reference: SF 1442 identifies Project No. 671-24-004; the A-E drawings and technical specifications are identified as Project No. 671-21-143 and are dated September 3, 2024.

Q4a. Please confirm that the drawings and specifications identified as Project No. 671-21-143 are the intended contract documents for Solicitation 36C25726B0004 / Project 671-24-004.

A4a. Yes.

Q4b. Please also establish the order of precedence among the SF 1442/solicitation, Statement of Work, specifications, drawings, PCRA, ICRA, and any amendments where requirements conflict.

A4b. Specs supersede. ICRA & PCRA are standalone documents that must be adhered to individually.

Roofing System: SOW/Bid Item Language vs. TPO Specification Reference: Statement of Work Sections 3.0 and 4.0 and Section 01 00 00 refer to new "built-up roof plies" and a "cap sheet." Section 07 54 23 instead specifies an adhered 80-mil fleece-backed TPO roofing system over cover board and insulation.

Q5. Please confirm that the required new roofing system is the adhered 80-mil fleece-backed TPO system specified in Section 07 54 23 and that references to new built-up roof plies and cap sheet are not applicable to the new roof assembly.

A5. Confirmed Insulation R-Value and Cover Board Conflict Reference: Section 07 22 00 states insulation is to match existing with R-8 minimum and specifies 5/8-inch glass-mat water-resistant gypsum roof board. The Basis of Design Re-Roof Schedule states two insulation layers minimum to achieve R-25 and identifies 1/2-inch GP Dens Deck Prime cover board.

Q6. Please identify the governing insulation thermal requirement and the governing cover-board thickness/product requirement for bidding. Specifically, confirm whether bidders are to provide R-8 or R-25 minimum insulation and 5/8-inch or 1/2-inch gypsum cover board.

A6. 1" PolyISO is around R6-R6.5, then the cover board is about .67, so if they are referencing R8 to that then that is correct to the spec instead of R25 Roofing Warranty Conflict Reference: Section 07 54 23 requires a 30-year manufacturer's roofing-system warranty, including specified puncture and hail provisions. The Basis of Design Re-Roof Schedule refers to a 20-year manufacturer's warranty and a 2-year contractor workmanship warranty.

Q7. Please confirm the warranty requirements that shall govern the bid, including the required manufacturer warranty term, contractor workmanship warranty term, and whether the puncture and 3-inch hail coverage stated in Section 07 54 23 is required.

A7. A 30-year manufacturer’s labor and material roofing-system warranty is required, including the puncture and 3-inch hail coverage specified in Section 07 54 23.

Add Alternates, Scope Structure, and Bid Pricing Reference: The Statement of Work states that the full project scope includes the A-E base bid and all add-alternates and lists: Penthouse Roof System Replacement; Replace Equipment Curbs; Replace Existing Treated Nailer Blocking; and Replace Existing Metal Fascia. Drawing GI0.1 organizes these as Alternate No. 1 - Penthouse Roof System Replacement; Alternate No. 2 - Replace Equipment Curbs and Replace Existing Treated Nailer and Blocking; and Alternate No. 3 - Replace Existing Metal Fascia. Section 01 00 00 identifies Alternate No. 1 and Alternate No. 2 (roof curbs) but does not clearly identify the nailer/blocking or fascia alternate. The solicitation Price/Cost Schedule provides only Item 0001 and Item 0002 (bond cost).

Q8a. Please confirm the final alternate structure and scope.

A8a. The add-alternate scope is as indicated on Drawing GI0.1: Alternate No. 1 – Penthouse Roof System Replacement; Alternate No. 2 – Replace Equipment Curbs and Replace Existing Treated Nailer and Blocking; Alternate No. 3 – Replace Existing Metal Fascia.

Q8b.Please also clarify whether all add-alternate work is to be included in lump-sum Item 0001, or whether the Government will issue a revised bid schedule with separate alternate prices.

A8b. All add-alts will be included in the base bid. The bid schedule will be corrected and submitted as an amendment.

Q8c.If alternates are to be separately priced, please state how the Government will evaluate them for award.

A8c. See A8b.

Base-Bid Roofing Limits and N.I.C. Areas Reference: Drawings GI0.3, AD1.0 through AD1.3, and A1.0 through A1.3 depict specific roof areas, phase limits, and areas marked N.I.C.

Q9. Please confirm that the base-bid roof replacement is limited to the designated second-floor roof replacement areas shown on the contract drawings and that areas expressly marked N.I.C. are excluded, except for work specifically necessary to tie the new system into adjacent existing construction.

A9. Confirmed. The Base Bid roof replacement limits are as indicated on the Contract Drawings. Areas identified as N.I.C. are excluded from the Base Bid.

Existing Roof Moisture Survey and Test Core Information Reference: Section 07 01 50.19, Paragraph 1.7.B, states that a roof moisture survey and test core analysis are available for Contractor reference.

Q10. Please issue the referenced roof moisture survey and test core analysis to all bidders before bid opening, including available information on existing roof assembly thicknesses and known wet/deteriorated areas.

A10. Existing roof test core information will be provided to bidders. A roof moisture survey is not available

Missing / Inapplicable Section 07 52 16.11 Reference Reference: Sections 07 01 50.19 and 07 60 00 reference Section 07 52 16.11, Cold-Applied SBS Modified Bituminous Membrane Roofing, including an installer-qualification requirement. Q12a. Please issue Section 01 45 29 or clarify who is responsible for procuring and paying for the testing laboratory and required pull/adhesion testing.

A12a. The Contractor.

Q12b. Please identify which testing costs bidders must include in Item 0001.

A12b. None should be included for the Contractor.

Asbestos / Hazardous Materials Scope Reference: The project manual includes Section 02 82 11 Traditional Asbestos Abatement, while Section 07 01 50.19 states hazardous materials are not expected in the existing roofing system, known hazardous materials were removed before the work, and hazardous materials discovered during execution will be removed by the Government under a separate contract. The solicitation also requires pre-award evidence of general liability coverage without an asbestos exclusion.

Q13a. Please confirm whether any asbestos or other hazardous-material abatement is included in the bidder's base scope.

A13a. No.

Q13b. If no abatement is included, please confirm Section 02 82 11 is not a bid-price scope requirement unless activated by a future modification.

A13b. If asbestos is discovered during demo a modification will be pursued.

Q13c. Please also provide any existing asbestos/hazardous-material survey or clearance documentation applicable to the roof.

A13c. The asbestos report is included in this amendment A0004.

Governing ICRA Version, Patient Risk Category, and Required Precaution Level Reference: The technical specifications contain VHA-ICRA-2023-1.0, while the separately issued ICRA is VHA ICRA-1.3 (December 2024) and identifies the activity as Category D. The issued ICRA does not clearly establish, in the bidder-facing package, the final overall Patient Risk Category and resulting Level I-IV infection-control precautions for the roof work.

Q14. Please confirm which ICRA version governs. Please identify the final Overall Patient Risk Category and the required Infection Prevention and Control Precaution Level for this project, and clarify whether normal exterior roof demolition requires interior critical barriers, negative-air/HEPA systems, HVAC diffuser isolation, or other Level III/IV interior controls.

A14. Current version is VHA ICRA-1.4

Phase 1 / Phase 2 Sequencing and Turnover Reference: Drawing GI0.3 identifies Phase 1 and Phase 2, and the scheduling specification requires phase completion dates and as-built submissions after each completed phase.

Q15a. Please state the mandatory sequence between Phase 1 and Phase 2. Must Phase 1 be fully completed, inspected, and accepted before Phase 2 demolition begins, or may portions of the phases overlap?

A15a. Each phase shall be completed before moving to the next phase.

Q15b. Please identify any separate phase turnover, inspection, warranty, or acceptance milestones that bidders must include in the schedule.

A15b. Inspection and acceptance should be included.

Badging Timing Within the 270-Day Performance Period Reference: The Statement of Work states that the 270-calendar-day performance period includes 30 days for badging and separately advises allowing 21 business days for badges. Section 01 00 00 also requires advance notice for security/badging arrangements.

Q16a. Please confirm when the successful contractor may begin submitting personnel for badging after award and whether badging may be completed before Notice to Proceed.

A16a. Badging can begin after award.

Q16b.. Please also clarify the treatment of VA-caused badge-processing delays that prevent otherwise ready personnel from accessing the site.

A16b. This will be addressed on a case by case basis. However it’s imperative that you start the badging process as soon as possible to keep from having delays.

Required Site Utility Locate Before Roof Demolition Reference: Statement of Work Section 2.0 requires the Contractor to perform a site utility locate before demolishing any roof materials and states demolition cannot proceed until the locate is complete.

Q17a. Please define the required scope and acceptance criteria for this utility locate for elevated second-floor roof work.

A17a. Means & Methods. Provide circuit tracing per Electrical General Notes and confirm with VA for acceptance criteria.

A19. - This work is clearly outlined on plan. Refer to M102. Keyed note 1.

Stored-Material Progress Payments Reference: Section 01 32 16.15 expressly provides for monthly applications for payment and monthly progress payments based on the approved updated project schedule. The SOW also allows material storage in a VA-designated laydown area at the Contractor's risk.

Q20. Please confirm whether properly documented materials purchased specifically for this project may be included in monthly progress-payment applications before installation. If so, please identify requirements for (a) materials stored in the VA-designated laydown area and (b) approved off-site storage, including invoices, proof of payment, title/vesting, insurance, photographs, inventory logs, or other supporting documentation.

A20. This is a firm fixed price (FFP) contract. Under an FFP structure, the Government does not make payment for stored materials, whether onsite or offsite, because payment is tied to measurable progress and accepted work. Even if materials are properly documented, delivered, or staged in a VA‑designated laydown area, they cannot be billed until they are installed and contribute to the percentage of work completed for that billing period. Similarly, off‑site stored materials are not eligible for early payment. Documentation such as invoices, proof of payment, title/vesting, insurance, photographs, or inventory logs is not required for progress‑payment purposes because stored materials are not reimbursable under this contract type. See the attached “VA Specific Special Contract Clause, Payments under Fixed-Price Construction Contracts” Project-Specific Retainage Administration Reference: Monthly progress payments are governed by Section 01 32 16.15 and the referenced fixed-price construction payment provisions.

Q21a. Please confirm whether the VA intends to apply any project-specific retainage percentage to satisfactory monthly progress payments.

A21a. No, Please see added clause VA Specific Special Contract Clause, Payments under Fixed-Price Construction Contracts Q21b. If so, please identify the percentage and conditions for reduction or release. If no project-specific percentage is established, please confirm retainage will be administered solely under the applicable FAR/VAAR payment clauses.

A21b. Please see VA Specific Special Contract Clause, Payments under Fixed-Price Construction Contracts Electronic Bid Bond / Offer Guarantee Submission Reference: The solicitation authorizes only emailed electronic PDF bids, requires a duly executed Bid Bond/Guarantee with the bid, and FAR 52.228-1 requires a bid guarantee of 20 percent of the bid price or $3,000,000, whichever is less.

Q22a. Please confirm the acceptable form of the bid guarantee for electronic submission. Specifically, will a scanned or digitally executed bid bond, surety power of attorney, and supporting documentation included in the single emailed bid PDF satisfy the requirement, or must an original hard-copy bond or other original instrument also be delivered?

A22a. Yes, that will meet the requirements, provided the bid guarantee is fully legible Q22b. If an original is required, please state the delivery method and deadline.

A22b. No, original is not required.

ORCA / SAM Representations and Certifications Submission Reference: The Instructions to Offerors require registration in SAM and also direct bidders to submit a printout of the Online Representations and Certifications Application (ORCA).

Q23. Please confirm whether a current SAM.gov Representations and Certifications printout satisfies the solicitation's reference to an ORCA printout, and identify the exact document the Government expects in the bid PDF to avoid a nonresponsive submission.

A23. Yes that will suffice. ORCA (Online Representations and Certifications Application).

Limitations on Subcontracting Classification and Current Certification Database Reference: The solicitation's self-performance calculation distinguishes General Construction (85 percent limitation to non-qualifying firms) from Special Trade Contractors (75 percent limitation). The principal NAICS is 238160, Roofing Contractors. The form and clause also contain legacy references to VIP-listed firms, while the solicitation separately requires SBA VetCert status.

Q24a. Please confirm that this procurement is to be treated as a Special Trade Construction contract for purposes of VAAR 852.219-75 and the self-performance calculation.

A24a. Yes, special trade is correct. Please also see VAAR 852.219-73.

Q24b. Please also confirm that references to VIP-listed SDVOSB/VOSB firms are to be interpreted using the current SBA Veteran Small Business Certification (VetCert) database.

A24b. Correct Q24c. Please clarify how work subcontracted by a similarly situated certified SDVOSB roofing subcontractor is to be reported in the required calculation.

A24c. Work subcontracted by a certified SDVOSB subcontractor, even if that work is further subcontracted still counts towards the percentage threshold.

EMR Documentation Where No EMR Has Been Issued Reference: The Special Standard of Responsibility requires documentation showing an Experience Modification Rate (EMR) of 1.0 or less.

Q25. For an otherwise eligible bidder that has not been assigned an EMR by its workers' compensation rating bureau due to insufficient payroll or loss history, please identify what documentation or alternative evidence the Government will accept to satisfy this responsibility requirement.

A25. You will need memo from your insurance company explaining why there has not been an EMR rating assigned to your company.

Pre-Bid Site Visit Clarifications and Government-Issued Information Reference: The solicitation provides for an August 11, 2026 pre-bid site visit and states bidders are responsible for monitoring SAM.gov for amendments.

Q26. Please issue, by amendment or other official solicitation communication, any site-visit sign-in information, Government answers, clarifications, sketches, photographs authorized for bidding use, or other information provided or discussed at the site visit that is intended to be relied upon by all bidders.

A26. All requests for information, and visit sign in sheets will always be submitted via amendment through SAM.gov. Questions brought up at the site visit should have been submitted via RFI and response will be found amongst this document.

Lightweight Insulating Concrete Repair Quantity and Compensation Reference / Basis: Contract documents require patching, repairing, and infilling the existing lightweight insulating concrete substrate, including areas affected by removal of previous fasteners, before installation of the new roofing system.

Q27a. Please provide the quantity or allowance bidders are to carry for repair of the existing lightweight insulating concrete.

A27a. A roof scan has not been completed yet. We could do a roof nuclear scan if wanted. Otherwise, this will not be determined until roof project starts.

Q27b. If no defined quantity is available, please clarify whether repairs exceeding minor incidental patching will be compensated by unit price, allowance, or contract modification. Please also identify who will determine the extent of required substrate repair after tear-off.

A27b. A roof scan has not been completed yet. We could do a roof nuclear scan if wanted. Otherwise, this will not be determined until roof project starts.

Moisture in Existing Lightweight Insulating Concrete Reference / Basis: The roofing requirements require the existing substrate to be dry and suitable before installation of the new roofing system.

Q28a. If moisture is discovered within the existing lightweight insulating concrete after tear-off, please identify the required remediation procedure, including whether drying, venting, removal/replacement, or another method will be required.

A28a. Replace wet/damaged lightweight concrete areas with same thickness with PolyISO insulation adhered in specified bio based low rise foam adhesive. We need to confirm what % wet is considered wet Q28b. Please clarify how associated time and cost will be handled when concealed moisture could not reasonably be identified before demolition.

A28b. Depending on the circumstance it could be considered as a differing site condition and submittal of a Request for Equitable adjustment could be appropriate.

Existing Curb Raising vs. Alternate Curb Replacement Reference / Basis: The contract documents require rooftop units/equipment curbs to be raised as necessary to accommodate the new roof assembly, while curb replacement is identified as alternate work.

Q29a. Please clarify the scope boundary between base-bid raising/modification of existing curbs and alternate curb replacement.

A29a. No curbs will be raised or replaced. Raise unit as required to reroof.

Q29b. If an existing curb cannot practicably be raised, is deteriorated, or would remain below the required minimum flashing height after installation of the new roof assembly, please confirm whether replacement is included in the base bid, included only if the applicable alternate is awarded, or treated as additional work.

A29b. No curbs will be raised or replaced. Raise unit as required to reroof.

Roofing Work Hours, Adhesive Odors, and Air-Intake Restrictions Reference / Basis: The project is within an occupied 24/7 medical facility and the contract documents contain noise, vibration, infection-control, and operational restrictions.

Q30a Please confirm whether normal tear-off, low-rise foam/adhesive application, membrane installation, and heat-welding operations may be performed during the stated normal daytime work hours.

A30a. Yes.

Q30b. Please identify any roof areas expected to require night/weekend work and any restrictions or required controls for adhesive/roofing odors near active outside-air intakes, including temporary intake protection, shutdowns, or infection-control measures bidders must include.

A30b. No night/weekend work currently expected with the exception of possible crane lifts.
